Swisscontact, registered as an International Non-Governmental Organization has been operating in Nepal since 1991. Currently, Swisscontact Nepal has six development programmes across all seven provinces.

The Nepal Agricultural Market Development Programme (NAMDP), Phase II (December 2020 to November 2024), also known as Sahaj, operates under a bilateral agreement between the Government of Nepal and the Government of Switzerland. Sahaj is a Swiss Agency for Development and Cooperation (SDC) project, implemented by a consortium of Swisscontact (as the lead agency) and the Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED). The programme focuses on the Koshi Province. Sahaj follows a market systems approach, which includes facilitation between market actors, as well as financial and technical support for improved access to services and innovation of agri-business in the Koshi Province. Public-private partnerships between municipalities and private sector actors, as well as an enabling policy framework for services and innovation in the Koshi Province’s agricultural market system, are central elements of Sahaj. The promotion of Gender and Social Inclusion (GESI) as well as Federal State Building (FSB) are transversal themes. The Sahaj portfolio will increase demand for smallholders’ produce, including them in value-added supply chains, and building resilience in rural communities through higher employment and income.

For the remaining period of Sahaj’s Phase II, Swisscontact is looking for an experienced and committed team leader.

Officer – Monitoring and Results Measurement (MRM) (1)

Start of employment: 15 August 2023
Location: Lalitpur, Bagmati Province
Reports to: Manager – Monitoring and Results Measurement (MRM)
Time: 100% (8 hours a day and 5 days a week)
Duration: One year with the possibility of extension

Essential Functions and Responsibilities
The MRM officer is responsible for supporting the learning and reporting needs of NAMDP. Her/his major tasks include:

  • Provide technical inputs to implement MRM (Monitoring and Result Measurement) Plans as per MRM Manual and guidelines of NAMDP.
  • Ensure intervention plans (including results chains, indicators, attribution/contribution strategy, MRM assessment plans etc) are developed for all interventions and sectors of NAMDP.
  • Develop monitoring and impact assessment survey tools (checklist, questionnaires etc) as per intervention Results Chain and MRM Plans (including applying GESI and BEE/FSB lens where applicable)
  • Conduct periodic field monitoring of intervention activities, collect information on the quality of ongoing activities and assess the impact of those activities post-intervention. Prepare field visit reports and share and discuss with relevant programme teams for learning and improvement.
  • Design a survey and implement it on intervention partners and service providers to collect output and outcome level information.
  • Compile all information provided by intervention partners in appropriate formats and databases, and conduct periodic analysis as requested by the MRM manager.
  • Participate in periodic MRM meetings and share learning from field monitoring and prepare work plans for upcoming periods.
  • Support to build the capacity of project staff, sub-contractors, and relevant partners, working with them to develop and update detailed results chains and MRM plans for their respective interventions.
  • Participate in sector meetings and share the findings and learn from monitoring visits.
  • Provide necessary assistance for the preparation of case studies, periodic progress reports, special studies, and other similar documents.
  • Comply with the Project Manual of NAMDP and other relevant requirements of Swisscontact and SDC.

Key Competencies

  • Minimum 3 years of relevant work experience (Monitoring and Results Measurement and Learning)
  • Minimum bachelor’s degree in relevant discipline.
  • Capable of designing survey tools, data entry, data analysis and writing reports.
  • Familiar with experimental design, sample and sampling methods.
  • Strong analytical and problem-solving skills.
  • Practical experience in designing survey tools for quantitative and qualitative research.
  • Outstanding command of MS Excel. Command of MS Access, SPSS, and other suitable statistical packages will be an added advantage.
  • Experience in applying DCED standards for results measurements in private sector development/market systems development projects.
  • Good understanding of private sector development issues and the market systems development (MSD) approach.
  • Good written and spoken English and Nepali.
