Swisscontact, registered as an International Non-Governmental Organization has been operating in Nepal since 1991. Currently, Swisscontact Nepal has six development programmes across all seven provinces.

The Nepal Agricultural Market Development Programme (NAMDP), Phase II (December 2020 to November 2024), also known as Sahaj, operates under a bilateral agreement between the Government of Nepal and the Government of Switzerland. Sahaj is a Swiss Agency for Development and Cooperation (SDC) project, implemented by a consortium of Swisscontact (as the lead agency) and the Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED). The programme focuses on the Koshi Province. Sahaj follows a market systems approach, which includes facilitation between market actors, as well as financial and technical support for improved access to services and innovation of agri-business in The Koshi Province. Public-private partnerships between municipalities and private sector actors, as well as an enabling policy framework for services and innovation in the Koshi Province’s agricultural market system, are central elements of Sahaj. The promotion of Gender and Social Inclusion (GESI) as well as Federal State Building (FSB) are transversal themes. The Sahaj portfolio will increase demand for smallholders’ produce, including them in value-added supply chains, and building resilience in rural communities through higher employment and income.

For the remaining period of Sahaj’s Phase II, Swisscontact is looking for an experienced and committed team leader.

Manager – Monitoring and Results Measurement (MRM) (1)

Start of employment: September 2023
Location: Biratnagar, Koshi Province
Reports to: Senior Manager Quality Assurance and Knowledge Management
Time: 100% (8 hours a day and 5 days a week)
Duration: One year with the possibility of extension

Purpose of the Job
The MRM Manager is responsible for designing MRM systems and evidence-generation strategies that support learning and adaptive management. She/he will be responsible to provide evidence-based data and information to Senior Manager Quality Assurance and Knowledge Management to identify scalable interventions that yield results. She/he will also be responsible to organise quarterly intervention review meetings with the programme team to support developing strategies for interventions.

Essential Functions and Responsibilities
The MRM Manager’s major tasks include:

  • Manage the MRM officers, leading and overseeing day-to-day MRM activities across the programme.
  • In collaboration with the team leader and senior management team, develop and ensure implementation of mechanisms and tools that optimise the use of evidence for adaptation at the strategic level. Ensure robust evidence generation and use of evidence through a well-functioning MRM system.
  • Analyse and use results to drive the programme’s understanding of what works, what does not, why and how, under which circumstances, and support adaptation.
  • Participate in sector meetings, facilitate periodic MRM meetings, assist sector teams in interpreting the findings, and ensure that the findings are used to refine, improve, and maximise the impact of NAMDP interventions. Develop agenda and facilitate strategic reviews (including discussions with SDC) where evidence is assessed to refine interventions timely.
  • Guide and review tools developed by MRM officers for field research, including case studies and impact assessments aimed at tracking the programme’s progress and impact.
  • Aggregate impact results at sector and programme level, gender and DAG disaggregated.
  • Develop the MRM manual and ensure programme implementation complies with the MRM system.
  • Guide and review the development and formulation of case studies, special studies impact assessments tools and knowledge sharing/capitalisation documents, developed by the MRM officers.
  • Process/document lessons learned and disseminate them through appropriate channels.
  • Contribute to finalising the Yearly Plan of Operations (YPOs) and (semi-)annual progress reports.
  • Review and monitor the annual MRM budget and ensure appropriate spending.
  • Ensure the quality of work of her/his team. Ensure relevant activities progress according to annual work plans and timeframes.
  • Liaise with external evaluators and impact assessments teams as and when necessary.
  • Comply with the Project Manual of NAMDP and other relevant requirements of Swisscontact and SDC.

Key Competencies

  • Minimum 7 years of relevant work experience in Monitoring, Results Measurement and Learning.
  • Master’s degree in relevant discipline or at least 2 years additional relevant work experience.
  • Experience and knowledge about what optimises learning and utilisation from MRM-generated evidence.
  • Demonstrated interest in learning and the uptake of evidence to improve development interventions.
  • Experience in using programme theory to design and evaluate interventions that aim at facilitating change in complex systems.
  • Strong technical skills in quantitative and qualitative MRM methods (including impact assessments) applied to development programmes.
  • Experience in applying DCED standards for results measurements in private sector development/market systems development projects.
  • Experience in developing practical guidance and tools for effective monitoring and reporting.
  • Strong analytical and problem-solving skills.
  • Outstanding command of MS Excel. Command of MS Access, SPSS, and other suitable statistical packages will be an added advantage.
  • A good understanding of private sector development issues and the market systems development (MSD) approach is a plus.
  • Good analytical, managerial, and organisation skills. Good written and spoken English.
