Role Overview:

The Human Resources Manager is required to manage the human resources department of iDE Nepal overseeing the administration of hiring, retention, staff development, termination, personnel records, legal compliance, compensation, benefits, and long-term staffing strategies. Responsibilities include the development and administration of personnel rules and regulations, pay and job classification structure, and programs for employee training, safety, health, and morale. This position reports to the Country Director (CD) with a dotted line to Finance and Admin Director (FAD).

Key Accountabilities / Responsibilities

Key Activities

A Development and Implementation of HR Strategies, Policies, Systems and Plans

  • Design, operate, coordinate and monitor operational systems for managing necessary human resource functions to implement the approved policies
  • Become fully conversant with iDE country office Human resource policy along with iDE global Human Resources policy and facilitate its implementation in iDE Nepal
  • Identify labor related legal requirements and government reporting regulations affecting human resource function; prepare information requested or required for compliance; act as primary contact with the concerned department of the Government with respect to human resource issues;
  • Update position descriptions in the organization according to the need in consultation with the respective line managers, and consulting iDE Global
  • Maintain employee database, currently in Human Resource Management System (HRMS).
  • Design on-boarding program and ensure a well-rounded orientation of the organization to the new employee

B .Planning and Staffing for Human Resource Needs

  • Establish standard recruiting and placement practices and procedures as suggested and directed by country office and iDE Global
  • Ensure an appropriate level of human resourcing to meet the existing and anticipated business needs of iDE Nepal by developing HR Plan
  • Manage the recruiting and hiring process, including working with hiring managers to define strategic staffing plans
  • Work with CD and FAD to develop Country Office (CO)’s annual staff development plan in line with iDE global staff development strategy

C .Management and Development of Staff Performance

  • Review, develop and implement effective employee performance management system, aligned with HRM guidelines; train staff and provide advice and support for performance management issues
  • Implement a training and development process to ensure that appropriate learning needs are met on a timely and cost-effective basis
  • Organize and coordinate both in-house and off-site staff training and development programs to meet the identified development needs
  • Design innovative ways to engage team in learning programs to build capacity;

D. Develop Effective Employee Relations Program

  • Ensure human resource policies are updated and shared across the organization
  • Advise SMT in reviewing and revising salary structure, pay policies;
  • Review and recommend employee benefit programs, and security, safety and health program to CD and SMT for approval and implementation.
  • Implement compensation and benefit policies and practices to ensure that staff are rewarded in line with both general market practice and individual performance level
  • Determine and recommend employee relations practices necessary to establish positive employee-employee relationships and employee-employer relationships
  • Plan yearly team building activities and implement them for stronger team performance

E. Other

  • Ensure the safety and structure of the workplace, to maintain a professional
  • Maintain current knowledge and understanding of regulations, laws, industry trends, practices, and developments regarding Human Resources that may affect iDE Nepal and advise SMT and employees accordingly
  • Liaise with other Human Resource professionals
  • provide regular updates on HR activities and plans
  • Perform other duties as assigned by supervisor.

Requirements

Person Specification

Required Education & Certifications, Experience and exposure

Degree in Human Resource Management or related field and Minimum 8-year experience in Human Resources Administration work, with at least 5-year experience as a manager, strong managerial and leadership skills, General knowledge of the principles and practices of Human Resources Administration, outstanding interpersonal relationship building and employee coaching skills, demonstrated ability to provide follow up on a timely basis and keep stakeholders informed of status of projects, experience in developing and implementing process improvements, Ability to maintain the highly confidential nature of human resources work, Ability to work independently, and under pressure, Strong reasoning, decision-making, and sound judgment, Understanding of labor, taxation law, and other applicable rules and regulations in Nepal, Proven integrity and character, especially in the stewardship of resources, transparency and accountability, Proven track record of achieving results, Willing to travel and work in the field, as required, and Computer literate: MS Word, Excel, Power Point, and any HR Management database
