Youth Alliance for Environment is Nonprofit, non-government and nonpolitical organization. YAE is implementing its Integrated Protection and Community Engagement Project with the partnership of many INGO in different part of Nepal. Now YAE is seeking qualified, dynamic and motivated Nepali citizens on the following positions for smooth implementation of project with potential candidates.

Job Description

Level: 9th level.

The Finance, Administrative & Operation manager is responsible for the smooth execution of overall financial, operation and administrative management of the project and organization.

Compliance to policies, rules/regulations and guidelines:

Adhere to relevant policies, procedures, regulations and guidelines of Youth Alliance for Environment, Government Act & Rules.

Financial Management:

  • Process payments to vendors/suppliers/consultants ensuring proper documentation as per establish financial rules and regulations;
  • Process monthly payroll ensuring Salary/benefits, allowances as per the organization regulation and ensure financial advance management of all project staff;
  • Maintain up to date accounts of all transactions by the project, with adherence to
  • Financial policy, Nepal Accounting Standard (NAS) in a transparent manner;
  • Ensure compliance of all the terms and conditions agreed between Youth Alliance for Environment and the donor.
  • Prepare and update bank reconciliation statements on a monthly basis;
  • Timely deposit & file return of TDS as per the Income Tax Act of Nepal
  • Manage procurement process of the project ensuring transparent and competitive procurement of goods and services at all times;
  • Prepare financial plans, budgeting, ensure timely and accurate financial reporting as per the organizational and donor’s requirements, proper documentation, monitoring, periodic reporting, handling project & financial year audit.

Operation & Administrative management:

  • Office management and day-to-day administration of the Office;
  • Liaison with the project staff to ensure that they are aware of all of the administrative systems and procedures
  • Ensure efficient vehicle and logistics management and support;
  • Preparation agreements and contracts, by program rules and regulations and available budget
  • Management of insurance for the project staff including liaison with insurance companies to process claims
  • Management of logistics for seminars, workshops, and any other events as requested by the project team
  • Advising the project team on procurement, awarding of contracts and payment procedures and supplying the required information, s/he shall be a permanent member of the procurement committee;
  • Procurement (where tenders/quotations are required) by the organization procurement procedures of goods and services;
  • Effective and efficient inventory management;
  • Act as an HR focal person ensuring proper documentation and confidentiality of personal records and other HR documents of project staff.
  • Plan and implement capacity-building activities for project and partner staff members
  • Manage the Human Resource Information System of the project;
  • Ensure an effective internal control system.

Qualifications

  • Master’s degree in business administration/ management or commerce with Finance/Accounting as a major subject.
  • Minimum 7 years of work experience in similar
  • Experience managing finance and accounting preferably in an International/National organization (or professional accountancy degree)
  • Experience supervision of overall financial systems with inclusive frameworks and procedures
  • Good understanding of national rules and regulations
  • Understanding of development program budgeting and financial monitoring
  • Good understanding of Tax rules and regulations
  • Good time management and task prioritization skills
  • Result-oriented maintaining deadlines
  • Excellent interpersonal, intercultural competencies and team player
  • Fluency in Nepali and English, both written and oral
  • Proficiency in using accounting & office application software
