Position Title: Field Program Associate (Engineer) – Integrated Landscape Management

Reports to: Field Manager – Integrated Landscape Management

I. Major Function:
The WWF-GEF project, Integrated Landscape Management to Secure Nepal’s Protected Areas and Critical Corridors Project is executed by the Ministry of Forests and Environment (MOFE), Government of Nepal. The project’s geographic scope is the Terai Arc Landscape (TAL), Nepal. The project seeks to achieve the following objective: to promote integrated landscape management to conserve globally significant forests and wildlife. Over the five year project period, the objective will be achieved through the implementation of four interconnected components, namely: 1) National capacity and enabling environment for cross- sectoral coordination to promote forest and landscape conservation; 2) Integrated planning for protected area buffer zones and critical corridors in the TAL; 3) Forest and human-wildlife conflict management for improved conservation of targeted protected area buffer zones and corridors in the TAL; and 4) Knowledge management and monitoring and evaluation. Ultimately, the project will result in the reduction of the threats impacting the corridors and protected areas in the TAL, benefitting the ecological integrity of these largely forested areas, the globally significant wildlife populations that they support, and the resilience of forest dwelling communities. The improved conservation and sustainable management of forest resources will result in habitat connectivity, increased carbon storage and sequestration and restoration of degraded habitats and continued delivery of ecosystem services that support local populations.

Under the direct supervision of the Field Manager, s/he will liaison with Park authorities, Division Forest Offices, Buffer zone user committees and community forest user groups. S/he will provide technical guidance to sub-grantees and Field Program Assistants. S/he will monitor effectiveness and efficiencies during field program implementation.

II. Major Duties and Responsibilities:

1. Field Level Planning and Implementation

  • Frequent visits to project implementation sites in detail planning and preparing technical specification.
  • Provide technical backstopping to Sub-Grantee partners in implementation of project activities.
  • Ensure efficient planning for site and community selection for program implementation based on project documents.
  • Provide technical inputs in Annual Work Plan, Budget and Program Implementation Guideline.

2. Technical Support to Sub-Grantees

  • Provide technical guidance to make sure that activities and their detail are understood by Field Program Assistant (FPAs) and sub-grantees. 2023
  • Responsible for preparation of technical design and estimates of constructional work as per the government norms and procedures.
  • Provide technical support to Sub-Grantees, Community People, and Field Program Assistants during implementation of construction work.
  •  Conduct regular monitoring and provide technical feedback to implementers and community people to work as per approved design and estimates during implementation of activities.
  • Technical verification of constructional work as per approved design and estimates and prepare work completion report, final bill and required documents.

3. Coordination with National Parks and Division Forest Offices

  • Support Field Program Officer and Field Manager to coordinate with Park authorities, Buffer zone management councils, Buffer zone user committees and Division Forest Offices.
  • Appropriate sharing of project activities, work plan schedules and project progress withthe field partners and stakeholders for better understanding and collaboration.
  • Coordinate with government partners and ensure effective planning to avoid duplication of work at the field level.

4. Communication and Outreach

  • Liaison with Division Forest offices, National Park Offices, Community Forests User groups, Buffer Zone User Committee, and other CSOs/CBOs in the project sites.
  • Ensure the proper flow of information among the field project team, especially among Field Program Assistants.

5. Mobilize and Support Communities in Project Delivery

  • Explore potential local government and community partners for resource leveraging and effective project delivery.
  • Responsible for providing capacity building support and mobilizing existing and potential community partners.
  • Support Field Program Assistants in project activity implementation and provide technical backstopping.

6. Monitoring and Reporting

  • Conduct regular monitoring visits to check the progress of implementation as per annual work plan.
  • Provide technical support to grantee partners in program implementation and report preparation.
  • Provide inputs to quarterly, six-monthly, and annual project progress reports by coordinating with sub-grantees on implementation.

7. Documentation
Document lessons, identifying successes and challenges, and make recommendations for future application of lessons.

8. Other Duties
This job description covers the main tasks and conveys the spirit of the tasks that are anticipated proactively. Other tasks may be assigned by the supervisor as necessary according to the project needs.

III. Supervisory Responsibility:
Any directly recruited staff or consultants.

IV. Working Relationships:
Internal: Works closely with the Field Program Officer, Field MEL Officer, Safeguards & GESI Officer, and other relevant staff.
External: Works closely with implementing partners, governmental and non-governmental representatives, as well as other stakeholders.

V. Minimum Work Requirements:
Knowledge: A Bachelor’s degree in Civil Engineering.
Experience: The candidate must have at least 2 years of experience in-country in the natural resource management sector. The individual should have sound knowledge in technical design and estimate preparation, Government of Nepal norms and procedures. S/he should also have experience in capacity building, planning, communication and monitoring and evaluation. Experience of working with field-based sustainable development initiatives, diverse community groups in various altitudinal gradients in the country and government agencies is a must.

Skills and Abilities:

  • Excellent English and Nepali language skills. Working knowledge of one local language will be an added advantage.
  • Skilled in Microsoft office packaging and infrastructure estimate software.
  • Excellent cross-cultural and people skills and ability to interact with senior business, government, and NGO staff.
  • Adaptive Management Skills
