5. POSITION TITLE: FSN-09 USAID Development Outreach and Communications (DOC) Assistant (Digital Content)
6. NUMBER OF VACANCIES: One (1)
7. MARKET VALUE: Final compensation will be negotiated within the market value for the position equivalent to FSN-09 level in accordance with AIDAR Appendix J and the Local Compensation Plan (LCP) of U.S. Embassy-USAID/Nepal. The LCP consists of the local salary schedule, which includes salary rates, authorized fringe benefits, and other pertinent facets of compensation.
8. PERIOD OF PERFORMANCE: Estimated to start o/a December 1, 2024, through o/a November 30, 2029 (depending on the security clearance process)
Employment under this contract is of a continuing nature. Its duration is expected to be part of a series of sequential contracts; all contract clauses, provisions, and regulatory requirements concerning availability of funds and the specific duration of this contract shall apply.
9. PLACE OF PERFORMANCE: Kathmandu, Nepal with possible travel as stated in the Statement of Duties.
10. ELIGIBLE OFFERORS: All interesting candidates – Cooperating Country Nationals (CCNs) AIDAR, Appendix J. 1 (b) Definitions:
(6) “Cooperating country “means the country in which the employing USAID Mission is located.
(7) “Cooperating country national” (“CCN”) means an individual who is a cooperating country citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country.

STATEMENT OF DUTIES

1. General Statement of Purpose of the Contract
USAID Development Outreach and Communications (DOC) Assistant (Digital Content) – the Digital Content Assistant will work in the USAID/Nepal Front Office and reports directly to the Development Outreach and Communications (DOC) Team Lead. The job holder is integral to implementing USAID’s communications efforts, with the primary responsibilities of creating and managing content for all USAID/Nepal’s digital platforms. This includes creating, curating, and managing content across our website, social media channels (Facebook, Twitter, Instagram, LinkedIn, YouTube), email campaigns, and other digital platforms (Flickr, Exposure Blog, Medium Blog).

2. Statement of Duties to be Performed.

The Major Duties and Responsibilities include:

Collaboration and Campaign Execution (50%)

  • Develop creative briefs and content outlines for each digital campaign, outlining objectives, target audience, key messages, and desired outcomes.
  • Create engaging and shareable social media posts, graphics, and videos in Nepali and English that align with campaign goals and resonate with the target audience.
  • Coordinate with graphic designers, videographers, and other members of the DOC Team to produce high-quality multimedia content in Nepali and English for campaigns.
  • Establish partnerships with relevant influencers, organizations, and stakeholders to amplify the reach and impact of campaigns.
  • Implement social media advertising and boosted posts to maximize the visibility and impact of campaigns.
  • Organize and execute online events, webinars, and live streams to engage the audience and promote USAID/Nepal’s work.
  • Develop and manage a content calendar for campaigns, ensuring timely and consistent delivery of content across all digital platforms.

Compliance and Performance Monitoring (25%)

  • Conduct regular content audits to ensure all digital content adheres to USAID branding guidelines and meets quality standards.
  • Create and maintain a comprehensive database of approved digital assets, including images, videos, and infographics, for easy access and usage by the team.
  • Develop content style guides and templates to ensure consistency across all digital platforms and communication materials.
  • Implement accessibility standards for digital content, ensuring that it is inclusive and usable by all audiences, including those with disabilities.
  • Monitor and respond to online reviews, comments, and messages in a timely and professional manner, fostering positive interactions with the audience.
  • Perform keyword research and Search Engine Optimization (SEO) to improve organic search rankings and increase visibility of USAID/Nepal’s digital content.
  • Utilize web analytics tools to track user behavior, identify popular content topics, and inform future content creation strategies.
  • Prepare comprehensive performance reports on a regular basis, highlighting key metrics and insights to measure the impact of digital content efforts.
  • Conduct competitive analysis to benchmark USAID/Nepal’s digital content performance against peer organizations and identify areas for improvement.
  • Implement data privacy and security measures to safeguard sensitive information and ensure compliance with relevant regulations.
  • Develop and execute crisis communication plans for managing potential reputational risks related to digital content.
  • Stay up-to-date with digital content trends, emerging technologies, and best practices to continuously enhance USAID/Nepal’s digital presence and engagement.

Digital Content Strategy (15%)

  • Participate in communication strategy meetings and provide input on digital content strategies to align with broader communication and outreach goals.
  • Collaborate with the communication team to integrate digital content with offline communication and engagement activities for a cohesive brand message.
  • Conduct a thorough analysis of USAID/Nepal’s target audience, communication objectives, and key performance indicators (KPIs) to develop a comprehensive digital content strategy.
  • Develop and implement strategies to optimize content for search engine visibility and user engagement.
  • Research and stay up-to-date on digital marketing trends, best practices, and emerging technologies to maintain a cutting-edge approach to campaign execution.

Mission & Partner Support (10%)

  • Conduct training sessions and workshops for USAID/Nepal staff and partners on digital communication and content creation best practices.
  • Develop and share digital content guidelines and resources for staff to create consistent and compelling content.
  • Offer ongoing support and guidance to USAID/Nepal staff and partners regarding content creation, digital tools, and emerging trends in the digital space.

Supervisory Relationship
The jobholder reports directly to the Development Outreach and Communications (DOC) Team Lead or designee.
