HELVETAS Swiss Intercooperation Nepal invites applications for the following positions from young and committed Nepal citizens for our anticipated TVET project that will be implemented in all seven provinces through the provincial government.

Job Description

This position is responsible to:

Provide technical support to the Province Government and Local to develop and institutionalize dual-VET training approach;

Provide capacity building services to the province PIU and partner industries as needed;

Plan and manage the TVET related program implementation against project outputs;

Coordinate and capacitate Province PIU, implementing partners, training providers and partner companies for the effective functioning of TVET related activities.

Roles and Responsibilities

1 Compliance of Policies, Guidelines and Manuals

Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual, Security Response Guide, Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy, Code of Conduct Against Corruption etc.) and other specific policies applicable for the HELVETAS Swiss Intercooperation Nepal;
Adhere to the policies and rules of the Government of Nepal and donor agency that are related to programme;
Contribute to Conflict Sensitive Programme Management at all levels.

2 Programme Planning, Implementation and Capacity Building (30%)

Provide technical support to the PGs and LGs in order to;
Establish the TVET systems especially in developing necessary manuals, guidelines, and tools;
Support in developing and institutionalizing dual-VET training approach;
Implement directive/guidelines, manuals and IEC materials for apprenticeship, training with OJT and workers further training effectively;
Plan, procure, implement and monitor TVET activities;
Plan, implement and assess trainings targeted to different groups such as returnee migrants and socially discriminated group; Support private sector industries and their associations in developing TVET and HR strategies/ planning by supporting them to establish TVET coordination unit for further training to their workers and human resource planning as per their production plan;
Orient partner companies on Dual VET approach;
Support partner industries/ member companies for OHS compliance assessment;
Provide capacity building services to the province PIU and EVENT PS training providers and partner industries as needed;
Facilitate to orient and capacity building of in-company trainers, instructors and facilitate for conduction of ToTs for instructors/ in company trainers as required;
Support TVET providers in establishing Job Placement and Counselling unit and to establish the linkages between community, industries, and the institutions for effective implementation of Dual-VET;
Organize exposure visit of PG/LGs to industries, TVET providers and review of the programme;
Organize industry exposure to the TVET instructors;
Coordinate with industry associations/chambers for the joint monitoring of training programmes;
Provide input to curriculum development division of CTEVT for curriculum development and revision;
Act as thematic knowledge holder for Dual-VET approaches;
Support Province Manager in preparing training plans and procurement plans etc;
Support in preparing Yearly Plan of Operation (YPO) and annual budgets for the TVET related province program activities.

3. Management (30%)

Plan a nd manage the TVET related program implementation against project outputs;
Access the performances of the service providers and trainees and provide guidance as necessary;
Support for the regular team meeting at province level, prepare the periodic plan (at least quarterly) and share with the line manager;
Work as a line manager of Technical Officers-TVET at assigned province office;
Take monthly regular update from technical officers and provide update to the line manager.

4. Coordination, collaboration, and networking (20%)

Coordinate with Province PIU, implementing partners, training providers and partner companies for the effective functioning of TVET related activities;
Establish regular communications mechanism for coordination and collaboration at federal/ province/ local level for the implementation of the programme, among TVET providers, partner companies and industry associations;
Coordinate and collaborate with HELVETAS projects for synergy and cross learning at local level;
Communicate proactively and effectively the issues (such as operational, security, program updates, etc.) with the project management and HELVETAS Swiss Intercooperation as appropriately as indicated in the communication channel.

5. Documentation and Knowledge Management (20%)

Support in developing monthly, quarterly, semi-annual and annual progress reports of the province;
Support in documenting the processes, lessons learned, best practices, case studies and other relevant information regularly and feed into the project’s reporting system related to TVET;
Make sure that the partner organizations have complied terms and conditions mentioned in the agreement related to timely submission of the progress reports, financial compliance and other relevant deliverables.

6 Other specific responsibilities as assigned

Perform other tasks as per the project’s requirement and as assigned by the Supervisor;
Be proactive in bringing innovations and taking new initiatives into the programme and the organization.

Required Skills and Competencies

Job Requirements

A. Minimum Education Attainment: Master’s degree in TVET, development studies, social science, Business Management or in any relevant discipline.
B. Minimum Professional Experience: Minimum 5 years’ of working experience in project/programme implementation, 3 years of working experience in TVET sector with similar responsibilities. Working experience with industry associations/chambers will be an advantage.

C. Minimum Professional and Social Competencies:

Two- wheeler driving skill with valid driving license is compulsory;
Able to work in minimum supervision;
High level of integrity and professional code of ethics;
Sound understanding of lifelong learning, skill training approaches, skill testing/standardization and curriculum development;
Good understanding of TVET sector of Nepal along with economic development of Nepal;
Demonstrated skills on capacity building and institutionalization support;
Strong motivator, a team player and a coach;
Excellent analytical, conceptual and programmatic competencies;
Excellent reporting and writing skills;
Result oriented mentality Strong communication and facilitation skills;
Commitment towards gender equality, social inclusion and poverty reduction.


Duration: till 15 July 2025

Salary and Benefits: As per the rules and regulations of Helvetas Nepal.
