This is coupled with the ambition of taking action so that 100 million girls learn, lead, decide and thrive as “Girls and young women in all of their diversity reach their full potential as equal and active citizens” by 2023. The country strategy is put into action through the implementation of three interrelated program areas defined as follows:

LEARN: the “Education and Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE)” program aims to assist vulnerable and excluded girls and young women in adapting and thriving in a changing climate;

LEAD AND DECIDE: the “Youth as Active Drivers of Change and Sexual and Reproductive Health Rights (SRHR)” program aims to empower girls and young women in leading change, having control over their bodies and making informed decisions; and

THRIVE: the “Early Childhood Development (ECD), Child Protection and Child Poverty” program enhances vulnerable and excluded children, especially girls, to be valued and cared for without discrimination, fear and any forms of violence.

ROLE PURPOSE

The Technical Advisor will provide technical expertise in developing and delivering Plan International Nepal’s strategy on Gender Equality and Social Inclusion (GESI).

The primary scope of the Technical Advisor- GESI will facilitate Plan International Nepal in enhancing the implementation of Plan International (both Global and national) GESI/GEISA action plan through:

  • Socialisation of strategies/action plans/guidelines within Plan international Nepal and its partners.
  • Provide strategic oversight during design and implementation of the programmes.
  • Institutionalize the learnings/knowledge generated in close coordination with Monitoring, Evaluation, Research and Learning team.
  • GESI as a non-negotiable initiative of Plan International Nepal must be mainstreamed in all our Area of Global Distinctiveness (AOGDs during design and implementation through capacity building of Plan International Nepal’s staffs and its partners.

Description

DIMENSIONS OF THE ROLE

The GESI TA will work closely with Business development Team, Influence, Campaign and communication, Sr. technical advisors and Technical advisor of PQI, MERL unit, and Partnership Management and Impact Unit. He/she will also work closely with GESI Specialist.

The GESI TA will directly report to Programme Quality an Innovation Director (PQID). The TA will not need to manage any direct reports. However, he/she is responsible to work closely with field-based staff and Kathmandu based team.

The GESI TA will have active engagement with external stakeholders at local, regional and national level. Such representation(s) include Government, UN, Donors Academia and CSOs amongst others.

ACCOUNTABILITIES

Technical Support in implementation of Plan International Nepal’s strategy and Action Plan aligning with Global strategy. 

  • Provide technical support in design and implementation of Gender transformative and socially inclusive programmes and policies based on GESI action plan.
  • Facilitate in building capacities of Plan International Nepal and Partner organisation’s through innovative capacity building approaches to ensure lasting impact on programme participants.
  • Work closely with MERL team in capturing lesson learnt to better inform design and implementation of programme. This also includes technical capacity enhancement of MERL team to develop M&E plans that are gender transformative and measurable.
  • Work closely with Senior Technical Advisors (STAs)/thematic leads/programme managers and MERL unit in developing and implementation of tools that addresses gender/social norms
  • Support and lead development of policy briefs/guidelines in coordination with different programmes and projects including updating of the action plan(s).
  • Conduct Gender transformative Assessment through the use of Gender transformative markers aligning with Global strategy.
  • All tools, approaches designed and implemented must uphold the values/principles of child protection and safeguarding.
  • Support in designing innovative approaches to harness Plan International’s niche as Gender transformative organisation.

Capacity development of Plan Staff and partners

Based on Plan International Nepal’s current Action Plan. GESI TOT manual and other such guiding documents, the TA will work provide continuous support in enriching capacities of Plan International staff and partners. This include (but not limited to)

  • Development and updating of training manuals inclusive and reflective of our programmes and policies. This includes coordination with GESI specialist, thematic leads and partners to generate a context specific yet human centred training manuals.
  • Training of partners, plan staff, communities, stakeholders. This should include ability train both face to face and virtual i.e. the training modules and training forms must be agile and adaptive. He/she must be able to draft a robust training plan that is based on dialogues/interaction with the partners and plan staff rather than ad-hoc training.
  • Monitoring and technical supervision to generate robust data is a pre-requisite. In parallel with the training, he/she must work closely with thematic leads and MERL unit to develop learning frameworks that demonstrates what really works well and what doesn’t. one of the bases for this will be the gender transformative markers. He/she also must document in enhancing inclusion in our programmes and approaches.

Coordination and networking for advocacy

As the TA, he/she shall coordinate with thematic leads, department, partners and other likeminded organisations to amplify equity for equality. He/she will facilitate the organisation (internally) and stakeholders (external) in designing/analysing policies/plans etc in promotion of gender equality and social inclusion. This may also include GESI audit of our programmes and informing the management (internal) and/or forming/representing alliance to advocate for best practices and steering the attention in understanding and bridging gaps. As such, the following are scope of work but not limited to:

  • Coordination with the field offices, partners, PQI and Influence, Campaign and Communications (ICC)department to develop influencing plans and practices.
  • Represent Plan International Nepal in various working groups under GESI and forming alliance with likeminded organisations.
  • Work closely with MERL unit to capture the lesson learnt to promote evidence-based Gender transformative programme and policies.

Monitoring, documentation and reporting 

He/she will work closely with the MERL team in terms of:

  • Undertake gender transformative Assessment (GTA) as mandated by our programme and policies.
  • Assist MERL team to develop M&E tools that are gender and inclusion responsive including design of log frames with Thematic leads.
  • Engage in monitoring, documenting and reporting of GESI activities in all programmes.
  • Documentation of good practices that needs to be shared with MERL and thematic leads, partners in quarterly basis. Documentation includes development of narratives for Annual report.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Master’s degree in relevant field with 3-4 years of experience or at least 5 years of experience in GESI with a Bachelor’s Degree including demonstrated ability of undertaking different training programmes.
  • Experience in policy advocacy on Gender Equality and Social Inclusion (GESI).
  • Knowledge of monitoring and evaluation of GESI
  • Experience in networking/engaging with key actors on GESI
  • Experience in capacity development of project staff
  • Capacity to produce evidence-based, robust program design and public policy recommendations and positions.
  • Good knowledge of written and spoken English.
  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills

Desirable

  • Understanding of the structures, processes and trends in the Nepal political system.
  • Good understanding of the processes by which you achieve policy change and of how to conduct power and political analysis.
  • Ability to plan work and meet deadlines when working under pressure on a number of projects.
