Sr. Project Coordinator – CRG & CP (SAHAYTRA III)

The post holder will influence and increase the impact of Save the Children´s CRG & CP interventions under Sahayatra III. The post holder will ensure quality and innovative programs are delivered across the area, monitoring their effective implementation and seeking through these programs immediate and lasting changes in the lives of children. The role holder will be taking lead for overall management and technical support of all CRG & CP components of the project. The post holder will be providing technical guidance on Child rights, child participation components and deliver training to Save the Children and partners on child safeguarding policy. Besides, develop close coordination and networking for policy advocacy with government and other stakeholders in the palikas, district, Ministry of Social Development and state level. The post holderalso responsible for budget management, coordination, representation, and reporting of CRG & CP themes of the project.

The post holder contributes in realizing children’s rights to protection from neglect, abuse, exploitation and violence within the scope of CRC, CEDAW, Paris Principle and other related international Human Rights Treaties; and national laws, so that quality project delivery achieved in timely manner

SCOPE OF ROLE:

Position reports to: Project Manager- SAHAYATRA III
Dotted technical line management: Technical Manager CRG and CP, Surkhet

Scheme of Delegation: $ 1000
Budget Responsibility: About $ 400,000 annually

Role Dimensions: Overall responsible and technical lead for CRG, CP and child participation component of Sahayatra III. Coordination with CFLG committee, DCC, Palikas, WCPC and other line agencies. Closely work with civil society Network, journalists, like minded organization and other stakeholders in realizing children’s rights to protection and participation.

KEY AREAS OF ACCOUNTABILITY:

Strategic Planning and implementation:

  • Lead in planning, budgeting, monitoring and supervision of CRG & CP components in line with thematic priority, project guidelines, SC quality framework, policies, CAP and country strategy paper.
  • Work closely with state, district and palikas team and Partner/NGOs staff to ensure effective and smooth implementation of project interventions in achieving set objectives, goals and intended results
  • Work in close coordination with field office and district team and contribute from distance ensuring technical capacity of partner and district team
  • Ensure that the allocated phased budget of the project is effectively & efficiently utilized and contributed in achieving the thematic CSP goal.
  • Facilitate Partners in preparing detail implementation plans (DIPs), Project Operating Guideline (POG), annual plan including budget and M & E plan.
  • Provide implementation guidance to partner organizations to design cost effective and result oriented program.

Technical led for CRG, CP and Child Participation

  • Provide technical support & Guidance to partner in the area of CRG, CP and child participation components.
  • Ensure that project interventions are implemented completely in line with Save the Children’s principles, values and strategic plan and compliant with Save the Children’s procedures
  • Collaborate with technical manager for developing various training manuals, guidelines and procedures under CRG and CP interventions.
  • Ensure project activity has its quality benchmark developed and complied by district team
  • Ensure proper and effective use of program resources, ensuring that all resources/assets in project are managed and utilized in line with Save the Children and Donor policy
  • Monitor project progress against programmatic targets(log frame), making adjustments to programme design as necessary consulting with project manager

Capacity building and strengthening:

  • Facilitate & motivate project staff in the district to perform highly in their respective roles and responsibilities.
  • Ensure that all district staff understand and are able to perform their role with full spectrum.
  • Contribute in creating an environment and culture of team work, open communication, learning, and constructive feedback in all aspects of activities being undertaken

Planning, Budgeting and project implementation

  • Support to Project Manager on project planning and budgeting related to CRG and CP theme.
  • Ensure and support partner and district team to implement the plan & budget as stipulated in the detail implementation plan and phased budget in his/her part and technical support.
  • Maintain functional coordination and relation with province, district and municipality stakeholders and ensure the quality planning and implementation of CRG and CP.
  • Keep Project Manager and team abreast on the progress, challenges, and way forward in the area responsible for.

Quality Reporting, documentation and generating learning:

  • Prepare timely and high quality project reports on in compliance with relevant external donor requirements.
  • Enhance partners’ technical capacity on producing periodic project report with quality that meets the donor requirements and ensure proper documentation of key lessons learnt and best practices.
  • Ensure timely update of progress data into OPMIS and total reach report and submit to the manager.
  • Support to organize various learning forums/workshops for partners to exchange their learning, best practice and successful stories for synergy and quality programming.
  • Play lead role in the documentation of best practices, key learning and major achievements of the project for institutional memory and knowledge management
  • Conduct field visit to mentor, coach and provide on the spot support to partner staffs for quality program implementation.
  • Monitor the project activities in the field on regular basis to ensure that partners are carrying out activities maintaining high quality and follow up the identified issues for correction

Coordination, collaboration, representation:

  • Strengthen networking and coordination at state and district level with GO, child rights organizations, UN organizations and other stakeholders for synergy and policy advocacy in-relation to child rights and protection issues.
  • Create learning sharing forums, networks and coalition of like minded organization and move together with common voice for policy advocacy.

Occasional Significant Duties

  • Represent SC in updating Emergency Preparedness and Response plan of Child protection cluster in the district/region.
  • Support field office on the tasks/ responsibility given by Supervisor in adhoc/need basis as and when required.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in Social Science, Human Rights, International Relations, Law or relevant field, or BA with equivalent field experience with minimum 4 years (3 years for GSI group) of experience in in managing CRG /CP projects/programs or Bachelor degree with minimum of 6 years of (4 years for GSI group) experience.

Skills

  • Proven capacity to supervise, and coach staff as part of program management
  • Proven experience in building close coordination with government civil society network, CZOP network and alliances.
  • Very Good understanding of contemporary child rights issues, activities and approaches
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Experience of, and commitment to, working through systems of community participation and accountability
  • Ability to write clear and well-argued assessment and project reports
  • Proven experience with formulating and demonstrating theories of change and rights based approach is preferred
  • Substantial Programmatic support and implementation expertise, with background working experience in both development and emergency contexts.
  • Cultural sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
