Senior Technical Manager, GAVI HPV Vaccine Programming – Nepal

In anticipation of a new multi-year, multi-sectoral GAVI funded “HPV Vaccine Programme”, IMA World Health/Corus International is seeking a Senior Technical Manager, GAVI HPV Vaccine Programme- Nepal.

The GAVI Request for Proposals for provision of Technical Assistance for HPV Vaccine Programme planning and implementation in eligible countries aims to accelerate the number of girls reached with HPV vaccination. The following objectives of the revitalisation have been set: 1) accelerate quality introductions; 2) rapidly improve global and national coverage; and 3) generate long term programmatic sustainability through building and integrating HPV vaccination within routine delivery mechanisms and into Primary Health Care (PHC).

Specific roles and responsibilities of the Senior Technical Manager, HPV program will include:

  • Provide overall strategic guidance and work with the Ministry of Health to strengthen technical assistance for program planning and implementation activities
  • Map and lead local partners in community engagement, social mobilization, and communication
  • Facilitate collaboration and planning with the Ministry of Education and schools to reach girls for HPV vaccination
  • Collaborate with NITAG, WHO, UNICEF, Ministry of Health, provincial governments, and other key Ministries in Nepal for effective planning and implementation of HPV vaccine program
  • Engage with NITAG, HSCC/ICC and other high-level stakeholders and in-country decision making bodies to discuss technical issues. Support countries to convene stakeholder meetings to review and validate applications
  • Lead and facilitate analysis and appropriate use of evidence for decision making and planning
  • Facilitate periodic reviews, evaluations, learning sessions and panels to scale promising practices and approaches, and for advocacy

Qualifications, Experience, and Skills

Required:

  • Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health system management, health administration, or social sciences
  • At least seven years of experience in managing and/or implementing immunization, HPV, HSS programming in a similar context
  • Experience and expertise in one or more of the following areas: facility- or community-based health programming; immunization/HPV; social behavior change; supply chain strengthening; monitoring and evaluation; capacity strengthening of local organizations
  • Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders
  • Experience supervising technical staff in the implementation of health programming
  • Excellent interpersonal, writing, and English and Nepali language oral presentation skills

Desired:

  • Clinical qualification (MD, clinical officer, nurse, midwife, or other cadres)
  • Previous experience working on GAVI, USAID, or other donor funded programming in Nepal
  • Experience designing or implementing gender- or adolescent/youth-focused health programming
  • Experience working with and strengthening capacities of local organizations
  • Experience working with decentralized health systems
