GGGI is working under the overall guidance of the Ministry of Forests and Environment and in partnership with the Ministry of Physical Infrastructure and Transport, the Nepal Electricity Authority, the Alternative Energy Promotion Center, Provincial Ministry of Transport Infrastructure Development, and other ministries and organizations to deliver a range of transport and energy related projects in Nepal. The Electric Mobility Program (EMP) is designed to implement the electric mobility targets in Nepal’s Nationally Determined Contribution (NDC). Phase I of this program spanned 2017-18 and involved both policy and investment work to promote adoption of electric vehicles. During 2019-20, Phase II of this program produced technical and financial analytics for deploying a fleet of electric buses, develop a provincial electric mobility strategy, and carry out other activities. Similarly, under GGGI’s Green Sanitation Services Program (GSSP), GGGI is developing a large national biogas program utilizing fecal waste, organic solid waste, and possibly municipal solid waste. Beyond project delivery, GGGI Nepal is building project and program proposals for a range of development partners across the energy and transport sectors. Within this context, a Senior Program Officer is sought to coordinate project delivery and provide overall technical management of project outputs and activities. This role will also include vigorous business development in the electric mobility, energy, and climate change sectors more generally.

POSITION SUMMARY

The Senior Program Officer will play a pivotal role in coordinating and supervising green climate projects in Nepal, with a specific focus on the electric mobility thematic. Reporting to the Nepal Country Representative, the Senior Officer will be responsible for analyzing the development, delivery, and assessment of work related to the implementation and monitoring of electric mobility initiatives in collaboration with relevant national institutions.

The Senior Program Officer will operate within the context of two significant projects: Sustainable Electric Transport in the Pokhara-Bharatpur Highway and the NAMA project, officially known as the “Sustainable Electric Transportation for Nepal” project. In addition to these projects, there will be opportunities to engage with other energy, transport, and climate change initiatives pursued by the Country Office, further contributing to Nepal’s sustainable development goals. Main responsibilities include but are not limited to engaging and aligning the relationship with the Ministry of Forests and Environment, the Ministry of Physical Infrastructure and Transport, Nepal Electricity Authority, the Ministry of Finance, the Alternative Energy Promotion Center, Provincial Ministry of Transport Infrastructure Development, and other ministries and government agencies and public companies. Moreover, the Senior Officer will engage proactively with bilateral partners, such as the GIZ, and with regional facilities, such as the NAMA Facility, and global climate funds, such as the Green Climate Fund, and others as needed.

PURPOSE

  • Coordinate electric mobility, biogas and other green climate projects driven by GGGI Nepal in close collaboration with GGGI’s team and partners.
  • Establish and sustain relationships with actors in Nepal’s electric mobility ecosystem to define strategic interventions where GGGI can be a key partner in support of the overall 2022-2026 CPF objectives.
  • Lead initiatives with key national counterparts such as the MOPIT, MOFE, NEA, and other ministries, transportation companies (e.g, Sajha Yatayat) and private sector players, such as commercial banks and transportation operators to transform the transportation sector into a low carbon and climate resilient sector.
  • Implement and monitor electric mobility-related policies, procedures, tools, and instruments in Nepal.
  • Collaborate and align efforts with other GGGI-Nepal team members for technical consultation and inputs to align efforts and workstreams from national to sub-national level.
  • Identify new workstreams and elaborate proposals to meet Government needs in terms of sustainable transportation and carbon finance actions and other related green growth topics. This implies budgeting, proposal preparation, project implementation, monitoring and evaluation.
  • Support the Country Representative in developing and consolidating a GGGI program for Nepal that aligns well with national, and subnational priorities, SDGs and Nepal’s international commitments towards climate change mitigation/adaptation.
  • Provide technical and strategic advisory to the Country Representative on new areas of program expansion, enhancement, and troubleshooting.

ENGAGEMENT

  • Collaborate closely with national counterparts to acquire information/knowledge and to build cooperative relationships and establish the organization as an effective partner for policy delivery, particularly with the MOFE, MOPIT, NEA and other relevant institutions such as the Ministry of Finance (MOF), private companies and commercial banks engaged in the electric mobility sector.
  • Articulate GGGI´s engagement with SHCP, CNBV, the Sustainable Finance Committee, NAFIN, BANOBRAS and NAFIN and other relevant related institutions of the financial sector;
  • Coordinate closely with the México and regional teams as needed to build complementary capabilities and stronger technical delivery to government and private sector partners towards achievement of program goals and desired impact;
  • Collaborate with GGGI experts and other departments (legal, HR, Procurement etc.) to ensure high quality delivery in compliance with the rules and regulations of GGGI and donors
  • Develop strong networks among other international cooperation agencies, NGOs, government institutions, private sector stakeholders and other relevant parties that could support and facilitate GGGI´s delivery, scalability and impact;

DELIVERY

  • Lead the implementation of programs, projects and actions related to electric mobility in Nepal.
  • Enhance the project implementation process and adapt the project to ensure projects outcomes are delivered as planned
  • Monitor project implementation and execution, as well as be responsible for developing reporting of program activities as required
  • Identify delivery issues and collaborate with key national counterparts to find solutions and ensure common understanding and implementation of project activities;
  • Monitor and follow-up to ensure alignment of services to meet client needs; including electric mobility implementation and monitoring actions and particular programs such as the GCF, NAMA, GIZ and others that are relevant for meeting sectoral climate mitigation / adaptation commitments;
  • Participate in any other relevant activities deemed necessary for the development of GGGI’s Nepal programme, including monitoring and evaluation of the climate projects related activities.

REQUIREMENTS
QUALIFICATIONS

  • Advanced academic degree in business administration, energy, economics, sustainable development, or other areas related to green growth.
  • Preferably 7-10 years of relevant project management experience at senior levels (e.g. leading projects).
  • Strong background in green growth, climate change, sustainable development. Experience in renewable energy sector is a plus.
  • Proven experience in electric mobility and biogas projects/programs, climate finance and/or carbon finance, sustainable financial instruments, capacity building, and policy advisory products, strategic planning, project financing, private or public sector projects.
  • Proven reporting skills with donors.
  • Experience of working with high-level government officials, international organizations, multilateral development banks, etc.
  • Excellent verbal and written fluency in English and Nepali and strong interpersonal and communication skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.
