Nepal aspires to reduce emissions and attain net-zero emissions on a sustainable basis by 2045 as envisioned in the Long-term Strategy for Net-zero Emissions (LTS). Committing to accelerate climate action and implementing the Paris Agreement, the Government of Nepal (GoN), in December 2020 submitted its second NDC (Nationally Determined Contribution) for the period 2021-2030, following Articles 4.2 and 4.11 of the Paris Agreement, as well as Decision 1/CP.21 paragraphs 23 and 24, and other relevant Paris Agreement (PA) provisions. Under the leadership of Ministry of Forests and Environment (MoFE) the NDC Implementation Plan (NIP) has been finalized where UNDP was involved in the finalization of NDC, LTS and NIP.

Through Climate Promise (CP), UNDP continues to be a key partner supporting the government to turn the enhanced commitments into actions. CP will support in development of national level emission factors for cement and brick/ceramic industries to update emission inventories. Under CP, UNDP will support Nepal to undertake an inclusive and transparent process to implement, track and further strengthen their enhanced Nationally Determined Contributions (NDCs) by strengthening national and sub-national governments on climate-resilient and gender responsive planning, enhanced data and transparency systems, and evidence-based learning, advocacy and exchange of knowledge and experiences amongst governments and key stakeholders to promote long-term climate resilient and net-zero vision.

Also, UNDP signed a strategic collaboration framework agreement (2020-2023) with the Swedish International Development Agency (SIDA) to support integrated programming and strengthening of organizational capacities. This framework agreement forms the basis for SIDA Programme on Environment and Climate Change. It is designed to help UNDP deliver better development results in line with its Signature Solutions. It supports the need for strengthened internal capacities to achieve UNDP’s overall sustainable development vision for poverty eradication through a more integrated, coherent approach to environmental and climate dimensions of its Strategic Plan.

Duties and Responsibilities

The Project Officer- Climate Change will work under the supervision of UNDP’s Portfolio Manager for Resilience and Environment. The Project Officer will also work under the overall guidance of UNDP’s Policy Advisor for Environment add Resilience. The Project Officer will receive close guidance from UNDP’s CP programme team and advisors based in Bangkok Regional Hub (BRH).

Oversee the implementation of the Climate Promise/Sida

  • Take lead in preparing annual work plan with budget breakdown progress report for Climate Promise (CP) and SIDA work plan;
  • Ensure overall delivery of the Programme including internal capacity-building priorities and change-management processes identified through implementing the work plan;
  • Facilitate in coordination and implementation of agreed work plan as per the Climate Promise initiatives and SIDA work plan;
  • Ensure that the broader framework of SIDA initiation plan is implemented to maintain quality of services and to meet planned delivery targets;
  • Provide technical inputs to ensure project resources, aligned with overall project resources are effectively used to achieve set project outputs and outcomes;
  • Work closely with Ministry of Forests and Environment (MoFE) and UNDP CO (Country Offices) team to ensure that all reports, documents, and other outputs prepared by service providers are of high quality and are targeted towards achieving CP objectives as planned.

Coordination for creating strategic partnership with key stakeholders

  • Coordinate the activities of the partners in the programme to ensure harmonization and avoid redundancy;
  • Work closely with UNDP CO to provide logistical and organizational support for in-country coordination meetings, capacity-building workshops, and training sessions;
  • Prepare documentation for coordination meetings, workshops, and training (including concept notes, invitation letters, lists of participants);
  • Provide innovative ideas to build and strengthen partnership with relevant stakeholders to achieve the CP results.

Provide technical assistance and advisory services

  • Strengthen national and sub-national governments on climate-resilient and gender responsive planning, enhanced data and transparency systems, and evidence-based learning, advocacy and exchange of knowledge and experiences amongst governments and key stakeholders to promote long-term climate resilient and net-zero vision.
  • Take lead in organizing training and institutional capacity building as indicated in the work plan and project initiation plan;
  • Engage with private sectors, marginalized and vulnerable groups, civil societies, community forest user groups and relevant municipalities for implementation of the activities;
  • Organize consultative dialogues and planning processes supported at national and provincial level;
  • Provide technical inputs to strengthen the capacity of sectoral ministries planning and budgeting units for effective monitoring and CP based planning and budgeting;
  • Review the report of the consultants, consulting firm, individual consultant and provide technical input.

Support in monitoring, evaluation, reporting and communication of progress.

  • Formulate targets and key performance indicators for project outcomes and outputs in collaboration with UNDP CO and UNDP regional and global teams;
  • Prepare report on and contribute information on project progress of the work-plan, key milestones and other relevant information to the global project team when requested (annual report, mid-term, and terminal evaluations);
  • Provide regular updates on the project’s progress as requested by UNDP CO and UNDP regional and global teams;
  • Participate in meeting, training, workshops, and events organized by project partners.

Gender Eqyality and Social Inclusion (GESI) Sensitivity

  • Ensure project recognises gender equality and incorporates specific actions to ensure women’s participation. Incorporate GESI component in the workplan and plan budget accordingly;
  • Represent as focal person for CP and SIDA project;
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices;
  • Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach

Required Skills and Experience

Education:

  • Master’s degree in Environment Management, Climate Change, Natural Resource Management, or related field
  • Bachelor’s degree with 2 additional years of experience will be given due consideration in lieu of Master’s degree

Experience:

  • Masters with 2 years and Bachelors with 4 years of professional work experience at the national level in climate change, environment sector or other relevant programmes; experience working with government and CSO (Civil Society Organization) is an asset
  • Knowledge of climate change especially Nationally Determined Contribution, Long Term Strategy for Net Zero Emission, Monitoring Reporting Verification/ Enhanced Transparency Framework
  • Experience of working with Climate Change Management Division, Ministry of Forests and Environment
  • Project Management for quality and timely delivery
  • Excellent analytical and writing skills
  • Excellent organizational and communication skills
  • Proven experience in overseeing and ensuring technical soundness of research and analysis
  • Prior experience with UNDP, I/NGOS and knowledge of its policies, procedures and practice is an asset.
  • Well versed in computer applications like Word, Excel, and PowerPoint; and
  • Good report writing skill is highly preferable.

Required Languages:

  • Fluency in oral and written English and Nepali is essential
