Job Description (Roles and Responsibilities) 

Roles and responsibilities:

Program management:

  • Lead and support team members on managing programme cycle, financial and risk management and commercial matters.
  • Lead in consultation with the Senior Programme Manager, on all aspects of programme, including monitoring and reviews.
  • Support on procurement processes as required.
  • Support the Group to develop and maintain good working relationships with implementing partners and government counterparts.
  • Manage delivery of high quality and compliant programme documentation, including submissions, delivery plans and log frames
  • Apply the PrOF rules and controls at each stage of the programme cycle. Initiate and implement PrOF processes, including data entry and analysis to inform planning and decisions.
  • Will be expected to work flexibly and may be asked to support on different programmes at different times.
  • Act as focal point in planning and implementing fraud, fiduciary and safeguarding risk management, flagging related risks and issues with controls and engaging on risk mitigation and/or escalation.
  • Apply financial management ProF rules and controls to projects and programmes, monitoring costs and ensuring all expenditure represents VFM and is spent for the purpose intended. Provide accurate financial information, ensuring credible budgets and forecasts.
  • Ensure information is managed effectively to inform accountability, communication and transparency commitments.
  • Communicate with implementing partners on documentation, policy and other programme requirements.
  • Review progress and support any project evaluation processes. Ensure delivery of agreed activity and outcomes, making adjustments as necessary.

Shared goals:

  • Evidence-based Decision Making: Support the Group’s programmes to generate robust and reliable evidence. This involves collecting data and information to support the development and implementation of effective policies, programs, and interventions.
  • Monitoring and Evaluation: Support systems for monitoring and evaluating the progress and impact of programmes.
  • Knowledge Management: Support systems for organizing, storing, and disseminating evidence and knowledge generated by the Group.
  • Influencing: As part of achieving you and your Group’s objectives support influencing activity. This will involve supporting discussions, research, events, campaigns or other activity and extending the Group’s network of contacts/ stakeholders to achieve this. This should build upon and use your programme work and contacts – it should be an integral part of delivering BEK’s outcomes in Nepal rather than a standalone activity.
  • Foster effective partnerships: establish and maintain collaborative relationships with key stakeholders, such as other government departments, international organizations, non-governmental organizations (NGOs), and private sector entities. With the objective to create a network of partners who can contribute their expertise, resources, and perspectives to achieve shared goals.
  • Coordinate activities: support coordination of different stakeholders involved in collaborative efforts. The objective is to promote efficient and effective collaboration towards desired outcomes.

Line Management:

Managing team members in line with FCDO guidance and best practice – nurturing talent, robustly managing performance, role modelling delivery and behaviours. Set clear responsibilities, ensure objectives are moderated, and provide oversight with detailed, honest and constructive feedback provided regularly and recorded.

Culture & Ways of Working:

  • All Programme Managers will be expected to matrix work and be able to cover different programmes across the group’s portfolio.
  • Proactively contribute towards an effective Group response to all corporate priorities and the development of strong and supportive culture, with respect for diversity.
  • Programme Managers will be requested to support to BEK-wide events (visits, events, audit, briefing requests) as required.

Experience – Programme and financial management (3-4 years).

Essential qualifications, skills and experience 

  • Bachelor’s degree in any field
  • Minimum 3-4 years programme and financial management experience.
  • Demonstrate good interpersonal and team working skills.
  • Positive attitude with willingness to learn.
  • Flexible in taking on more/different roles within the team.
  • Fluency in English and Nepali (written and spoken)

Language requirements:

Language: English (speaking and writing)
