Monitoring, Evaluation and Learning (MEL) Coordinator – C19RM is responsible to monitor, reporting, data management and documentation of the activities of C19RM in coordination with M&E manager, and provincial M&E team. This position will be stationed in EDCD/country office who will closely work with Sr. Program Manager-malaria and different stakeholders, for quality monitoring and reporting of the project’s progress, developing and best practices. Beside this, the incumbent is responsible for the coordination, collaboration with government and non-governmental actors specially in monitoring, evaluation, data management, reporting, and documentation.

Key Responsibilities:

Monitoring, Evaluation and Data Management

  •  Responsible to develop annual work plan and a MEL framework for the interventions under C19RM.
  •  Lead to develop monitoring, recording & reporting tools for activities under various interventions linked to malaria program, COVID-19 program and integrated interventions of malaria, TB, HIV and COVID-19 in coordination with entities and CO based M&E team.
  • Lead to develop documentation mechanism for progress on activities related to the activities under C19RM.
  • Regularly liaise with M&E Manager, malaria, CO M&E staff, M&E coordinators/officers in provinces and relevant members in entities and provinces for documenting the activities and record the progress and achievements under C19RM
  • Lead to d knowledge management and learning framework to document and disseminate the learnings and knowledge products related to the interventions under C19RM.
  • Lead monitoring plan and ensure timely reporting of indicators as per the M&E plan to report to relevant stakeholders, SCI and Global Fund.
  • Lead to take corrective measures in the program implementation in coordination with PMU team.
  • Responsible to collect reports from field, compile and analyse the data to publish periodic reports related to C19RM activities and achievement
  • Ensure results are reported as per the reporting requirements to Global Fund especially linked with Pulse check reporting, PU/DR and other regular reporting requirements to Global Fund
  • Ensure updates and results are provided to Save US on quarterly and bi-monthly basis
  • Lead to develop a M&E field visit plan to monitor the progress of activities and ensure timely implementation of the plan
  • Coordinate with PMU team to prepare project plan, DIP, Budget and timely submit to Sr. Program Manager – Malaria, M&E Manager_Malaria and Program Manager-COVID 19.
  • Lead to manage the program and administrative data of the grant in coordination with provincial M&E team and government recruited staffs.
  • In coordination with field colleagues, lead to monitor the status of equipment provided to the different health facilities under this grant.
  • Lead the internal and external evaluation process of the grant so as to prepare TOR of the consultants for external evaluation.
  • Any other duties assigned by the Sr. Manager- Malaria and M&E manager.

Coordination, Collaboration and Networking for Advocacy

  • Coordinate and collaborate with EDCD counterparts, SCI M&E team and technical advisors as and when necessary.
  • Closely work with different department of SCI like PSM, finance and program team.
  • Maintain functional relationship with government, UN and other development partners.
  • Organize capacity building events for the M&E team of provinces.
  • Organize kick offs, review and learning sharing events of the grant.
  • Provide technical support to the M&E team of SRs as necessary.

Project Progress Review and Monitoring

  • Understand the project methodology, prepare and implement tools and checklists for monitoring the progress using these tools and checklist
  • Work Closely with the PC M&E team to collect progress and output level data for reporting purpose.
  • Lead to prepare monthly progress report of the activities, track the progress and document best practices on monthly basis.
  •  Work closely with data management and documentation coordinator to prepare quarterly progress report of the grant.
  • Support PMU team for necessary changes in their original plans, if required
  • Compile and share project progress, issues and plans for upcoming months.

Representation

  • Represent Save the Children and its values at national and provincial level.
  • Represent Save the Children in the different learning and sharing events.

Occasional Duties

  • Work as and when required fulfilling Save the Children’s dual mandate of development programs as well as being the leader in Emergency preparedness and response for children/vulnerable communities.

Qualifications and experience:

  • Master’s degree in public health/management/social studies/ statistics or equivalent.
  • Should have 3 years of working experience in the M&E and documentation field.
  • Working experience in development projects/programs, especially related to pandemic preparedness and response.
  • Ability to develop work plan, budget etc. reports, success stories.
  • Proven experience of preparing monitoring reports, best practices,
  • Proven experience of working with federal, provincial and local government
  • Ability to develop M&E Plan, setting targets, work plans.
  • Demonstrated ability in use of computer application including analytical tools,

Preferred:

  • Experience in health emergency response and related areas.
  •  Strong analytical and writing skills with demonstrated ability to write progress reports, guidelines, documentation and monitoring against quality benchmarks
  • Excellent spoken and written communication both in English and Nepali.
