Forum for Rural Welfare and Agricultural Reform for Development (FORWARD Nepal), a non-profit making organization, working on Agriculture and Nutrition sector, based in Chitwan and Kalika Self-reliance Social Center (KSSC-Nepal), a non-profit organization based in Kapilvastu district, Lumbini Province are being jointly implemented the project entitled “Grassroots Civil Society Organizations as Promoters of Improved Food Systems and Equitable Livelihood Opportunities” in the three rural municipalities of Kaplvastu district viz Mayadevi, Yeshodhara and Suddhodhan of Lumbini Province with the financial support from German Federal Ministry for Economic Cooperation and Development (BMZ)/ Welthungerhilfe (WHH). The objective of the project is to contribute food and nutrition security of targeted households (SDG 2) with a special focus on nutritionally vulnerable groups (Infants, young children, pregnant / breastfeeding women, and adolescent girls).

FORWARD Nepal is looking for experienced and qualified candidates for the following position. So, interested and eligible Nepalese citizens are requested to apply for the positions within the 10 days (till 16th June 2024) of notice publication.

Position: Monitoring Documentation and Reporting Officer (MDRO) – One

Duty Station: Taulihawa, Kapilvastu

Brief job descriptions

The MDRO will work under the Program Officer and close coordination with MEAL Manager and Program Director. S/He will lead and guide in periodic report writing, data collection and management, data analysis, activity tracking, record achievements, impact level story collection, learnings, good practices collection and documentation. S/He will also be responsible for periodic field visits for monitoring and providing feedback to the project team. The MRDO should have good skills in Excel and data collection software, willing to work in the community and ensure the effectiveness and efficiency of the project.

Required qualification experience and skills.

Major roles and responsibilities:
A. General:

  • Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of FORWARD Nepal as a research/developmental Organization and KSSC
  • Ensure compliance with FORWARD Nepal and KSSC policies, child protection policy and code of conduct and procedures like organizational strategy/ annual program plan, respective project documents, etc.
  • Ensure that institutional images are not jeopardized because of his/her nonprofessional behaviours at work.
  • Contribute to strengthening accountability in KSSC and FORWARD Nepal towards its objectives.
  • Contribute to strengthening gender and social inclusion in KSSC and FORWARD Nepal.
  • Support program team in strengthening new project development for the organization.
  • Attend KSSC and FORWARD Nepal’s forums and meetings as and when required.
  • Carry out any other tasks as assigned by the immediate supervisor, Program Officers and Program Managers as appropriate.

B. Specific:

  • Responsible for MEAL activities and reporting of all field activities of both partners. Obligated for monitoring, data collection, documentation and reporting at field level
  • Develop monitoring plans/check list and strategies to track the progress and performance of projects or programs
  • Lead and/or support in capacity building of the program team in the domain of M&E
  • Collaborate with project teams to establish performance benchmarks, indicators, and targets for monitoring purposes
  • Supports the program officers in data analysis, report preparation and works closely with the officers, field team as well as MEAL manager and Programme Manager at head office level of both partners
  • Create and maintain project documentation of exemplary results, good practices, success stories and reports.
  • Occupy a dual function for both partner NGOs: FORWARD Nepal and KSSC and is the interface between WHH and the two partner organisations.
  • Conduct regular site visits and field assessments to monitor project activities and ensure compliance with established guidelines and standards.
  • Support Program Officers for program activities as per necessary.
  • Closely work with program officers, MEAL managers, and field staff regularly and coordinate with local governments, province and federal government agencies, relevant development partners, KSSC, WHH if necessary
  • Act as Coordinator in the goods and services procurement committee as nominated by the organization
  • Other duties and responsibilities will be as assigned by the Program Officer in the project Office and Program Manager and Executive Director at the central office.

C. Coordination with

  • Project team including Program managers/Officers, Finance officers, MEAL managers, and other field staff
  • Project target communities and local farmers
  • WHH, FORWARD Nepal and KSSC
  • Other local stakeholders

Competencies:

  • Should have good knowledge of MEAL, communication and reporting skills.
  • Sound knowledge of monitoring tools and methods together with good analysis and presentation skills.
  • Record and evaluation of the project participants towards the goal of the project.
  • Experience in developing innovative ideas, tools, factsheets and periodic analysis of the project.
  • Experience in documenting and reporting with supporting evidence.
  • Ability to work in close coordination with the project team, community and Palika members
  • Excellent communication skills, both verbal and written, in Nepali and English languages,
  • Knowledge and skill in computer applications including Microsoft packages and Data analysis
  • Excellent interpersonal skills and ability to work in a team environment
  • Able to speak and write the local language.
  • Knowledge and commitment towards Gender Equality and Social Inclusion,
  • Ability to manage time effectively, prioritize tasks, and meet project deadlines
  • Possession of a valid driver’s license will be an added advantage

Working Conditions:

  • Travel: The monitoring and documentation officer will be required to travel to project sites regularly. The officer should be physically fit and able to work in a range of weather conditions.
  • Working Hours: Depending upon the project research cycle, the monitoring and documentation officer may be required to work irregular hours, including evenings and weekends, to accommodate the needs of the project.
  • Stressful Situations: The staff may encounter stressful situations when dealing with project stakeholders, including community members, and government officials. The staff should be able to remain calm under pressure and communicate effectively with all parties.
  • Reporting Requirements: The monitoring and documentation officer will be required to keep detailed records of the project activities, including site visits, meetings, and project progress. The staff will need to submit regular reports to their supervisor and project team.
  • Other Conditions: The monitoring and documentation officer may be required to comply with other conditions, such as adhering to project budgets, following procurement guidelines, and working within a specific timeline

Qualification and experience

  • Bachelor’s Degree in Agriculture, Public Health, Business Studies, Social Science or any equivalent discipline with 3 years of experience in a relevant field. Or Master Degree in same discipline with 2 years of experience in the relevant field.
  • Should have good knowledge of MEAL, communication and reporting skills.
  • Sound knowledge on monitoring tools and methods also have good analysis and presentation skills.
  • Record and evaluation of the project beneficiaries towards the goal of the project.
  • Experience in developing innovative ideas, tools, factsheets and periodic analysis of the project.
  • Experience in documenting and reporting with supporting evidence.
  • Ability to work in close coordination with the project team, community and Palika members.

Motorbike/vehicle license is desirable.
