ROLE PURPOSE

The HR Coordinator is responsible to provide efficient and effective overall HR support to USAID Education: Equity and Inclusion Project. S/he will work closely and under the guidance of Chief of Party, Deputy Chief of Party and Human Resource & Organisational Development Director to support and facilitate recruitment, onboarding, ensure compliance with global and local HR policies, strengthen Plan value/behaviour, support in capacity building activities and create an enabling environment to create a culture of high performance.

External relationships and representation

ACCOUNTABILITIES

Lead and ensure fair and transparent recruitment process:

  •  Lead the recruitment process for any positions related to the project.
  • Ensure increased workforce diversity through gender, caste, religion and ethnicity.
  • Coordinate with department heads/line manager to come up with their HR planning. Provide the update status as required.
  • Proactively share and inform the panellist about the recruitment plan ensuring recruitments are completed within the timeframe.
  • Engage and coordinate with hiring mangers/panellist throughout the recruitment process and facilitate the recruitment process.
  •  Ensure proper documentation of recruitment process with all the related documents throughout the process.
  • Provide necessary support in on staff boarding and induction of new staff.

Promote to create and enable healthy work environment:

  • Promote staff motivation & healthy work environment in line with Plan values, organisation culture and standard of conduct
  • Develop and maintain a forum where staff can discuss their issues openly without fear and help in resolution with support from HR&OD
  • Support in establishing and maintaining an effective staff grievance handling committee in Plan International Nepal.
  • Be the HR focal person for any issues related to HR for the staff within the project.
  •  Provide necessary support in Staff well-being.

Compliance with Global /Country HR Policy and Systems /procedure and USAID regulations:

  • Ensure a compliance of Global policies under HR, safeguarding policies, practices and standards and ensure access, awareness and compliance from staff. Alert to management when deviation of policies is noticed.
  • Ensure compliance with any relevant USAID rules and regulations.
  •  Provide necessary information, reports to NO, donor, APAC or Global hub.
  • Provide necessary information to auditors as required.

Timesheet and benefits administration:

  • Ensure timesheets are filled accurately and within timeline in the online system.
  • Support HR team for any information required for payroll and benefits processing.
  • Ensure information related to salary, benefits and other personnel information are kept confidentially.
  • Support in preparing or revising HR budget ensuring HR Policy, Government tax laws, Labour law and management decision.
  •  Ensure adequate insurance coverage for each staff while working with Plan and maintain & updated staff dependents information for appropriate insurance coverage, renewal or discontinuation.
  •  Facilitate bank account, SSF, CIT opening for staff and administration of benefits.

Provide HR administrative services:

  • Support in keeping information updated in HRIS.
  • Maintain strong documentation and filing system, Disseminate HR information, Policy Memos and other relevant communication to the concerned staff.
  • Full compliance of records and files for personal files as well as recruitment files.
  • Ensure that new staff contracts or extension/renewal are managed within time (before the joining date or end date).
  • Prepare and disseminate memo/letters related to staff transfer/ temporary assignment/ promotion, disciplinary action, separation etc. as required.
  • Keep information upto date and provide as and when required.

Others:

  • Travel to the field to provide necessary HR support as needed.
  • Any other tasks as assigned by line manager in accordance to organizational mandate and priority.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education qualification and experience

  • Master’s Degree with 2 years of relevant experience or Bachelor’s degree in Business Administration or any relevant field with 3 years of relevant experience.
  • Demonstrated professional experience in the field of Human Resources Management.
  •  Experience of using online HRIS system will be an added advantage.
  •  Proven experience in coordination, liaison and networking, managing teams, finance and other critical management domains.
  • INGO work experience with knowledge and understanding of USAID regulations preferred.

Knowledge

  •  Clear understanding of the development sector, its operating and regulatory environment in Nepal.
  • Clear in-depth technical and practical knowledge and understanding of the relevant job domain.
  • Knowledge & understanding of Plan’s values.
  • Knowledge of Labour Act and prevailing Tax Act.
  • Understanding of socio cultural and political environment.
  • Strong knowledge of updated best practices and tools in human resources management.
