JOB SUMMARY

This position is responsible for promoting Gender Equality and Social Inclusion (GESI) approaches across CARE’s programs and policies and promote gender sensitive and gender transformative programming. S/he will provide technical support to the program/project team including partners on issues related to GESI, and build capacity of program/project and partner staff including different engaging alliances in GESI tools and procedures.

CARE is a humanitarian organization and provides support in the affected areas. It requires a committed and experienced individual to help the organization in emergency preparedness, response and recovery related programs as well as protection related engagement. S/he will assist in CARE’s Gender in Emergency (GiE) efforts to ensure that the differential needs of women, men, girls, boys, minority group and person with disabilities are identified and responded to (sensitive approach), and that inequality is challenged wherever possible (transformative approach). S/he will technically assist and coordinate with CARE Nepal’s DRR and GiE Coordinator to maintain synergy at different levels in regard to DRR and GiE. This role will have a direct reporting line with DEIA and Social Norms Manager and a reporting line with Coordinator of Disaster Risk Reduction & Gender in Emergencies. However, s/he will need to closely work with coordinator of Gender Justice and Health and Education Rights.

The employee shall fully comply with safety and security procedure of CARE and should be accountable for it.

KEY RESPONSIBILITIES AND TASKS:

R1. Program management and technical support:

  • Assist to design and develop DEBI and GESI transformative guidelines, training curriculum, manuals, and extension materials to deliver the training for different groups and partners (networks and federations, program partners, NGOs and local bodies in coordination with program team.
  • Support on institutionalization and localization of gender transformative approaches and strategies in PVSEs empowerment including women and girls empowerment, i.e. men and decision maker’s engagement in promoting women’s and adolescent girl’s leadership and engagement in social actions.
  • Assist in GESI analysis/audit and support incorporating the analysis/audit findings into program planning, budgeting, M&E and reporting tools and processes.
  • Participate in designing and planning of development and emergency response programs to ensure GESI sensitive approach is integrated into all assessments, activities and outcomes, including engagement with men and boys and GESI and GiE framework.
  •  Work with the program team to ensure gender and inclusion aspects are incorporated during program implementation.
  •  Engage in humanitarian efforts with GiE perspective in design, implementation, monitoring and evaluation processes including assistance in rapid gender assessment effort required in the proposal development process.
  • Technically assist in innovative approaches to integrate gender and inclusion perspective in all programs but mainly in emergency programming.

R2. Capacity building of staff and partners related to GESI/gendertransformative programming

  • Work with partner organizations to identify, design and implement a capacity building plan on DEIA, Social Norms and GiE and enable them to review, adapt and operationalize gender, inclusion and protection related action plans within a constantly changing operational environment in both development and humanitarian interventions.
  • Support partners’ to integrate GESI and GiE in all programs and build their capacity in development and humanitarian context.
  • Support to prepare capacity building plan in DEIA and GiE issues and support to conduct training and mentoring to partner staff in implementing gender transformative tools and approaches. Also ensure these tools and approaches and the training manual are produced in local languages.
  • Provide onsite support/technical guidance to program/project and partner staffs on DEIA, GiE and social norms, GESI and protection issues.
  • Support partners and relevant stakeholders to get the inputs and feedback to DEIA and Social Norms tools and approaches as wellas project outputs in relation to DEIA/Social Norms Issues.

R3. Coordination, networking and advocacy:

  •  Build partnership and networking with women right organization, movement/network based organization and likeminded institutions/federations based on common issues for constituency building and joint advocacy functions to amplify the PVSE’s issues.
  •  Identify and prioritize the major issues in GESI and GiE and support to field staffs and partners at district as well as project level to prepare appropriate advocacy plan.
  • Represent CARE in GBV and GESI clusters and coordinate with relevant stakeholders in GBV related issues including AIN GESI working group and protection clusters, GIHE and more.
  • Coordinate with other functions and program to integrate DEIA in any other sectors including in emergency efforts.
  • Coordinate with other GESI focal persons from different programs for collective planning, action, learning efforts and also coordinate with DMEL/KM unit for the innovative initiatives that can be scaled up through both project design and programming efforts.
  • Together with DEIA and Social Norms Change Manager, facilitate advocacy and capacity building activities as part of the CARE Nepal GESI Think Tank working group.
  • Support partners and communities on policy advocacy implementation process by reviewing and re-framing the advocacy plan.
  • Support in evidence based policy advocacy to foreground the issues of PVSE.

R4. Data Collection, Analysis and Knowledge Management

  • Assist needs assessment, data collection and analysis process and use acquired information to meet the needs of impact population, ensuring that GESI and GiE issues are identified and addressed.
  • Support in collection and analysis of disaggregated data (quantitative, qualitative and anecdotal) to produce sharable learning GESI and GiE products including Rapid Gender Analysis, and more.
  • Conduct and review gender analysis and develop action plans to respond to the key issues identified and also build it in CARE’s project designing process ensuring GESI and GiE components.
  • Ensure that issues of GBV and SHEA are explored in sensitive ways, integrated in CARE’s development and humanitarian program. Also ensure that required services and follow-up support are provided in keeping with CARE’s guidelines/GESI/ GiE framework.
  • Support in developing and adapting M&E tools and processes to effectively measure progress in gender mainstreaming, protection and social inclusion efforts.
  • Conduct monitoring visits to ensure timely and quality program implementation, and collect and compile data from the field for further analysis, and support in preparingreports.
  • Support in documentation of learnings and results related to GESI, and contribute to the knowledge management process to strengthen institutional knowledge in close coordination with DMEL and KM team. Also support in dissemination of learnings and results in relevant platforms.
  • Work closely with the business development team to ensure such learnings and issues are incorporated in the new project design and development process.
  • Document good practices and lessons learnt, contributing to a collection of replicable good practices for gender and inclusion sensitive programming, and support in preparing learning materials out of the successes and achievements (flyers, brochures, leaflet, etc.) in coordination with Communications and outreach team.

SPENDING AUTHORITY: None

WORKING CONDITIONS: Based in Kathmandu with field visits as required.

EXPERIENCE AND ACADEMIC QUALIFICATION

Bachelor’s degree with 3 years of relevant experience in GESI, social norms change, gender and emergency preparedness and response.

KNOWLEDGE, SKILLS AND COMPETENCIES

  • Strong experience of liaison, facilitating sessions, monitoring and supervision
  •  Good communications and coordination skills
  •  Sound knowledge in Gender Equality and Diversity, Emergency response, including DRR
  • Tactfulness and excellent interpersonal skills
  • Gender sensitive, responsive and experienced in gender and inclusion mainstreaming
  • In-depth knowledge on current political situation and inequity issues at policy and program levels
  • Proven ability to think analytically and critically and able to translate ideas into action.
  • Experience in conducting in-depth gender-based research and analysis, including community led-participatory assessment/analysis.
  • Strong documentation and report preparation skills.
  •  Excellent communication skills both in English and Nepali
  •  Patient and positive attitude
  •  Hard working and the ability to work under pressure
