Finance Specialist – Compliance and & Payroll

Key Responsibilities:

Major Responsibilities

  •  Ensure payroll is processed and booked correctly and in a timely manner
  • Payroll tax is deducted as per Income Tax Act of Nepal and credited tax is filed to Inland Revenue Department regularly on time
  • Medical Fund and Accident Insurance funds are calculated and deposited on time ( as per Plan)
  • Employee Retirement Fund (EPF/CIT) deducted correctly with employee consent and deposited on time.
  • Book International staffs payroll and taxes accurately and timely
  • Calculate gratuity, Repatriation, insurance and other employee benefits for payment, settlement, provisioning, budgeting and charges correctly to cost centers including Grants and PNS projects.
  • Serve as focal person in WVI Nepal for Statutory Audits, Internal and donor audits, taxes and other government compliances related to finance
  • Ensure WVI Nepal follows all requirements from IRD regarding taxes, renewal certificates etc.
  •  Identify and circulate updates in taxation system, government policies
  • Resolve queries from field level, PNGOs and staffs in co-ordination with finance manager, Auditors or legal advisors as needed.
  • Ensure statutory compliance in relation to Taxes, VAT, TDS, e-TDS
  •  Compilation of WVI Nepal financial reports for government (MOF, SWC, GA, PA, CPAC, etc.)
  • Ensure that WVI Nepal meets 100% compliance in relation to LDR and timesheet requirements
  • Prepare and submit report to GC and region for LDR and BPS compliance as required
  • Work with P&C and grants team as required to ensure all staff benefits are budgeted correctly and charged correctly in grants and projects
  • Ensure Block Party Screening is done as per WV Finance policy and donor requirements
  • Serve as focal person for follow-up of internal and external audit recommendations and implementation.
  • Review, update and recommend for new policies and guidelines as applicable for WVI Nepal and its Partner Organizations
  • Develop and maintain reporting tools and templates
  • Provide Technical expertise and consulting on Chart of Accounts, GAAP, Taxation, and General Accounting etc.
  • Implementation and analysis of risk based financial monitoring of Partner NGOs
  • Identify and initiate effective and efficient process in relation to financial management system and processes
  • Initiate and develop tools and templates for sharing salary, benefit and other shared cost to various grants and projects in co-ordination with Grant finance team
  • Support on finance business process improvements, developing tools and templates as needed
  •  Strengthen internal control mechanism in WVI Nepal
  • Work as focal person for managing IIMS
  • Train finance and non-finance on BPS, LDR, timesheet requirements
  • Track , update and share changes of taxation policy / information and ensure application
  • Attend training and workshop on TAX/VAT and apply learning at field level.
  • Serve as focal person for Tax and government compliance at National Office

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  •  Bachelors Degree of Accounting, Finance, Business Studies or Business Administration with at least 5 years of experience in Finance and Accounting
  • CA, ACCA, CPA or equivalent certified professional accountant,
  •  Mentoring, orientation & training Skill
  • Good interpersonal, problem solving & time management skills
  • Willingness to work under pressure with tight deadlines and to travel across the project areas.
  •  Experienced in business accounting procedure including solid knowledge of accounting regulations and use of Accounting Software.
  • Experience of Payroll Accounting, Tax and Audit
  •  General Accepted Accounting Principles (GAAP), Knowledge on Nepalese Taxation and VAT Act.
  •  Excellent computer literacy & skill of MS office applications (Word/Excel/PowerPoint/internet etc.)
  • Good command of English & Nepali languages (written & spoken)
  • Excellent analytical and problem-solving skills

Preferred Knowledge and Qualifications

  • Understanding of World Vision Financial System & procedures
  • Master’s Degree in Finance/Accounting or Professional with 3 Years of Experience.
  •  Good verbal and written communication skills
  •  Practical knowledge of project budgeting, accounting & reporting
  • Prior experience of working in development sectors.
