Finance Officer (Maternity Cover)

Reporting to: Senior Finance Officer-SGT Program
Duty Station: RHEST Head Office, Bishalnagar, Kathmandu.
Duration: 4 (Four) Months only.
Salary and benefits: Not less than NPR 47K per month in gross.
Start Date: Mid-March, 2024

Role overview

The Finance Officer at Rural Health and Education Service Trust (RHEST) will be responsible for the financial operations of the Stop Girl Trafficking (SGT) program funded by The American Himalayan Foundation. Responsibilities include overseeing payment processes, reviewing finance documents, calculating taxes, managing staff travel claims, performing bank reconciliations, and ensuring accurate sub-ledger reconciliations, among other duties.

Key Responsibilities:

  • Ensure timely processing of payments to vendors, suppliers, and service providers.
  • Coordinate with relevant departments to obtain necessary approvals for payments.
  • Maintain records of all transactions and payment schedules.
  • Review financial documents, including invoices, receipts, expense reports, and purchase orders.
  • Enter the finance transactions in FAMAS accounting software.
  • Ensure compliance with organizational policies and procedures.
  • Prepare monthly payroll for staff, including calculation of salaries, taxes, and deductions.
  • Coordinate with the HR department to ensure payroll data accuracy.
  • Calculate taxes as per Nepal government rules and regulations as applicable and stay updated on tax regulations and changes to ensure compliance.
  • Prepare and submit tax filings and reports as required by regulatory authorities.
  • Provide travel and program advance, verify against supporting documents and follow up with concern party for timely liquidation.
  • Perform regular bank reconciliations to ensure accuracy and completeness of financial records.
  • Reconcile sub-ledger accounts, such as accounts receivable and accounts payable.
  • Review the Partner NGO’s financial documents.
  • Ensure accurate recording of financial transactions in the general ledger.
  • Support audits and financial reviews conducted by internal and external auditor.
  • Provide financial guidance and support to other departments as needed.
  • Other tasks as assigned by supervisor.

Qualifications and Skills:

  • Bachelor’s degree in finance, Accounting, or related field.
  • Proven experience (3 years) in financial management and accounting roles.
  • Sound understanding of accounting principles and practices.
  • Proficiency in financial software and Microsoft Excel.
  • Sound knowledge of tax regulations and compliance requirements.
  • Good analytical and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to work efficiently both independently and as part of a team.
  • Experience in the nonprofit sector or similar organization is preferred.
