Job Title: Procurement, Compliance and Documentation Officer

Project Duration: One year (January 2024 – January 2025)

About the organization

Center for Research and Sustainable Development Nepal (CREASION) is a not-for-profit organization that was established in 2005. Since it was founded, CREASION has been a leader in environmental protection in Nepal through recycling, research, emergency response, grassroots and circular economy related interventions. CREASION also houses innovative, impact-based projects as well as a learning center for youth. CREASION’s work is majorly centered around four thematic areas; Environment and Sustainability, Disaster Risk Reduction, and Youth and Volunteerism.

About the Project

Project CAP (Collaborative Approach for Preventing Plastic Leakages in Rivers) aims to divert plastic waste into product value chain from landfills and rivers by strengthening plastic waste collection mechanism and bolstering recycling efforts through the introduction of technological innovations. The project will develop a collaborative model to engage all the major stakeholders in establishing a strong plastic waste value chain. The project works in 6 municipalities along four major river basins of Nepal by aligning with the proven and effective PARLEY AIR theme. Project CAP is one of the funded projects of PLEASE Project (Plastic Free Rivers and Seas of South Asia) in Nepal which is being implemented by The South Asia Cooperative Environment Programme (SACEP), in partnership with the United Nations Office for Procurement Services (UNOPS), funded by the World Bank and Parley for the Oceans.

Purpose of the Role

The Procurement and Compliance Officer will oversee the procurement and compliance in close coordination with the project team. He/ She will be responsible for communicating and coordinating recruitment and contracting the project staff and work closely with the project team to arrange logistics for workshops and training. He/She will be responsible for documenting, and reporting all available receipts, vouchers and bills throughout the project period.

Procurement Management 

  • Lead the procurement of machinery, equipment and service as required by the project, along with database entry, procurement tracking, and reporting.
  • Maintain integrity of procurement system and files in compliance with CREASIONs
  • practices and policies and Project CAP rules and regulations.
  • Maintain procurement activity tracker and provide regular updates on status to the Operation Manager and relevant technical staff.
  • Review procurement documents to ensure all back up documents are included in compliance with the project Standard Operating Procedure, and revise/correct as required.
  • Report accurate financial data to Operation Manager on planned procurement activities.
  • Assist with the preparation of source selection memos to provide clear justification for selection of vendor/local subcontractor.
  • Help other project staff become more familiar with, and understand, policies and procedures related to procurement.
  • Carry out other duties and responsibilities as directed by the Operation Manager or relevant team members.

Compliance management  

  • Support Operation Manager to analyze expense trend, financial projection and outcomes of Audits.
  • Prepare internal control policies and guidelines and assure their relevance and effectiveness.
  • Prepare necessary documents, form and formats for procurement and office operation.
  • Formulate a compliance checklist for the project to be used for the purpose of ensuring that all information required is provided accordingly.
  • Review and provide legal advice on MOUs, Contracts, and tender documents along with legal vetting of the same.
  • Review of financial statements, reports and management practices Perform follow-up on recommendations to improve the internal control environment.
  • Oversee and review legal issues and provide recommendations.
  • Develop and update procedures on Compliances/Internal Audit.
  • Review all contracts or any other documentation to which the organization has committed itself and assess legal and compliance implications that need to be brought to the management’s attention.

Qualifications/ Requirements:

  • Bachelor’s degree in business administration, Supply Chain Management, or a related field.
  • Proven experience in procurement, compliance, or a similar role.
  • Strong understanding of procurement laws, regulations, and best practices.
  • Excellent organizational skills and attention to detail.
  • Effective communication and interpersonal skills.
  • Ability to work independently and collaboratively within a team.
  • Familiarity with procurement software and document management systems.
  • Certification in procurement or compliance
  • Experience working in regulated industry
  • Familiarity with ERP System.

Skills and competencies:

  • Ability to develop and maintain coordination and contact with partnered Provincial and Local governments.
  • Ability to work in a result-oriented, multi-tasking, and multi-cultural environment with a strong sense of initiative, discipline, and self-motivation.
  • Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.)
  • Attention to detail, ability to follow procedures, meet deadlines, track progress, and work independently and cooperatively with team members.
  • Ask for feedback, willingness to learn, and seek opportunities for personal development.
  • Advance skill in using Computer and IT, and good experiences in using the digital platform.

Duration

The contract duration is One year estimated to start as early as possible.
