JOB OPPORTUNITY

Position- MEAL Officer- 1

Location– Bardibas Municipality, Mahottari

The objective of post holder is to execute MEAL system in all program, provide technical support in program quality control, program planning, capacity building of program staffs in MEAL function and setting up accountability mechanism in organization including documentation of program’s interventions.

Ensure smooth functioning of MEAL system, conduct monthly quality monitoring in line with quality benchmark, prepare quality monitoring report, share community sharing tools, conduct output monitoring, support program team in compiling, editing and finalizing report, prepare case studies/success stories/good practices for program/project, ensure smooth functioning of CFM system, provide technical support in program planning and budgeting, generate learning documents for program/project, update action plan tracker and CFM, update OPMIS, program database management and collaborate with program team for quality programing.

The position holder will also be accountable and responsible for field-based program monitoring and evaluation and will spend 70% of his/her time in field program implementation and 30% time in district/local level coordination, networking, reporting, and recording.

SCOPE OF ROLE:

Budget Responsibility: – MEAL Budget only as per scheme of delegation

Program Planning, Budgeting, Forecasting and Tracking

  • Overall planning, budgeting, forecasting, and tracking of MEAL.
  • Develop annual budget, detail implementation plan, and forecast on quarterly basis as guided by funding partner/donor.
  • Develop procurement plan, media and communication plan, and sponsorship annual plan as and when required by funding partner.
  • Track plan vs achievement, budget vs. expenditure and procurement progress on monthly basis.
  • Ensure over/under expenditure, any deviation in project tracking provide justification against reasons for deviation of MEAL.

Quality Implementation 

A. Monitoring

  • Conduct quality monitoring visits against quality benchmarks and general monitoring as well.
  • Organize at least 70% field visits to monitor program/project activities against quality benchmark, debrief with program team and develop MEAL action plan tracker.
  • Follow up and update MEAL OPMIS based on quality monitoring action plan tracker.
  • Conduct follow up monitoring visits to materialize agreed action points are being implemented at field level.
  • Conduct output monitoring and tracking in quarterly basis.
  • Conduct post distribution monitoring.
  • Organize data quality assurance in sample basis

B. Evaluation

  • Support program team, consultants, evaluation team during field visits for evaluation.
  • Support program/project team during baseline, mid-term evaluation, situation analysis and database reporting.
  • Conduct child and community consultation and generate report for further planning.

C. Accountability

  • Ensure MEAL accountability system is fully functional in organization and program as well and promote accountability in general and to children in particular through training, coaching, mentoring & orientation.
  • Ensure all the total reach are entered within timeline, support technically if required.
  • Establish effective complaint handling system at organization relevant to beneficiaries/stakeholders.
  • Design community sharing tools (pocket/ wall calendar, master flex prints and radio jingles) and share community sharing information with key beneficiaries and stakeholders.
  • Capacitate, supervise and mentor MEAL assistant in accountability system.
  • Ensure complaint & feedback system’s issues are addressed timely and MEAL OPMIS updated timely.
  • Ensure all staffs are following CFM guideline while resolving complaints & feedbacks. Conduct complaint satisfaction rating.

D. Learning

  • Document learning’s generated through MEAL approach
  • Generate at least two case studies related to MEAL good practices yearly.
  • Support program team to incorporate key learning’s in upcoming plan and intervention (Generated through CFM and Action plan tracker).
  • Develop learning logs and ensure its use by program team.

Data management, Online information system management

  • Ensure that the complaint and feedback mechanisms are functional in organization, HFI, school, communities and in program area/Sites.
  • Conduct, facilitate and support in any kind of survey, assessment, research, and mapping related to program.
  • Ensure timely collection of data, entry in online/offline database, coding, cleaning, editing and analysis for generating health program.
  • Provide technical support to officer entering baseline, plan, and achievement of program in online program management system on monthly basis and ensure that the OPMIS system is functional to generate health reports for reporting and recording.
  • Document good practices, best practices, lesson learned, and success stories related to sponsorship program.
  • Assist field staffs and Program Coordinator in tools, template and guidance development for effective management and implementation of sponsorship program at project sites/communities.

Project Reporting

  • Produce monitoring reports, semi-annual reports, annual report, and donor report on monthly/quarterly and annual basis.
  • Comply with donor reporting protocols, timelines, guidance, and procedure to report periodically as agreed by donor/partner reporting period.
  • Conduct semi-annual and annual result reviews, share challenges and opportunities, and develop action plan against challenges to achieve targeted results as planned in indicator performance tracking tool.

Project Compliance

  • Comply with all relevant CFWA policies and procedures with respect to administrative and financial policy, child safeguarding, zero tolerance, child protection, health and safety, equal opportunities and other relevant policies.
  • Maintain close coordination with partner organization/donor to seek technical backstop and maintain donor terms and conditions as mentioned in program/project compliance.

Coordination, Collaboration, and networking

  • Maintain close relation with other themes and sectors for effective implementation of program.
  • Liaise with the Program Coordinator/officers to identify results, on-going successes, and challenges in implementation, follow up, monitoring and evaluation of activities.
  • Organize regular coordination meetings and feedback session with program staff.

Representation

  • Represent in meetings, seminars, training, workshop, and interaction programs in provincial, local level national governments as and when required.

Occasional Duties/Humanitarian

  • Perform other tasks and duties assigned by line manager that come under Sponsorship
  • Program portfolio.
    Perform dual roles in development and humanitarian during emergencies.

QUALIFICATION AND EXPERIENCE:

  • Bachelor’s degree in education, sociology, or any other related field with 2 years of experience in education or master’s degree in education or other related field with 1 years of experience.
  • Ability to develop annual plan and budget, operational skill for program implementation and management.
  • Have good understanding of monitoring, evaluation, accountability, and learning.
  • Ability to coordinate and collaborate with like-minded agencies, local governments, provincial governments and with district line agencies.
  • Strong communication and computer skills (word, excel, power point) including skills in email/internet.
  • Good report writing skills in Nepali and English.
  • Committed to stay in program implementation sites.
  • Respectful and committed to work with diverse cultural context and backgrounds.

SAFEGUARDING:

The position holders will have direct contact with children and/or young people frequently in their day-to-day work. S/he will have to be abide by child safeguarding, protection from sexual exploitation, abuse, and harassment (PSEAH) policy including CFWA code of conduct. S/he will have to maintain dual adult rules while visiting/meeting children.
