The Climate Finance Network (CFN) is a peer-to-peer network and a knowledge management and technical support facility to assist Ministry of Finance and other sectoral ministries, sub-national governments, private sector and other development partners to identify and scale up climate finance reforms in eighteen countries of Asia and the Pacific. These include Nepal, Bangladesh, India, Indonesia, Bangladesh, Cambodia, Thailand, Fiji, Tonga, Vanuatu, Malaysia, Maldives, Philippines and Sri Lanka. It is being supported by FCDO for the period 2022-2028. CFN is managed by UNDP’s Bangkok Regional Hub (BRH) and implemented by respective country offices.

Building on earlier work on climate finance in Nepal, CFN has been set to strengthen climate change finance fiscal framework through necessary reforms facilitated through exchange of knowledge and experience and expert inputs. CFN will support Nepal to make adjustments in its climate change fiscal framework formulated earlier, build provincial capacities for effective climate finance management, promote green and innovative climate financing and improve accountability and transparency through climate budget tagging by sectors Ministries.

In collaboration with stakeholders and partners CFN will harness the momentum in climate finance reforms in ways that will allow knowledge to be shared in real-time across countries to facilitate acceleration and adoption/replication of climate budget planning and finance across governments as well as mobilization of public, private and blended climate finance. Going forward, the overall impact expected of the CFN is that Governments in Asia and the Pacific programme countries, more effectively mobilise, manage, utilize and track the use of public finance and climate-aligned private investments to effectively combat climate change whilst promoting gender equality, human rights and poverty reduction to contribute to the implementation of the 2030 Agenda.

The CFN has six workstreams: Climate Change Aligned with Budgeting and Planning, Access to International Climate Finance, Tax and Innovative Climate Financing Instruments, Gender and Social Inclusion and Climate Finance, Accountability and Transparency of Climate Finance, Modelling Climate Change Impacts on Economic Growth, Key Sectors and Equity.

Under the direct supervision of Programme Analyst – Climate Change and Resilience and the overall guidance of UNDP Policy Advisor – Resilience and Disaster Preparedness, the Climate Finance Analyst will be responsible for implementing and managing Climate Finance Network’s Country Strategy for Nepal, provide substantive technical support and advisory services on climate change finance, contribute to technical assistance, policy development and program support related to climate change finance by taking whole of the Government/society approach, substantively contribute to the application and development of innovative climate change /green financing instruments, tools and resources, knowledge management, development and facilitation of public and private platform/ networking on climate change financing to achieve climate change targets at the national and provincial level, advocate and facilitate knowledge-building and communication efforts as well as ensuring the integration of gender and social inclusion considerations in all project level activities.

Summary of duties and responsibilities:

  • Oversee the implementation of the Climate Finance Network’s Country Strategy for Nepal;
  • Provide substantive technical support and advisory services on climate change finance;
  • Contribute to policy development and program support in the area of climate change finance and development and application of innovative green financing instruments;
  • Support knowledge management, communication and networking on climate change financing to achieve climate change targets at the national and provincial level;
  • Provide implementation support for the project on Strengthening Governance of Climate Finance to Promote Climate Resilient and Inclusive Communities.

Duties and Responsibilities

The Climate Finance Analyst will work under the supervision of UNDP’s Programme Analyst – Climate Change and Resilience and overall guidance of UNDP’s Policy Advisor Resilience and Disaster Preparedness. The position will work in close collaboration with UNDP’s Portfolio Manager for Resilient Environment and Climate Promise focal point and in liaison with BIOFIN programme. The Climate Finance Analyst will receive close guidance from UNDP’s CFN programme team and Advisors based in Bangkok Regional Hub (BRH).

Oversee the implementation of the Climate Finance Network’s Country Strategy for Nepal;

  • Coordinate with CO management, portfolio leads, Government line agencies, and relevant sub-national agencies to prioritize activities defined under country strategy, including regular liaison with the Climate Finance Network – Programme Advisory Committee;
  • Draft annual and quarterly work plans, budgets, annual reports Support to monitor progress of CFN work, document lessons and prepare reports for donors and UNDP;
  • Ensure delivery of CFN budgets as per plan and propose budget -readjustments, revisions as necessary;
  • Prepare background notes, speeches, talking points, presentation materials, etc on topics related to CFN work in Nepal and in the region.

Provide substantive technical support and advisory services on climate change finance:

  • Identify opportunities for strengthening climate change finance governance and innovative financing at national and provincial levels in consultation with civil society, media and private sector;
  • Document and share international best practices and feasible approaches on climate financing mechanism relevant to Nepal;
  • Contribute to scaling up of climate finance results at sub-national levels and across the sectors;
  • Work across sectoral teams to provide inputs and guidance on budgeting for climate change at all level.

Contribute to policy development and program support in the area of climate change finance and development and application of innovative green financing instruments:

  • Identify new tools, strategies, best practices and methodologies to support strengthen governance of climate change finance;
  • Collaborate with stakeholders involved in climate change governance in Nepal at all levels to roll out public and private green investment initiatives;
  • Keep track of the socioeconomic, environmental and climate change policy landscape and institutional architecture of Nepal and provide timely analysis and research in priority thematic areas at the country level, and advise CO and regional focal points on aligning and refining programme activities
  • Contribute to design and delivery of training activities to facilitate innovation and learning about climate finance governance through policy innovation and programme delivery.

Support knowledge management, communication and networking on climate change financing to achieve climate change targets at the national and provincial level:

  • Contribute to produce policy briefs and papers to support government’s positioning on climate change finance and organize policy dialogues, advocacy campaign and workshops;
  • Develop knowledge products based on analysis, case evidence and research to make climate finance responsive to gender, poverty and social protection goals;
  • Foster collaboration with stakeholders including private sector at all levels on climate change finance;
  • Support to prepare communication products and updates for online, social media and press and regional knowledge products based on Nepal’s experience;Any other task as deemed necessary to fulfil the objective of the project.

Ensure Gender and Social Inclusion work through project interventions

  • Provide policy and strategic inputs to strengthen gender & social inclusion in the project plan and implementation strategy;
  • Ensure that women and people from disadvantaged groups and persons with disabilities sufficiently benefits from the project initiative;
  • Ensure that the concerns of women and disadvantaged group and persons with disabilities are included in the strategies and guidelines;
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices;
  • Collaborate with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Required Skills and Experience

Education:

  • Master’s or Bachelor’s degree in Environment, Climate Change, Energy Planning/Economics, Climate Finance or related field.

Experience:

  • Bachelor’s with 4 years or Master’s with 2 years of proven experience of working on climate finance including private and international climate finance, public finance management, climate budget code and green finance
  • Knowledge of climate change governance and country systems and experience of working with national planning and climate finance entities .
  • Demonstrated understanding of the CFN’s six workstreams
  • Regional working experience with I/NGOs, Private Sectors on Climate Finance
  • Working Experience in the projects implemented in collaboration with Government agencies particualry Ministry of Finance, National Planning Commision , Ministry of Forests and Environment
  • Project Management for quality and timely delivery
  • Excellent analytical and writing skills
  • Excellent organizational and communication skills
  • Proven experience in overseeing and ensuring technical soundness of research and analysis
  • Prior experience with UNDP, I/NGOS and knowledge of its policies, procedures and practice is an asset.
  • Well versed in computer applications like Word, Excel and PowerPoint; and
  • Good report writing skill is highly preferable.

  • Fluency in oral and written English and Nepali is essential
