Job Description:

The Chief of Party will have the overall management responsibility for the effective and timely implementation of the Nepal Child Protection Compact project ensuring the quality of all project outputs and activities described under the scope of services and coordinating and consolidating inputs of consortia and implementing partners, government agencies, NGOs, CSOs and other specialists. The Nepal Child Protection Compact project’s goal is to advance and strengthen the efforts of the Government of Nepal and non-governmental organizations (NGOs) in Nepal to combat child trafficking in a victim-centered, coordinated, sustainable, and multi-sectoral approach to support an effective system of prevention, protection, prosecution, and partnership. The project aims to achieve the objective through four major outcomes:

The Government of Nepal, particularly local government, coordinates with NGOs on child trafficking prevention efforts that are comprehensive and contextualized into local community child protection initiatives.

The Government of Nepal supports child trafficking victims by providing accessible trauma-informed, victim-centered care, and supports NGOs to protect children throughout the country.

The Government of Nepal, including law enforcement, prosecutors and the judiciary, utilizes existing trafficking-specific legal frameworks to identify child trafficking victims, investigate cases, and prosecute and convict perpetrators of child trafficking in a child-friendly, victim-centered, and trauma-informed manner.

The Government of Nepal addresses child trafficking in a coordinated manner across all relevant ministries, local authorities and NGOs.

1. Project Implementation 

  • Provides strategic leadership and technical, operational, financial, and managerial leadership for successful project implementation.
  • Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
  • Lead and provide oversight for the developmentally and implementation of all Objectives
  • Ensures that the program is technically sound, evidence-based, and consistent with donor and stakeholders’ priorities.
  • Ensures the project produces the specified results in the annual work plan(s) to the required standard of quality and within the timeline and budget parameters.
  • Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
  • Ensures that the project progresses in accordance to its contractual obligations and complies with donor regulations and internal organizational policies.
  • Oversees budget pipeline development and budget monitoring.
  • Compliance and alignment with World Vision International (WVI) standards, policies, guidelines, approaches and strategies.
  • Ensure alignment of programs with National Strategy and WVI Partnership Strategic goals and priorities.
  • Ensure the proper integration of Advocacy, Humanitarian Emergency Affairs (HEA), Sponsorship, child protection and other cross cutting themes in project implementation

2. Leadership/Management

  • Participate in the national level Management meeting and share the project highlights and lessons learnt
  • Provide leadership to the project team and ensure smooth running and efficient delivery of support/services.
  • Adhere to WVI key policy documents. mission, core values, and covenant of partnership.
  • Raise and discuss relevant concerns for decision making produced with leadership

3. Networking and Coordination 

  • Coordinate routinely with the consortia, and project implementing partners on the project progress
  • In coordination with the Program Development and Quality (PDQ) Director, develop and maintain good relationships with major ministries such as Ministry of Home Affair, Ministry of Labor, Employment and Social Security National Police Authority, donors and World Vision US including planning how to approach donors (government/private donors and support offices); streamlining strategic dialogues and overseeing the implementation process.
  • In coordination with the PDQ Director, develop and maintain good relationships with WVI Nepal’s senior leadership and WV US team
  • Act as a role model in advocating/promoting the organization and stakeholder transformation to WV’s principles and vision.
  • Acts as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with USG and other key stakeholders.
  • Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, USG, partners and stakeholders.

4. Resource acquisition and Management

  • Provide leadership in funding negotiations with Support Office and other donors.
  • Support and provide technical support to proposal development and high level dialogues and engagement with key donors and government
  • Support the development of strategy to diversify funding opportunities for WVI Nepal from various sources.
  • Provide leadership to Support Office and /donor visits, requests, communications as well as fulfilling SO and donor requirements.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Experience of leading large and diverse teams
  • Experience in leading and managing large grants in a complex environment.
  • Experience as a CoP/PD require
  • Experience managing sub grants and contracts under grants for complex projects

Required Education, training, license, registration and certification

  • Advanced university degree in child protection, human trafficking, public administration, international development, or a related field
  • At least 7 years of experiences preferred in project management of USG grant, cooperative agreement, and/or child protection projects including activities coordination and implementation
  • Strong knowledge and technical expertise in child protection sector
  • Strong understanding of anti-trafficking programming and local context and USG assistance programs, their history, and their development
  • Experience building relationships and working with local authorities, national ministries, host country professionals, and donor colleagues in country
  • Strong verbal and written communication skills in English (local language is preferred)
  • Fluency in English

Preferred Knowledge and Qualifications

  • Experience in managing inter-agency consortiums is preferred
  • Willingness to work at remote field project sites with additional travel in/outside country as required

Travel and/or Work Environment

Complete Travel and/or Work Environment statements if applicable. 

  • The position requires ability and willingness to travel domestically and internationally up to 5% of the time.
  • The position will work at WVI Nepal National Office
