Overall purpose of job: To ensure the sound management of Amnesty International Nepal’s finances including the development and monitoring of budgets and the oversight of all incomes and expenditures; and to ensure the smooth administrative and logistical arrangements of the AI Nepal’s operation in Nepal.

Financial responsibilities: The Admin and Finance Manager is responsible in collaboration with the Section Director for monitoring the section’s budget and for reporting on financial matters to the Board.

Administrative responsibilities: The Admin and Finance Manager is responsible in collaboration with the Section Director for ensuring the smooth management and supply of the administrative, logistical and human resources needs of the organisation.

Key Responsibilities:

Financial Management

  • Implement Amnesty International Nepal’s financial policies through the development and implementation of appropriate procedures, guidelines, forms and controls;
  • Control the financial obligations of Amnesty International Nepal, including administering all payment processes;
  • Maintain proper financial records and accurate books of account, and ensure all financial documents (electronic and hard copies) are filed accurately;
  • Provide regular and timely financial reports to the Section Director and to the International Secretariat;
  • Assist in the annual external financial audit of the organization;
  • Transact businesses with government agencies, banks and other external supporters, as required;
  • Maintain and update the assets register for all office equipment and furnishings;
  • Implement a coherent and systematic accounting software system in the office;
  • Ensure all the legal requirements such as the Organization’s tax renewal, tax exemption, SWC affiliation and District Office renewal are accomplished on a timely fashion.

Budget Planning and Control

  • Consolidate the annual and project budgets submitted by the different departments/staff for the consideration and approval of the Section Director and the Treasurer;
  • Provide budget planning support for the development of funding applications for RAM and other donors as needed;
  • In collaboration with Section Director, monitor that programme activities are in line with approved budgets, and report any anticipated deviations to the Section Director and the Board Treasurer for consideration and approval;
  • Stay up to date on financial policies and developments within the Amnesty international movement, especially with regard to RAM funding, government requirements and local statutory requirements;
  • Attend relevant meetings and conferences in Nepal and internationally as agreed with the Section Director.

Administrative Management

  • Ensure the smooth operation of the office by overseeing the security and other critical needs of the organization to safeguard the assets, equipment and data;
  • Support the Director in human resources management of the Organization;
  • Maintain and update records of all the staff, interns and volunteers;
  • Undertake physical and other risk assessments of the office operation and communicate to the Director;
  • Proactively support initiatives to the Amnesty International Nepal team in its businesses including in the organization of public events;
  • Undertake filed visits with Amnesty International Nepal team as and when required or requested for programmatic activities;
  • Display a learning attitude and contribute to the overall office goals in general.

SKILLS AND EXPERIENCE

Education:

  • Master’s degree in accounting, finance, business management or a related field is required. Professional certificate (ACCA, CA, CPA) will be an added advantage.

Experience:

  • At least five years of working experience in the finance, accounting and admin management role including in the non-profit organizations;
  • Ability to manage changing or conflicting priorities and operate effectively within a demanding work environment;
  • Ability to communicate clearly;
  • Ability to coordinate and motivate members in a team and generate and maintain the team spirit;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling web-based accounting and management systems.

Language Requirements:

  • Fluency in both oral and written English and Nepali.

SALARY AND BENEFITS

Annual Gross Salary NPR 13,68,695.00 plus other benefits as per the organization’s staff regulation.
