BACKGROUND:
CEAPRED in partnership with ICIMOD will be implementing “Integrated Climate Adaptation Solution for the Hindu Kush Himalaya Region” (HICAS) project in Kavre and Dhankuta districts of Nepal. This project aims to improve climate resilient and nature-positive livelihoods of rural women, and Indigenous People and Local Communities (IPLCs) with biodiversity and climate mitigation co-benefits in Nepal. The project will be piloted in two municipalities: Roshi Rural Municipality in Kavre and Dhankuta Municipality in Dhankuta district.
THE PROJECT WILL CONTRIBUTE TO ACHIEVE THE FOLLOWING OUTCOMES:
- Enhanced adoption of the watershed specific, gender responsive Integrated Adaptation Solutions Packages (IASP) for climate change adaptation by women’s groups, IPLC networks, and local institutions.
- Increased development and implementation of gender responsive policies, strategies and guidelines by sub-national institutions that enable scaling of watershed specific, genderresponsive IASP.
- Increased use of climate finance by women’s groups and IPLC networks for implementing the gender responsive IASP.
THE PROJECT TARGETS THREE BENEFICIARY GROUPS:
- Direct – primary beneficiaries: 1700 Poor, marginalized and vulnerable individuals (60% women), actively engaged in action research, capacity building and policy advocacy.
- Direct-secondary beneficiaries: An additional 1700 people benefiting from increased food security, improved water access, and economic opportunities.
- Indirect/tertiary beneficiaries: Over 10,000 community members who will passively benefit from enhanced ecosystem services, climate resilience, and biodiversity conservation outcomes.
PURPOSE OF THE POSITION:
Under the overall guidance and supervision of the project coordinator, the Community Mobilizer will be responsible for organizing and mobilization of the communities for field implementation of the activities as detailed in the approved DIP. S/he will be working closely with respective Springshed Technicians and coordinate to develop relationships and collaboration with
municipality as well as stakeholders at local level.
ROLES AND RESPONSIBILITIES:
The Community Mobiliser will be responsible for formation of the groups and strengthening their capacities to implementing and managing the approved Renewable Energy, Springshed management, and climate adaptive solution activities.
His/her specific responsibilities include but not limited to the following activities:
- Support in identification for the potential Springshed areas,
- Facilitate farmers group formation and Springshed Users committees formation and their registration with Municipalities,
- Strengthen capacities of the groups in conducting regular meetings, preparing meeting minutes, coordinating with municipalities and other development actors at local level,
- Facilitate mobilization of the communities in springshed construction works, RE system installation in coordination with RE/Infra technician,
- Support in capacity building of the communities for springshed management, and integration of the climate adaptive solutions,
- Support the field team in installation of weather station at Springshed sites in collaboration with ICIMOD experts,
- Support the field team in installation of RE solutions to promote irrigation and drinking water supply systems,
- Support in orienting the spring water users in economic use of spring water and promotion of climate adaptive solution in coordination with Municipality,
- Support in engaging Indigenous Peoples and Local Communities (IPLC) networks and women’s groups as key partners in all phases of the project, Support in organizing and facilitating Planning and learning/sharing events at Municipality,
- Support to organize and facilitate cross learning visits by Municipality and communities at Springshed sites and climate adaptive demonstration sites,
- Support the municipalities in identifying potential implementation sites, farmers/farmer groups, and climate adaptive solutions for implementation,
- Support in organizing joint learning and sharing workshop with municipality representatives for effective planning and implementation,
- Support the municipalities in the planning process for integration of learnings from HICAS in their annual plans for upscaling of Springshed management approach and climate adaptive solutions,
- Carry out any other related tasks as directed by Project Coordinator.
QUALIFICATION AND EXPERIENCE:
The ideal candidate will have the following qualification and experience:
- Minimum Intermediate or +2 level in social Science, Agriculture or related field from recognized institution,
- At least 3 years of demonstrated experience in community mobilization for improving socio-economic conditions of women, and marginalized communities,
- Demonstrated working experience with the government agencies at local levels, Local NGOs, CBOs and private sector and other stakeholders,
- Experience in conducting/facilitating trainings for the farmer groups, group leaders,
- Experience monitoring the activities and progress against project targets,
- Collaborative, flexible and solution-oriented,
- Ability to work under cross cultural environment.
- Strong team coordination, listening and consensus building skills.
