BACKGROUND:

CEAPRED in partnership with ICIMOD will be implementing “Integrated Climate Adaptation Solution for the Hindu Kush Himalaya Region” (HICAS) project in Kavre and Dhankuta districts of Nepal. This project aims to improve climate resilient and nature-positive livelihoods of rural women, and Indigenous People and Local Communities (IPLCs) with biodiversity and climate mitigation co-benefits in Nepal. The project will be piloted in two municipalities: Roshi Rural Municipality in Kavre and Dhankuta Municipality in Dhankuta district.

THE PROJECT WILL CONTRIBUTE TO ACHIEVE THE FOLLOWING OUTCOMES:

  •  Enhanced adoption of the watershed specific, gender responsive Integrated Adaptation Solutions Packages (IASP) for climate change adaptation by women’s groups, IPLC networks, and local institutions.
  • Increased development and implementation of gender responsive policies, strategies and guidelines by sub-national institutions that enable scaling of watershed specific, gender-responsive IASP.
  • Increased use of climate finance by women’s groups and IPLC networks for implementing the gender responsive IASP.

THE PROJECT TARGETS THREE BENEFICIARY GROUPS:

  • Direct – primary beneficiaries: 1700 Poor, marginalized and vulnerable individuals (60% women), actively engaged in action research, capacity building and policy advocacy.
  • Direct-secondary beneficiaries: An additional 1700 people benefiting from increased food security, improved water access, and economic opportunities.
  • Indirect/tertiary beneficiaries: Over 10,000 community members who will passively benefit from enhanced
    ecosystem services, climate resilience, and biodiversity conservation outcomes.

PURPOSE OF THE POSITION:

Under the overall guidance and supervision of the focal person of the project at CEAPRED, the Project
Coordinator will ensure sound management of the field implementation of the project including
coordinating, consolidating and facilitating smooth implementation of the activities. S/he will ensure
adherence to human resource, financial administration, and procurement rules of CEAPRED and donor.
S/he will ensure efficiency in planning, delivery, documentation and reporting. At the rural/municipality
and district level, s/he will represent CEAPRED in the meetings and workshops, and coordinate to develop
relationships and collaboration with local governments and related stakeholders.

ROLES AND RESPONSIBILITIES:

Under the overall guidance and supervision of the HICAS focal person at CEAPRED HQ, the project
coordinator will play the lead role in project implementation in the field as per the project document and
approved DIP. The specific responsibilities include, but not limited to the following activities.

  • Identify potential Springshed sites, farmer groups (min 60% women), Renewable Energy (RE)
    solutions for promotion of irrigation and drinking water supply, and climate adaptive solutions to be
    piloted in consultation with ICIMOD team and in coordination with relevant government agencies at
    the district and Municipality,
  •  Manage project activities in the designated sites in accordance to approved work plan and budget,
  •  Implement Springshed improvement activities at the selected sites in coordination with Municipalities
    and with direct participation of the Users,
  • Identify and install RE solutions for promotion of irrigation and drinking water supply schemes at the
    Springshed sites targeting the IPLCs, women and marginalized communities,
  • Establish demonstrations plots/centers at the Springshed sites including climate adaptive technologies
    adopting bio-diversity approaches,
  • Design and facilitate relevant trainings for the group /User’s Committees and municipalities,
  •  Supervise, guide and mentor all the field staff and ensure activities are implemented timely and as
    planned,
  •  Ensure gender mainstreaming and socially inclusive program implementation,
  •  Organize periodic program reviews, reflective learning practice, field level training/workshop, events and joint monitoring activities involving local government and key stakeholders for greater learning and cross-fertilization of new ideas, and to ensure adequate program synergies and to leverage resources,
  •  Organize and facilitate cross learning visits and knowledge sharing workshops for government agencies at municipal and provincial levels,
  • Identify and coordinate with national, provincial and local level Indigenous People and Local Communities (IPLC) networks for field level collaboration and project implementation,
  • Engage Indigenous Peoples and Local Communities (IPLC) networks and women’s groups as key stakeholders in all phases of the project, ensuring their active participation in planning, implementation, and decision-making,
  • Provide technical support to local governments and stakeholders for the adoption of Springshed improvement and climate-resilient solutions, and build their capacity in preparing their annual plans, implementing program activities with allocated resources,
  • Contribute to the co-design and execute on-the-ground research activities and ensure systematic data collection and documentation of the process,
  • Facilitate the upscaling of technologies/practices and the dissemination of knowledge products at municipalities level,
  •  Regularly monitor the field level activities implementation to track the budget execution as per the
    financial reporting plan,
  • Monitor project activities regularly and report to project focal persons at CEAPRED and ICIMOD aligning implementation with the project’s M&E framework or logical framework indicators,
  • Coordinate with project partners and liaison with relevant governmental and non-governmental
    agencies,
  •  Facilitate the field visits to project sites for representatives from ICIMOD, GON, Universities, and other relevant interested stakeholders,
  • Identify potential operational, environmental, or community-related risks and develop appropriate mitigation measures in collaboration with project partners,
  • Collect, compile and analyze the data for research and knowledge development purpose, compile and submit progress reports as agreed with ICIMOD including case studies and success stories,
  • Produce event report as well as monthly, quarterly, half-yearly and annual reports maintaining field level database in line with project results and output indicators,
  • Adhere to organizational code of conduct, Human Resource Rules, Financial Administration Rules and Procurement Rules of CEAPRED and donor,
  • Carry out any other related tasks as assigned by the CEAPRED management.

QUALIFICATION AND EXPERIENCE:

The ideal candidate will have the following qualification and experience:

  • Master’s degree in Agricultural Sciences or Master’s degree in Natural Resource Management with
    Bachelor’s degree in Agriculture.
  • At least 5 years of demonstrated experience in the operation and management of project/program
    focused on improving socio-economic conditions of women, marginalized communities, and IPLCs.
  •  Demonstrated experience in climate adaptive and nature-based solutions, biodiversity conservation,
    and use of RE for productive use. Experience in Springshed development and management will be
    an advantage.
  • Demonstrated working experience with the government agencies at province and local levels,
    NGOs, CBOs and private sector and other stakeholders.
  •  Familiar with government planning process for integrating climate actions into local government
    annual planning and budgeting.
  •  Experience in community mobilization, capacity building of the groups, linkage/networking for
    sustainability.
  •  Experience in designing and conducting/facilitating trainings for the farmer groups, group leaders and Municipal officials.
  • Demonstrated experience in monitoring project activities and tracking progress against defined
    targets and indicators.
  • Knowledge of issues and opportunities related to NbS for marginalized communities and women in
    the hills and mountains.
  • Experience in integrating gender and social inclusion strategies into project implementation to
    ensure equitable benefit for women and marginalized groups.
  • Collaborative, flexible and solution-oriented.
  • Ability to work under cross cultural environment.
  • Strong team coordination, listening and consensus building skills.
  • Proficient in computer applications relevant to the role, with strong skills in commonly used software tools.

Language

  • Excellent English and Nepali language skills, both in written and spoken forms, complemented by
    strong interpersonal communication abilities.
