Key Responsibilities:

The Technical Head (Inclusive and Quality Education) is accountable to lead the design and write up of technically sound new (Education) programs and concepts/proposals; to develop coherent Monitoring, Evaluation, Accountability and Learning (MEAL) portfolio framework; to provide strategic quality oversight on (education) programs portfolio; and to lead sector programs’ external engagement with government, donors, peer local/INGOs and other stakeholders (research, university, think-thank, professional associations, etc) in order to promote the evidence of World Vision’s child-focused (Education) programs impact; to engage in (education) policy formulation or implementation; and to create new funding opportunities for (Education) programs.

Provide overall technical leadership, Technical Support and Capacity Building:

Design technically-sound (education) programs design and new education proposals, with coherent MEAL framework, meeting donors, World Vision and Government and sector community of practice standards. This includes, but not limited to:

  • Lead the write up and coordinate new (education) project (s) design and proposals development, to be funded by any funding sources (grants, PNS, other sources) – in coordination with Programs Development and Quality Director and Resources
  • Development Manager and Specialist(s).
  • Develop coherent MEAL aligned with WVI Nepal Country Strategy
  • Develop (education) implementing guidelines for Field Operations team and Partner NGOs
  • Ensure education project information and key evidences are captured on regular basis, and closely work with MEAL team to generate relevant evidence for programs improvement, proposals development and policy advocacy.
  • Identify gaps in knowledge and skills of staff and partners, and develop and implement capacity building plans to address them by providing guidance, mentorship, training/ training opportunities and technical assistance to staff.
  • Coach and mentor staff to adopt best practices and innovative designs
  • Strengthen linkages between field teams and partners, learning and research institutions and World Vision Technical Teams for purposes of learning and capacity development

Strategic Quality Oversight

Provide strategic quality oversight of (education) projects implementation in coordination with MEAL team and Field Operations team, including but not limited to:

  • Support project teams to achieve on-time, on-target, on-budget implementation of projects across Nepal; Provide and offer some implementation support to project managers/coordinators in their tasks.
  • Support project management teams to develop project planning documents for projects in technical field (TORs, Design Specifications, Risk Registers, etc.);
  • Support continuous monitoring and evaluation thus identifying short-comings in implementation, reporting, and technical understanding and work with project teams, M&E focal points field-level leadership to co-create technical solutions.
  • Liaise with other SPAs within WV in order to create synergies and standard systems across programs and promote integrated program design and implementation document and share lessons learned, experiences, observations and challenges.
  • During quarterly cross-function collaboration meeting, including with Field Technical Specialist, facilitated by Field Operations Department – and using quarterly monitoring information provided by Field Operations, and relevant evidences (assessment, evaluation, research, secondary data) provided by MEAL team – in coordination with Senior MEAL Manager, provide technical and strategic feedback to Field Operations on the quality of education projects implementation, against education MEAL portfolio – to support improvement on programs implementation
  • On six monthly basis, in coordination with Senior MEAL Manager and Resources Development Manager, to update sector’s capability statement or other key evidences on sector programs impact
  • Contribute write up to education project section in the Annual Report, led by Senior MEAL Manager

External Engagement and Grants’ Acquisition

Lead sector programs’ external engagement with government, donors, peer local/INGOs and other stakeholders (such as research institutes, university, think-tank, professional associations, private sectors, etc), including but not limited to:

  • Meet and maintain regular communication with key technical ministry officials, education focal points, donor organization, and other partners to provide visibility or relevant evidence of WVI Nepal’s child-focused (education) projects impact (at portfolio level)
  • Co-facilitate WVI Nepal-led learning events with MEAL’s Learning and Accountability Specialists disseminating evidences or learning from WVI Nepal education sector programs with external stakeholders
  • Write Op-ed/opinion piece in newspaper on relevant education issues, with support from Communications Manager
  • Maintain regular contacts and promote evidences of WVIN education projects to World Vision support offices education focal points; and regional and global education community of practices
  • Support Programs Development and Quality Director, Resources Development Manager and Specialists, to form strategic partnership or consortiums for joint bid or new education proposals development
  • Provide technical input in the development of proposals and concept notes – take lead in scoping and proposal development processes within their technical field of expertise; and develop technical approaches and emergency response concept notes to pre-position proposal development, ensuring context relevance and promoting innovation

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 5 years field experience in education programming or the equivalent in the headquarters of a major NGO (5-10 years preferred)
  • Good writing and analytical skills
  • Good interpersonal and communication skills, able to communicate technical language to non-specialists with clarity
  • At least 3 years of team leadership experience
  • Advance understanding on project cycle and MEAL
  • Experience in education proposals development
  • Good Nepali and English, both in writing and speaking
  • Required Education, training, license, registration and certification
  • Master’s degree or equivalent in an education or related field

Preferred Knowledge and Qualifications
Subject matter expert on Education programming/project models
Having good network with government, donors, and other education stakeholders

Travel and/or Work Environment -20%
Physical Requirements Travelling to field office or project remote locations
