The country strategy is put into action through the implementation of three interrelated program areas defined as follows:

LEARN: the “Education and Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE)” program aims to assist vulnerable and excluded girls and young women in adapting and thriving in a changing climate;

LEAD AND DECIDE: the “Youth as Active Drivers of Change and Sexual and Reproductive Health Rights (SRHR)” program aims to empower girls and young women in leading change, having control over their bodies and making informed decisions; and

THRIVE: the “Early Childhood Development (ECD), Child Protection and Child Poverty” program enhances vulnerable and excluded children, especially girls, to be valued and cared for without discrimination, fear and any forms of violence.

ROLE PURPOSE

The Technical Advisor will provide technical expertise in developing and delivering Plan International Nepal’s strategy on Protection. The Technical Advisor will guide project leads in designing and monitoring projects related to Protection program. S/he will also be responsible for capacity development of Plan International Nepal and its partner staff on Protection related projects.

The primary scope of the Technical Advisor- Protection is to ensure high quality delivery of program and influencing through field offices and partners. The Technical Advisor (TA)- Protection will guide and provide technical expertise in developing Plan International Nepal’s strategy on protection and safeguarding children and young people through programming and policy implementation. S/He will guide and provide technical advice and support to field teams and partners in protection programming. He/she will work very closely with the HR safeguarding focal point to ensure that safeguarding of children and young people are reflected and adopted during program and policy implementation. S/He will monitor the Child Protection program as per the Country Strategy and M&E framework.

DIMENSIONS OF THE ROLE

Reports to: Senior Technical Advisor- Thrive and is a mid-level position

Budget Accountability: None

Number of reports: None, but responsible for working closely with 5-6 field-based project delivery staff within the sector

Key stakeholder groups: Active engagement with a diverse set of local, regional and international stakeholders including Government, UN Agencies, Donors, INGOs,
Academia, CSOs and Media

External relationships and representation: Frequently represent Plan International Nepal to external stakeholders.

ACCOUNTABILITIES

Develop and ensure effective implementation and monitoring of protection related projects

  • Technical inputs/feedback is provided to project team for high quality delivery of projects
  • Monitoring plan of projects are developed and implemented to assess the project outcomes.
  • Support in developing project concepts and funding proposals for competitive bidding.

Develop capacity of Plan International Nepal and partner staff

  • Identify training needs of Plan and partner staff
  • Short and long-term plan developed to strengthen the capacity of Plan International Nepal and partner staff
  • Guideline/manual is developed for training at different levels as well as for the smooth functioning of the field program
  • Provide regular coaching, mentoring- and technical guidance to regional offices of Plan and partner staff.
  • Training and follow-up conducted as per training plan

Provide technical expertise in developing Plan International Nepal’s strategy in Protection

  • Gaps in protection at national, province and local levels are identified
  • Communities, partner organisations, and government line agencies are consulted to prioritise programme needs in Protection sector.
  • Identify creative innovations to improve program quality and delivery

Identify advocacy/influencing agenda

  • Research need on protection are identified to establish evidence
  • Relevant networks on protection identified to establish relationship with actors on protection
  • Key trends, good practices on protection within Plan International and externally are collected, analysed and shared appropriately
  • Documentation and evidence generation on protection related programs for further lobby, advocacy and resource generation.
  • Media content on protection prepared to disseminate all stakeholders and external audiences.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Master’s degree in relevant field with 2-3 years of relevant experience is preferred
  • Bachelor’s Degree in the relevant field with 3-4 years of experience
  • At least 2-3 years of experience in designing / managing projects on Protection including child protection
  • Experience in policy advocacy on Protection
  • Experience in safeguarding of children, adolescent and young people.
  • Knowledge of monitoring and evaluation of Protection program
  • Experience in networking/engaging with key actors on Protection
  • Experience in capacity development of project staff
  • Capacity to produce evidence-based, robust program design and public policy recommendations and positions.
  • Good knowledge of written and spoken English.
  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills

Desirable

  • Understanding of the structures, processes and trends in the Nepal political system.
  • Good understanding of the processes by which you achieve policy change and of how to conduct power and political analysis.
  • Ability to plan work and meet deadlines when working under pressure on a number of projects.
