Senior Technical Coordinator: Education Cluster – (2300001H)

The purpose of this position is to provide technical support to the Education Cluster, headed by the MOEST/CEHRD (Centre for Education and Human Resource Development) to allow the cluster team to meet its objectives. S/he is responsible to provide technical guidance to the Education cluster lead government entities, Unicef as Co-lead, and the cluster partners of the Federal and Provincial Education cluster for education in emergency preparedness and response initiatives. The position holder is also responsible to work in close coordination with Government and Unicef to make the cluster mechanism functional.

As per the need of the government, the position is also responsible to provide technical support on organizing cluster meetings, preparing and disseminating meeting minutes, liaising with cluster partners, ensuring all partner data is updated and correct, etc.

Key Responsibilities:

Technical:

  • Provide technical support to lead and co-lead of the federal cluster on updating and developing the cluster-related policies, strategies, and plans as per the needs
  • Lead/provide technical supports to form/activate the provincial clusters and organize need-based orientation and training
  • Provide technical support to the provincial clusters on updating and developing the contextual provincial-level strategies, plans, and guidelines for the preparedness and response with ensuring the alignment with the federal’s policies, strategies, and plans
  • In coordination and collaboration with leads, co-leads, cluster members update the contingency plan including monsoon, winterization, earthquake, flood, and landslides response and preparedness plan and other need-based documents considering all hazards and pandemics
  • Support government to make Technical Working Groups (TWGs) functional as per the TOR such as preparing an annual calendar, organizing meetings, and providing inputs in the technical documents.
  • In coordination and collaboration with lead and Unicef, organize and technical facilitation of EiE-related training, and workshop orientation and ensure the required technical capacity of cluster members of federal and provincial for better preparedness and timely response (Ensure provision of budget in ASIP of MOEST/CEHRD)
  • Represent SC as Co-lead in various meetings and workshops organized by NDRMA, inter-cluster coordination, Ministry of Home Affairs, etc. and provide technical inputs and insights
  • Participate in various meetings organized by Development Partners, UNCRC, and ensure the Save the Children visibility as a cluster co-lead in the sector
  • Update about cluster works regularly with DG and DDG of CEHRD, DRR, and EiE Focal person of MOEST, SC Education Advisor, Unicef as another co-lead and seek need base support to make the cluster mechanism functional
  • Coordinate and provide cluster technical input for the HCT emergency response plan.
  • Represent SC in cluster and DRR meetings as and when required.
  • Participate in various technical meetings of SC and ensure the organization has been well prepared for the EiE preparedness and response
  • Coordinate and collaborate with SC’s Education Advisor and provide inputs and insights while the development of concept notes/proposals, program design and development on safe school, EiE preparedness, and response
  • In case of emergency, support cluster and SC humanitarian team to collect the education-related data/information on needs and gaps and provide technical inputs on the design of the response plan
  • Provide needful technical support to the government to materialize the EiE, Safe and green school and resilience education-related plan as stated in School Education Sector Plan

Management:

Coordinate and collaborate with in-charge of EiE and DRR of CEHRD, provide need-base technical support and ensure the following things:

  • Provide technical support to the government on preparation and update of the Education Cluster communication. Maintain database of related staff members in CEHRD, EDCUs, cluster member organizations of the federal and provincial and DPs including telephone and home addresses.
  • Develop and maintain the work calendar of the Education Cluster and its implementation
  • Facilitate the cluster meeting and ensure all cluster meetings are organized in a planned manner (prior sharing of agenda, minute preparation, and reporting)
  • Ensure all cluster documents are in place and available when required, with a focus on creating redundant systems in case of emergency
  • Ensure issuing letters /emails from cluster lead as and when required and maintain records
  • Support government and facilitate the capacity-building events/programs for the cluster members at federal and provincial
  • Ensure adequate budget and plan reflected in ASIP of MOEST/CEHRD for EiE-related meetings, training, workshop, orientation; documents and materials development; information and data management, etc., and ensure the required technical capacity of cluster members
  • Coordinate with the EMIS section to discuss and support making a functional mechanism to gather real-time data related to EiE in the EMIS.
  • Update/prepare National Contingency Plan, prepare monsoon preparedness and response plan, winterization plan, and sector’s DRR information update for Sendai Framework.
  • Update location-wise stockpile ensuring quality mentioned in the Contingency plan
  • Organize information in cluster website
  • Ensure the government’s representation in various meetings related to EiE and DRR
  • Organize a periodic between lead and co-lead and ensure cluster works are on track
  • Facilitate/organize a strategic meeting between and among development partners and cluster on needful actions during emergencies
  • Be proactive to showcase the results of cluster work
  • Submit a monthly plan to Education Advisor and line manager of the government, and carry out other duties when required and requested by the supervisor

Qualifications and experience:

  • Master’s degree in education or related Social Science
  • Highly prefer previous experience working in EiE, DRR in Education, Safe school, and with government authorities
  • Minimum 5 years (3 years for GSI group) of relevant work experience in technical aspects of the education
  • Interpersonal and communication skills, coordination skills
  • Fluent in spoken and written Nepali and English
  • Analytical skill
