The country strategy is put into action through the implementation of three interrelated program areas defined as follows:

LEARN: the “Education and Skills and Opportunities for Youth Employment and Entrepreneurship (SOYEE)” program aims to assist vulnerable and excluded girls and young women in adapting and thriving in a changing climate;

LEAD AND DECIDE: the “Youth as Active Drivers of Change and Sexual and Reproductive Health Rights (SRHR)” program aims to empower girls and young women in leading change, having control over their bodies and making informed decisions; and

THRIVE: the “Early Childhood Development (ECD), Child Protection and Child Poverty” program enhances vulnerable and excluded children, especially girls, to be valued and cared for without discrimination, fear and any forms of violence.

ROLE PURPOSE

The Resource Mobilisation Manager (RMM) will faciltilate programme design and development process to produce qualitative and competitive concepts/proposals to contribute in Plan International Nepal’s ambition to help 1 million girls learn, lead, decide and thrive to eliminate child, early and forced marriage in Nepal. The RMM will be responsible to meet the target of €54.7m grant income for Nepal, as per the Country Strategy (CS) 2018-2022, by connecting the aspirations of our donors to our ambitions for children and girls, to maximise our impact.

The RMM will identify new opportunities in the market to expand Plan International’s range of partnerships and institutional donor funding for humanitarian and long-term development programmes in line with Resource Mobilisation plans.

The RMM is a member of the Business Development Team and is responsible for prospecting, networking, and identifying new opportunities for funding from the bilateral, multilateral and other institutional donors to maximize new business for Plan International Nepal.

Functional Competencies

  • Resource mobilisation strategy – The RMM will support the development and implementation of the resource mobilisation strategy and development of new fundraising products upon the CS 2018-2022. The RMM will work with the Business Development Manager and Deputy Country Director Programmes to shape the resource mobilisation strategy for Plan International donors and in line with Plan International programme priories.
  • Partnership strengthening and development – The RMM will build and maintain relationships with National Organisations (NOs) and a range of existing and new donors in country, including prioritised institutional donors, relevant inter-agency networks, multi-stakeholder consortiums, and private sector firms. The RMM will support building innovative partnerships that increase the scope and impact of Plan International programme in Nepal; and will work collaboratively with key staff in the Country Office (CO) and NOs to ensure the management of these relationships is coordinated and consistent. The RMM will help connect Plan International to the market through proactive intelligence gathering, by monitoring relevant trends in both donor and partner organisations, and by tracking changes in donor policies that could impact current or future funding opportunities. The RMM will guide the negotiation of appropriate agreements with donors.
  • New business development – The RMM will prepare and evaluate potential new funding opportunities for country and multi-country programmes from donors and partner NOs. The RMM will be responsible for maintaining a strong pipeline of new business ensuring that the organisation identifies, creates, qualifies, and successfully captures new opportunities that are suitable and strategically aligned to the CS 2018-2022. The RMM will ensure Plan International in Nepal have visibility and management of new business development activities through careful tracking of opportunities, business forecasting, and capture planning. The RMM will work with relevant staff to ensure timely and effective bid decisions, competitive teaming with other stakeholders, and bid win strategies. The RMM will help establish bid development teams (“Bid Teams”) and support the development of high quality business propositions in conjunction with technical, programme and NOs staff. The RMM will also advise on the negotiation of grants and contracts, particularly complex arrangements involving multiple stakeholders in implementation.
  • Accountability and cost efficiency improvement – The RMM will negotiate with NOs and donors to ensure Cost Recovery Policy compliance and the implementation of the new Funding Model (to be rolled out).
  • Building capacity for business development – The RMM will help set the standard for professional business development by contributing to building the capacity of staff and partners at country level for building effective donor relationships, and for successful bid application. In coordination with NOs and other CO support areas teams (e.g. Monitoring, Evaluation and Research), the RMM will contribute to capacity building through skills training, staff accompaniment and mentoring, and encouraging continuous learning and improvement in business development.
  •  Pipeline and grants management system – The RMM is responsible for updating the Grant Pipeline Monitoring Tool (GPMT) as well as for ensuring approval of Funding Approval Documents (FADs) from Stage 1 to 3. The RMM will ensure that staff members in the Business Development Team are trained in the use of GPMT. Also, it is expected that the RMM takes the management of the Grants Module in SAP in the absent of the Grants and Compliance Manager.
  • Supporting other Business Development Team Structures – The RMM may be requested to support other team’s functions as per needs. This include donor report preparation, support to audits, compliance monitoring, SAP system management, among other tasks normally under the responsibility of the Grants and Compliance Manager (GCM).

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Qualifications, Knowledge and Experience

  •  Master’s Degree in relevant field with 3-4 years of proven experience preferred or Bachelor’s Degree in the relevant sector with 4-5 years of demonstrated experience working in a senior position leading.
  • Proven track record of success in new business development for national or international NGO or comparable experience in the private sector.
  •  Prior experience in the design, delivery, or management of programmes in ECCD, education, agency, youth economic empowerment, child protection, gender, inclusion, humanitarian response, water and sanitation, or hygiene, disaster risk management and resilience; in Nepal or in a country with similar context.
  • Excellent verbal and written communications skills in English with ability to analyse and synthesise complex issues.
  • High calibre of networking, representational, and negotiation skills.
  •  Ability to design and coordinate winning bids and consortia partnerships.
  •  Ability to influence, facilitate processes, and work with others without direct line management authority.
  • Ability to synthesise and consolidate complex information succinctly and persuasively into presentable formats.
  • Ability to solve complex problems involving multiple stakeholders and competing interests.
  • Practical knowledge and experience in the design or management of multi-stakeholder programmes.
  • High degree of discretion, tact, and sensitivity in dealing with internal and external stakeholders at all levels.
  • Excellent computer skills, including various office applications and internet navigation.
