Provincial Coordinator (Three Positions – One in each province)

Duty Station: Sudurpaschim Province – Dhangadi, Karnali Province – Surkhet, and Madhesh Province – Dhanusa

Women’s Rehabilitation Centre (WOREC) is a national-level NGO working for women’s human rights and ensuring women empowerment through the protection and promotion of human rights and social justice. WOREC focuses on campaigns against violence against women and women’s economic, social, and cultural rights nationwide. Our working districts with offices are spread across Morang, Sunsari, Udayapur, Dhanusha, Mahottari, Sarlahi, Dang, Kailali, and Rukum, with additional working districts in Rupandehi, Kapilvastu, Kanchanpur, Jagarkot, Kathmandu, Bhaktapur, Kavrepalanchok, and Saptari. The Central Office is located in Lalitpur.

Position Title: Province Coordinator

The Province Coordinator reports directly to the Project Coordinator and works in close coordination with District Coordinators, and the program and finance departments. This position takes a lead role in the implementation of all the projects and programs of the organization within the province, supporting the district team and delivering the project activities in close coordination with Local Government. This position is also responsible for organizational development and management, program development, implementation and quality management, documentation, stakeholder communications, and coordination with local stakeholders.

Key Responsibilities:

  • Coordinate with relevant ministries and commissions at the provincial, district, and local levels.
  •  Engage and collaborate with the District Coordination Committee (DCC), Mayors/Deputy Mayors, local-level elected representatives, Federation of Journalists, NGO Federation, and other relevant stakeholders at the palika, district, and provincial levels.
  •  Manage and oversee the performance of staff, consultants, volunteers, and office assets within the province in accordance with established organizational policies and regulations.
  •  Oversee the overall management, coordination, and implementation of the project designed to enhance the capacity development of women elected representatives and Local Government (LG) entities.
  •  Develop and implement capacity-building plans for staff members, stakeholders, elected women representatives, partners, and community-based organization (CBO) members to enhance their effectiveness in assigned roles.
  •  Facilitate sessions on feminism, movement building, transformative leadership, GEDSI policy formulation workshops, and workshops on good governance, women networks, and different government entities.
  •  Provide managerial support and mentoring to district and province staff for effective performance and motivation, ensuring alignment with district objectives.
  •  Support the central team, including administrative and HR personnel, in managing information systems, office maintenance, and staff orientation/induction processes.
  •  Guide and oversee financial management activities, ensuring compliance with accounting policies and procedures, accurate financial record-keeping, and timely reporting to management and funders.
  •  Collaborate within a team to identify, develop, and submit campaign and project proposals to partners and government at the local and provincial levels, aligning them with the organization’s mission and district needs.
  •  Lead the planning, implementation, monitoring, and reporting of projects in the province, ensuring adherence to timelines and quality standards.
  •  Define program/project scopes in consultation with senior management and field staff, providing support and guidance to district coordinators, program officers, and other team members.
  • Execute program/project activities smoothly, ensuring adherence to plans, timelines, budgets, and quality standards by creating detailed work plans, delegating authority and responsibilities effectively, and mobilizing staff capabilities.
  •  Foster strong coordination with provincial, district, and local government agencies to strengthen relationships and engage in advocacy efforts to advance organizational agendas.
  • Conduct field visits, provide technical support, and oversee project supervision to ensure adherence to quality standards and address any challenges.
  • Organize regular quality review meetings to ensure that work meets established standards and identify areas for improvement.
  • Prepare and submit high-quality periodic and final reports on project progress and outcomes in a timely manner.
  •  Evaluate project outcomes according to predetermined indicators established during planning, identifying successes and areas for improvement.
  •  Establish and maintain effective program communication channels with staff, stakeholders, and partners, ensuring concerns are addressed promptly and effectively.
  •  Strengthen and maintain relationships with community-based organizations, women’s groups and networks, local governments, provincial government agencies, non-governmental organizations (NGOs), and networks working on human rights and social justice.
  •  Represent the organization in alliances, networks, forums, meetings, and training sessions with local government agencies, NGOs, and civil society organizations, advocating for organizational priorities and sharing best practices.
  • Facilitate the proper documentation of cases, success stories, organizational initiatives, and project information, ensuring that all relevant data is appropriately documented and secured for future reference and reporting purposes.
  •  Lead grassroots movements, rallying community members to collectively advocate for social justice, driving tangible change through strategic planning, leadership, and effective engagement.

Qualifications and Experience:

  •  Master’s in social sciences, gender studies, development studies, or economics
  •  Minimum of 5 years of relevant experience in gender and governance issues
  •  Demonstrable experience with social inclusion issues
  •  Demonstrable expertise in designing and implementing complex multi-stakeholder capacity development initiatives using adult learning and/or feminist pedagogies

Skills and Abilities:

The candidate should exhibit strong project planning, coordination, and organizational skills. The ability to manage multiple tasks and meet deadlines is crucial. Excellent analytical and problem-solving abilities are required. The candidate must have effective stakeholder engagement and networking skills. A high level of cultural sensitivity and adaptability is important. Proficiency in English and Nepali is required, and knowledge of local languages is an asset. The role also demands team management, effective communication, computer-based report writing, and resource management skills. A clear understanding of GEDSI, internalized feminist values, and a feminist perspective in analyzing issues, along with strong co-working and teamwork capacity, is needed.
