The Government of Nepal (GoN) and the British Embassy Kathmandu (BEK) are developing the Local Infrastructure Support Programme (LISP) and sector Framework to help Nepal to improve the Local Governments’ capacity for delivery of local infrastructure services accountably, inclusively, effectively, and sustainably as demanded by citizens. The LISP will be a BEK flagship programme, which will be delivered in three phases: (a) a small design, learning and preparatory pilot phase until July 2023, (b) up to £100m first phase of implementation starting in Nepal financial year 22/23 but with preparatory work starting in 2022, and (c) Up to £50 million second phase of implementation after performance review in 2024/25.
With funding support from the BEK, the design learning pilot phase (LISP Pilot) will be implemented by United Nations World Food Programme (UN WFP) in partnership with United Nations Development Programme (UNDP) in selected 15 local governments (4 Municipalities and 11 Rural Municipalities) in Karnali Province. The pilot aims to gain evidence and experience on the effective, successful, and replicable operational modalities concerning green recovery job creation and climate-resilient local infrastructure development for scaling-up through the full-fledged LISP. WFP is the lead agency for the LISP Pilot and is responsible for implementation/delivery of incentive/co-financing of the Pilot, and UNDP as support agency is responsible for planning and capacity development related aspects of the Pilot. The Karnali LISP Pilot aims to pilot approaches to support inclusive planning and delivery of local infrastructure and green recovery job creation and to test incentive mechanisms/co-financing together with the selected LGs for better performance, capacity building of local governments and the use of government monitoring and financing instruments
A Technical Assistance (TA)/capacity and system support team will be set-up by WFP and UNDP jointly to each Local Government (LG) selected for the pilot. The TA team in the selected LG comprised of two staff; Planning and Capacity Development Associate and Program Assistant (Sub-Engineer) to be based in the selected LGs. The team team will provide technical guidance, advice, and hands-on support to the LGs in the key focus areas of the Pilot. The TA team with backstopping support technical team based in Surkhet and will provide support to the respective LGs as per Pilot’s TA strategy and plan. in this context, UNDP is planning to recruit Project Coordinator for the LISP Pilot.
- Day to day management of the Project including recruitment and supervision of staff, consultants and contractors
- Coordination, management and monitoring of project finances, administration, procurement and logistics.
- Monitoring, evaluation, reporting, knowledge management and communication of the project
- Technical support to the LGs and provincial governments on local infrastructure planning and overall management including implementation and monitoring.
- Ensure Gender and Social Inclusion work through project interventions
Duties and Responsibilities
Under the overall guidance of Deputy Resident Reprsenttaive and Inclusive Economic Growth Advisor, the Project Coordinator will report to the Portfolio Manager- Governance and Rule of Lawin UNDP Nepal. The Project Coordinator will work in coordination with the Head of Field Office in Surkhet. At operation level, the Project Coordinator will closely work with the WFP LISP pilot team in Surkeht as well as PLGSP team for better synergy and coordination.
Day to day management of the Project including recruitment and supervision of staff, consultants and contractors.
- Ensure that all activities under each output are prepared in a timely manner and implemented in accordance with stated outcomes and performance indicators;
- Prepare Annual Work Plans, Quarterly Work Plans and other documents for the approval of the Project Board;
- Ensure project resources, aligned with overall project resources are effectively used to achieve set project outputs and outcomes;
- Monitor and manage progress and update risk management status to the Project Board;
- Lead monitoring, quality data collection and timely submission of technical and progress reports to the donor, partners, and UNDP;
- Support UNDP in organizing Project Board meetings on a regular basis;
- Consult with the Project Board through Project Assurance officer on any issues that require the Board’s attention, including issues related to deviation from the approved work plans and deviation from the approved target and/or budget).
- Develop terms of reference and technical specifications of consultants and contractors requiring procurement;
- Support the recruitment process in consultation with Country Office;
- Supervise and coordination of the work of project personnel including 15 Planning and Capacity Development Associates to ensure delivery of project outputs and outcomes in a timely manner.
Coordination, management and monitoring of project finances, administration, procurement and logistics.
- Act as the focal point for the UNDP Country Office to ensure that all financial and administrative matters related to the project are transparently, expediently, and effectively managed in line with UNDP rules and regulations;
- Develop narrative and financial reports for the Project Board;
- Ensure timely preparation and implementation of the procurement plan;
- Oversee proper use and maintenance of office equipment
Monitoring, evaluation, reporting, knowledge management and communication of the project
- Prepare key operational reports including quarterly reports, annual reports and other thematic reports as necessary summarizing findings, achievements, conclusions and recommendations on the progress of the project in the country as per the requirements;
- Supervise the development of knowledge products (including brochures, briefs, documents on lessons learnt, evaluation reports);
- Facilitate the dissemination of information about the objectives, progress, and achievements of the project;
- Take the lead, coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings related to the project;
- Create and foster good working relationships with the media (social media, newspapers and journals, radio, and television).
Technical support to the LGs and provincial governments on local infrastructure planning and overall management including implementation and monitoring
- Provide necessary technical support to the program LGs on local infrastructure planning and implementation in close coordination with WFP LISP team
- Provide support to the Karnali Province government on local infrastructure development in coordination with PLGSP team in Karnali province
- Ensure coordination with WFP team, PLGSP team (PCGG and PIU) for LG’s capacity development initiatives
Ensure Gender and Social Inclusion work through project interventions
- Provide advice and direction on strategic and policy issues to strengthen gender & social inclusion initiatives in the project plan and implementation strategy;
- Ensure the participation of women and people from disadvantaged groups and persons with disabilities in local infrastructure planning and implementation.
- Ensure that women and people from disadvantaged groups and persons with disabilities have sufficiently benefitted from local infrastructure development
- Ensure that the concerns of women and disadvantaged group and persons with disabilities are included in the strategies, guidelines, operation manuals and capacity development initiatives for local infrastructure development.

Required Skills and Experience
- Master’s degree or Bachelor’s degree in planning, development economics, or another relevant subject
- Master’s with two years or Bachelor’s with four years of experience in managing and implementing projects
- Ability to manage and supervise a team of multidisciplinary professionals
- Knowledge and understanding of local level planning and infrastructure development
- Prior experience working with provincial and local government primarily on local infrastructure development
- Understanding of UNDP rules and procedures or experience of completing UN assignments would be an asset
- Prior working experience in Karnali region is desirable
- Fluency in oral and written Nepali and English is essential
