Overall

Under the overall guidance of Program Manager and direct supervision of Project Officer – Livelihood and Market, the Project Associate – Livelihood and Market will be responsible to assist and implement livelihood and market promotion related works of APoC in DMK. S/he will work closely with settlement-based CBOs (SHGs, BRWF, BRAD, BRCF), private and market actors, local government and other likeminded stakeholders. The Project Associate, Livelihood and Market will follow the LWF’s strategies, policies, guidelines and program plans and shall work closely with the APoC project team in Damak and successfully carry out the following tasks:
Familiarize and work in accordance with the established strategies and policies of LWF Nepal Strictly abide by the LWF Nepal Code of Conduct and Code of Ethics, Child Protection Policy, Complain Response Mechanism, Data protection Policy etc. Assist to ensure quality implementation of project plans applying various guidelines and standards such as CoC, Sphere, CHS, UNHCR operational manual etc. Be free from the political influence of any parties and the political activities.

Specific:

Management and Operation:

  • Assist PO – L&M to manage overall responsibilities of the livelihoods and market theme of APoC project in DMK and smooth and quality implementation of activities
  •  Assist to maintain good rapport and working relationships with settlement-based CBOs, local likeminded organization, market actors (FNCCI, DCCI, HAN, Entrepreneurs Association), CTEVT and government authorities for livelihood and market promotion and access of local service by refugee communities
  • Assist for the field level operations of light assessment, project designing, planning, implementation, monitoring, and reporting focusing project activities with refugees and host communities under APoC
  • Assist to organize and manage vocational and skill-based training program, business promotion, job placement and coordinate for the employment opportunities to refugees and host communities
  • Assist to find out the livelihood needs of the vulnerable families and their capacities through light assessment and support to enroll them in appropriate training and employment programs based upon the assessment results
  • Provide support to finance and procurement in developing procurement plan, budgeting and collecting necessary document to comply with procurement requirement of goods and services to livelihood and market components

Technical Responsibilities

  • Assist to prepare project work plan, detail implementation plan and develop personal monthly work plan and monitoring plan to track the project progress according to the results indicators
  • Assist with technical support in enterprise and entrepreneurship development including enterprise identification, technical skill training, savings & credit activities through self-help group and its operations
  • Assist group and group entrepreneurs in preparing business plan for entrepreneurship development, business promotion and market linkage
  • Assist for the capacity building of settlement-based CBOs, Self-Help Groups and Camp Management Committee and ensure CBOs to establish a close linkage with the local authorities
  • Guide and mobilize refugee incentive workers (RIW) in the field
  • Facilitate settlement-based CBOs and CMC for their coordination with respective government institutions and their access on business registration, PAN cards and other services available at local level
  • Facilitate different mission visits of the organization as and when needed.

Coordination and Networking:

  • Assist PO – L&M to expand networking with local level stakeholders and linkage with other relevant stakeholders at the settlement in order to make them accountable for local solutions
  • Assist to maintain good communication with camp management committee, settlement-based CBOs, diaspora and local governments units in the both municipalities
  • Assist refugees to establish a close working relationship with the local authorities for business registration, indexation and market linkage
  • Assist to build linkage with financial institutions, market management committees, business houses and private companies for market opportunities to refugees for their employment and income generation
  • Coordinate with stakeholders and training institutes in identifying short-term and medium-term skill development training, on-the- job training, apprenticeship and job placement
  • Regularly monitor the activities of settlement-based CBOs, entrepreneurs to ensure the necessary services are reaching especially for vulnerable groups within the refugee population.

Planning, monitoring, documentation and reporting:

  • Assist to carry out systematic assessment of potential business, interested refugee youths and recommend for the enterprise and entrepreneurship development and start-up/top up support
  • Assist to assess the changed context and support to prepare periodic plan and budget to contextualize the project
  • Assist to carry out systematic monitoring of livelihoods activities, enterprise and entrepreneurship development, employment creation and job placement following agreed performance indicator
  • Assist to maintain project record/database as per donor/support organizations requirement
  •  Assist to prepare and submit event, weekly and monthly reports following donor/support organizations requirement
  • Assist to develop different knowledge products such as case stories, best practices, and audio/video in consultation with team and communication focal person.

Others:

  •  Represent donor/support agency meetings as needed and recommended by her/his supervisors
  •  Contribute to strengthen gender justice, social inclusion and accountability in LWF Nepal
  • Carry out other duties assigned/suggested by the PO – L&M and Program Manager and his/her designate.

Required Qualification, Skills and Competencies:

  • Bachelor Degree in Social Science, Agriculture, or EDF Level 3 (CTEVT), JTA -Veterinary, Bachelor in Business Studies, Humanities or equivalent with three years of work experience in enterprise and private sectors development
  • Basic understanding of protection, human rights, humanitarian laws, refugee context in Nepal and humanitarian principles
  • Knowledge and skills on entrepreneurship development and marketing
  • Good reporting and documentation skills
  • Strong field level coordination, communication and networking skills
  • Basic computer skills, particularly in Microsoft Office package
  •  Ability to work with under pressures with multiple deadlines
  • Basic in written and spoken English
  • High level of organizational integrity
