Job Description:

Programs Development and Quality Director is accountable for three major streams of work:

  • Leading the acquisitions for all international funding streams, including but not limited to: grants from bilateral, multi-national, (international) Foundations, private and major donors; project-non-sponsorship, child-sponsorship funding, and other emerging impact investments including contract funding; in order to increase resources of World Vision International Nepal to address the needs of the most vulnerable children and communities in Nepal;
  • Leading efforts to ensure all World Vision International Nepal’s Projects meeting relevant donors’, government, and World Vision International’s technical quality and compliance requirements; and
  • Streamlining World Vision International Nepal’s design, monitoring, evaluation, accountability and learning systems contributing to innovative and improved evidence for quality improvement, policy influence, international funding acquisitions and country strategy implementation plan (CSIP)

MAJOR RESPONSIBILITIES

Leading efforts to acquire new international funding from existing and new donors. Tasks may include the following but not limited to:

  • Proactively build international funding pipelines in coordination with National Director, funding acquisitions team, cross function team within World Vision International Nepal, and World Vision Funding (Support) Offices.
  • Implement World Vision International Nepal’s Grants Strategy and project non-sponsorship plans aligned with World Vision Country Strategy and donor’s landscape for Nepal. This includes develop and track progress of key bilateral business plan with top five Funding Offices for grants and private funding, while the rests of funding offices business plan oversight can be shared with Resources Development Manager.
  • Ensure clear and solid internal ‘content’ review and coordination ‘process’, of all new concepts and proposals development in coordination Resources Development Manager and cross-function team and World Vision Funding (Support) Offices.
  • Ensure innovative ideas incorporated in new concepts or projects proposals development, leveraging WVI Nepal’s Innovation Lab expertise and local and international experiences.
  • Proactively lead and facilitate strategic consortium or partnership agreement with other peer Local and INGOs, UN agencies and or private contractors
  • With National Director and other relevant team members, proactively establish and maintain regular contacts with in-country and international donors.

Ensure all projects are aligned to the WVI Nepal country strategy and meet the relevant technical quality standards and compliance, tasks may include the following but not limited to:

  • Supervise and advise technical program managers/leads in designing and ensuring all World Vision International Nepal’s projects meet the quality standards of World Vision International, the relevant sector’s priorities of Government of Nepal, and donor’s standards outlined in project designs. Quality standards may include but not limited to: relevant technical/sector standards, programs sustainability framework, innovative approaches, and coverage of the most vulnerable children and communities.
  • Ensure World Vision International Nepal teams are keeping abreast with relevant technical project quality, implementation and discussion by appointing team members to engage in relevant on technical key working groups, committees, peers and government meetings and- ensure learnings are applied and shared within the WVI Nepal team.
  • Support technical team’s regular communication and dialogue with relevant sector ministries to ensure World Vision International Nepal’s programmes contributing to the progress of Government of Nepal’s programmes priorities and of other international development indicators such as SDGs.
  • Ensure all technical teams are keeping abreast with relevant donor’s policies (such as safeguarding, child protection, environment, gender equality and social inclusion, etc) and where needed, ensure compliance with the required policies.
  • Support local capacity building and manage performance of all direct reports, ensuring close collaboration with other WVI departments, including Operations.

In streamlining World Vision International Nepal’s design, monitoring, evaluation and learning systems contributing to improved evidence for quality improvement, policy influence and international funding acquisitions, the tasks may include the following but not limited to:

  • Provide high level analytics to Senior Leadership Team on the overall quality of World Vision International Nepal’s projects, and to provide technical and strategic recommendations for ongoing improvement.
  • Ensure consistency and quality of all project information from Partner NGOs level, Field Office, National Office and to all donors (internal World Vision Support Offices and external) in order to demonstrate projects impact and contributions of World Vision International Nepal’s to communities, the Government of Nepal, World Vision Global and donor’s priorities.
  • Simplify project information and monitoring, evaluation, accountability and learning dashboard and system in order to provide regular evidence of progress (outputs) or of impacts (outcomes) of all World Vision International Nepal’s projects.
  • Ensure World Vision International Nepal’s relevant project information system comply and provide quality reporting to with World Vision International reporting systems, Power BI and other major systems.
  • Provide support to Senior MEAL Manager to ensure coherent all program’s M&E with the country strategy implementation plan and annual business plan.

Leading Team and Facilitating Cross-Function collaboration team with other departments and broader WV Partnership, including but not limited to:

  • Provide directions, guidance, coaching and technical supports to PDQ team members and ensuring team accountability to deliver and measure the results
  • Build cohesive team, led-by-examples and modelling behaviors of GROWTH organisational cultures and values
  • Collaborate with other SLT members in ensuring integration of PDQ issues
  • Facilitate, model, support and guide cross-function collaboration on PDQ
  • Promote, engage and collaborate with WV Partnership’s PDQ and Strategy communities

In collaboration with National Director, Finance and Corporate Service Director, Field Operations Director and Senior MEAL Manager, support the successful implementation, review and reporting of country strategy and annual business plan, including but not limited to:

  • Co-lead with Finance and Corporate Service Director in finalising and implementing Child Sponsorship Funding Model (CSFM) in Nepal
  • Co-lead with Field Operations Director in nurturing close communications and partnership with WVI Nepal’s Strategic Support Team/SST, or SOs representative for successful CSFM Implementation in WVI Nepal
  • Guide Senior MEAL Manager to ensure coherent measures and monitoring of annual business plan aligned with CSIP and programs M&E
  • Lead CSFM Communication with Global Field Operations on behalf of WVI Nepal
  • Provide strategic feedback to ND and SLT re CSFM and Annual Business Plan implementation and measures
  • Lead strategy and Annual Business review process in close collaboration with the National Director

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 7-10 years of working in the relevant leadership/managerial position in least developed/developing countries, preferably in South or South East Asia region.
  • Familiar with child focused, multi-sectoral and integrated development programmes.
  • Similar experiences leading and implementing multi-sector in World Vision is an advantage.
  • Proven successful experiences in coordinating and writing winning concept papers or proposals to key donors such as USAID, EU, FCDO, DFAT, GAC, MFAT, Global Fund, Nordic Governments and other donors.
  • Proven analytical skills and relevant experience in facilitating or leading programme design and evaluation, long term programmes plan and strategy development, and streamlining monitoring, evaluation, accountability and learning system in an international organization.
  • Relevant experience on external engagement including with governments and donors for project initiation and maximizing the impact on child well-being.
  • Good understanding on the international needs and development trends and their relevance to Nepal’s development context.
  • Good knowledge of standards and requirement of bilateral and multi-laterals donors.
  • Project or organizational leadership experience managing medium to large team. Cross-cultural team or leadership experience is a plus.
  • Mature personality and able to manage multiple priorities.
  • Ability to manage pressures to meet tight project proposals deadline and to maintain clarity of programmes and team focus.
  • Excellent verbal and written communications in English.

Required Education, training, license, registration and certification

  • Master’s degree in international development, development studies/management, project management, economics, agriculture, public health, public/social policy, social sciences or equivalent.

Preferred Knowledge and Qualifications

  • Relevant World Vision experience is a plus.
  • Work experiences in Nepal, or South Asia, or South East Asia is preferred

Travel and/or Work Environment : 25%
