ORGANIZATIONAL CONTEXT

The Government of Nepal (GoN) and the British Embassy Kathmandu (BEK) have developed the Local Infrastructure Support Programme (LISP) and sector Framework to help Nepal to improve the Local Governments’ capacity for delivery of local infrastructure services accountably, inclusively, effectively, and sustainably as demanded by citizens. The LISP will be a BEK flagship programme, which will be delivered in three phases: (a) a small design, learning and preparatory pilot phase until July 2023, (b) up to £100m first phase of implementation starting in Nepal financial year 22/23 but with preparatory work starting in 2022, and (c) Up to £50 million second phase of implementation after performance review in 2024/25.

With funding support from the BEK, the design learning pilot phase (LISP Pilot) will be implemented by United Nations World Food Programme (UN WFP) in partnership with United Nations Development Programme (UNDP) in selected 15 local governments (4 Municipalities and 11 Rural Municipalities) in Karnali Province. The pilot aims to gain evidence and experience on the effective, successful, and replicable operational modalities concerning green recovery job creation and climate-resilient local infrastructure development for scaling-up through the full-fledged LISP. WFP is the lead agency for the LISP Pilot and is responsible for implementation/delivery of incentive/co-financing of the Pilot, and UNDP as support agency is responsible for capacity development related aspects of the Pilot. The Karnali LISP Pilot aims to pilot approaches to support inclusive planning and delivery of local infrastructure and green recovery job creation and to test incentive mechanisms/co-financing together with the selected LGs for better performance, capacity building of local governments and the use of government monitoring and financing instruments.

JOB PURPOSE

The LISP Pilot aims to pilot approaches to support inclusive planning and delivery of local infrastructure and green recovery job creation through the testing of incentive and co-financing-based mechanism and building capacity of local governments and promoting use of government monitoring and financing instruments. Hence, the LISP Pilot must collate real life lesson learning from implementation to inform the main phase of the LISP. Hence, the Pilot Coordination and Learning Documentation Officer should introduce innovative actions and capture real time learning from success and failures throughout the processes of the LISP Pilot implementation and consolidate them through monthly and trimester programme progress reports and share in the meetings with British Embassy and the Government.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer (LISP Pilot Coordination and Learning Documentation Officer) will be based in WFP Country Office, Kathmandu. The responsibilities will include collating real life lesson learning from implementation to inform the main phase of the LISP, by introducing innovative actions to capture real time learning from success and failures throughout the processes of the LISP Pilot implementation and regular coordination with the British Embassy, the Government, UNDP, and LISP Pilot team in the field. The incumbent will report to the LISP Pilot Team Leader based in WFP Country Office, Kathmandu.

The main role and responsibility of the position:

  • Facilitate systematic documentation and analysis of good practices, lessons learned, and measures adopted to overcome challenges in the delivery of the LISP Pilot.
  • Identify and document key learnings of the Pilot including project successes, lessons, and best practices for learning and sharing with the entire programme stakeholder, including donors and government.
  • Regularly track the progress/performance of the project based on the plan, deliverables, and performance indicators.
  • Coordinate and communicate with provincial and LG level TA team, WFP/UNDP field office team, BEK, MoFAGA, Department of Local in Infrastructure (DoLI) and other stakeholders for timely completion of pending actions.
  • Participate in the project related meetings and harvest some lessons learnt and take notes and write meeting reports.
  • Collaborate with TA team, and ensure effective knowledge-sharing and lesson-learning
  • Provide technical support to the TA team for formulation, adoption and documentation of Pilot related processes, forms, and formats.
  • Ensure the timely submission of financial and operational reports and other field level updates/reporting as planned and requested.
  • Assist in data collection, compiling lessons learned, drafting of monthly and trimester progress and financial reports, logistics arrangement for Pilot Coordination Committee meetings and documenting the decisions etc.
  • Support in organizing review and reflect sessions at both center and field level.
  • Conduct regular quality checks and field visits and providing feedback and recommendations to relevant parties.
  • Perform other functions as assigned by Team Leader of LISP Pilot.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Agriculture, Environmental Science, Social Sciences, Development Studies, Management, Livelihood, DRR or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 2-3 years of experience in field level programme management, coordination, documentation, monitoring, evaluation and learning focused on climate change adaptation, local infrastructure development, food security, disaster risk management, agriculture & livelihood, and humanitarian assistance.
  • Experience of project management, implementation and monitoring of local/rural infrastructure, and Food Assistance for Assets/cash for work programmes.
  • Knowledge and experiences of result-based programme monitoring, reporting, research, and drafting reports and advocacy notes.
  • Excellent writing and communication skills including ability to effectively communicate through multiple mediums.
  • Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others.
  • Ability to work in complex environments under tight deadlines & changing donor requirements.
  • Demonstrated ability to work effectively in a multi-cultural setting with a wide variety of partners and stakeholders.
