Mission and objectives

UNCDF is the UN’s capital investment agency for the world’s 46 LDCs. UNCDF uses its capital mandate to help LDCs pursue inclusive growth. UNCDF offers “last mile” finance models to unlock public and private capital, especially domestic resources, to reduce poverty and support local economic development. UNCDF uses ‘smart’ official development assistance to unlock and leverage public and private domestic resources; it promotes financial inclusion, including through digital finance, as a key enabler of poverty reduction and inclusive growth; and it demonstrates how localizing finance outside the capital cities can accelerate growth in local economies, promote sustainable and climate-resilient infrastructure development, and empower local communities. Using capital grants, loans and credit enhancements, UNCDF tests financial models in inclusive finance and local development finance; ‘de-risks’ the local investment space; and proves concept, paving the way for larger and more risk-averse investors to come in and scale up.

UNCDF’s financing models work through two channels: financial inclusion that expands the opportunities for individuals, households and small businesses to participate in the local economy, providing them with the tools they need to climb out of poverty and manage their financial lives; and localized investments that show how intergovernmental fiscal transfers, innovative municipal finance and structured project finance can drive public and private funding for local economic growth, women’s economic empowerment, climate adaptation, and sustainable development. The Strategic Framework of UNCDF builds on UNCDF’s financial instruments to drive innovations to respond to the needs in LDCs and reach out to underserved segments of the community.

Context

Against the above backdrop, the assignment will be closely linked to the roll out of the LoCAL programme in Nepal and will include support in coordination, implementation, monitoring and reporting of the programme activities in Nepal. The incumbent will work under the daily supervision of the UNCDF Programme Officer, based in Kathmandu, Nepal and under the general supervision of the Global Climate Facility Manager, based in Kampala, Uganda and in coordination with the National Programme Coordinator/ Country Relationship Manager, UNCDF, Nepal. The incumbent will contribute towards the effective delivery of the Programme’s activities, covering all the expected results.

Task description

Under the direct supervision of the Programme Officer, with the general supervision of the Global Climate Facility Manager and in close collaboration with the National Programme Coordinator/ Country Relationship Manager, UNCDF, Nepal and UNCDF staff, counterparts, including the government, Ministry of Forest and Environment and local governments, [please complete with the function of the supervisor], the UN Volunteer will undertake the following tasks:

Programme Support

  • Support UNCDF’s Country Office Nepal team in carrying out the preparatory activities to roll out the Local Climate Adaptive Living (LoCAL) Facility programme in Nepal;
  • Support the review of municipalities’ gaps and opportunities to build sustainable cli-mate resilient investments and climate actions adapting to climate change impacts;
  • Support the team research good practices in integrating climate change adaptation into local governments’ planning and budgeting systems and analyse trends in the area of National Adaptation Plan, National Determined Contribution implementation at the local level;
  • Support the country team with implementation, monitoring and evaluation, and reporting in close collaboration with in-country partners,
  • Support project management daily activities (e.g. writing terms of reference, memoranda of understanding, letter of agreement, recruitment and management of consultants), including organization of field missions and meetings with partners;
  • Assist the strengthening of the quality of monitoring and evaluation systems of pro-gram developments and implementation (including preparation and monitoring of the annual work plan, participation in field missions, filing the logical framework, contribution to the preparation of annual reports),
  • Support the organization of events, meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Operational support

  • Support the strengthening of the quality of operational services and activities delivered by UNCDF/LoCAL and support implementation of budget, financial and procurement activities, in close collaboration with the Management Support Unit and regional col-leagues.

Knowledge management and communication

  • Assist the review of related policies preparation of knowledge products on initiatives UNCDF’s interventions and on the reporting of the same.
  • Support the write up of articles related to events and initiatives undertaken and con-tribute to quarterly reporting.
  • Support capacity building activities including identifying, analyzing, documenting, harmonizing and disseminating both national and local issues as well as conditions and best practices and lessons learned among partners. Capacity building activities will include coordinating meetings, workshops and seminars with project management teams, government, partners and other stakeholders;
  • Assist with the preparation of various written outputs and knowledge products, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, etc.;
  • Contribute to the implementation of the Communication and Visibility Plan of the Pro-gramme, in collaboration with the Facility, partners and technical consultants

Any other tasks as may be required relating to UNCDF’s interventions in country.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service when-ever technically possible.

This assignment is funded by the Government of Korea and therefore specific criteria apply:

  • Candidates must be Korean nationals.
  • Candidates who have already served as UN Volunteer Specialist funded by the Government of Korea are not eligible to apply (former UN University and UN Youth Volunteers are eligible).
  • Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
  • Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.

Requirements
Required experience

  • 3 years of experience in or demonstrated interest in and progressively responsible in implementing, managing and monitoring development projects, preferably in environmental and climate change areas applied to local eco-nomic development, in particular fiscal decentralization initiatives, would be an added ad-vantage
  • Proven/demonstrable networking capabilities and ability to associate him/herself with a range of actors (inter alia central and local governments; policy makers; development partners and donors, local communities, women and youth groups) with a view to building relations and facilitating links is highly desirable
  • Work experience with local governments, local stakeholders, local communities, and with addressing gender equality as project objective and/or cross-cutting issue in developing countries is desirable;
  • Knowledge of current developments in local economic development for the most vulnerable (women and youth) is desirable;
  • Strong awareness of key and emerging issues related to climate change/adaptation is highly desirable;
  • Experience with a UN organization/agency is desirable;
  • Experience with UNDP Procurement Processes is desired, but not a requirement.

Other information
Living conditions and remarks

The UNV will be placed in the UNCDF Country Office in Kathmandu Nepal and will work alongside the country office team. The UNV may be required to travel to pilot municipalities accompanying the country team as and when required. Should unforeseen exigencies such as the pandemic affect travel, due considerations will be made to allow the UNV to work from home.
