The Payroll Officer will work under the supervision of the Payroll Coordinator to ensure smooth management and implementation of staff salary and benefits. The Payroll Officer will primarily be responsible for the handling of insurance benefits in close coordination with insurance vendor; updated and efficient documentation of payroll and benefits including taxation; timely payment and documentation related to staff exit. In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities:

Payroll Management:

  • Support the Payroll Coordinator in effort reporting in reviewing the timesheet and communicating with staff for any required modifications.
  • Support Payroll Coordinator in facilitation of audit as required.
  • Support Payroll Coordinator to calculate and compute monthly payroll, benefits, tax, and Social Security Fund with accuracy and timely disburse according to Policy and Law
  • Support Payroll Coordinator to prepare GLACOS for monthly Payroll Accrual
  • Conduct remuneration tax assessment of employees and deposit monthly tax withholding respective government agency, upload monthly tax paid amount in to IRD system (etds)

Insurance related:

  • Timely communicate/ correspond/coordinate with banks, Insurance Company, SSF, CIT , Nabil RF in regard to payroll and benefits
  • Manage medical insurance of all staff (timely payment of premium, maintain record of Insurance policy and update staff Insurance Insured documents)
  • Manage staff Medical Insurance claim documents (compilation of claims and maintaining its record, coordination with Field office HR/Admin Officers with regards to insurance claims, communication with concerned staff and the insurance vendor)

Exit Management:

  • In coordination with the HR Coordinator, ensure that all exit documents have been submitted as per the policy including review of the Leaver’s checklist.
  • Prepare exit documents for leavers after verifying with record and ensure its timely issuance.
  • Maintain updated record of all leavers in coordination with HR Coordinator

Documentation:

  • Record monthly Payroll provisions (SSF, Dashain Provision, Annual Leave Provisions, Sick Leave provision) and ensure proper documentation and filing of all the provisions.
  • Reconciliation of all leave through the ORACLE and Timesheet record; reporting of leave discrepancies and ensure solution implementation in consultation with Payroll Coordinator and HR Manager
  • Keep record of employee’s Social Security Fund (SSF), Provident Fund (PF), Nabil Retirement Fund (RF), Citizen Investment Trust (CIT), TDS and maintain proper filing of all information including readily available data pertaining to this information.
  • Facilitate and prepare letters to support staff on loan process from SSF, Nabil RF and CIT and keep a record of the same.
  • Keep up to date proper filing of all payrolls related documents and ensure that the filing is done as per various compliances.
  • Maintain and update payroll and insurance related templates and tools.

Staff Benefits:

  • Provide orientation to staff related to insurance, effort reporting and tax provisions.
  • Update Nabil Retirement fund account of each employee and make available to each employee on annual basis.
  • Facilitate the process for opening Payroll Bank Account, SSF Account, Nabil RF and Other Accounts for new staff.

Representation and coordination

  • Develop and maintain a network of external contacts with key individuals in the banks, insurance company, payroll software vendor, government retirement entities.

General:

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Be an active and engaged member of the HR team.

Qualifications and experience:

  • At least a Bachelor’s degree in Commerce, Business Administration/Studies, management or related discipline
  • At least 3 years of working experience in related field with similar responsibilities.
  • Ability to work in a complex environment with multi-tasking, meeting deadlines and working under pressure
  • Proficient in the usage of Microsoft Office with an efficiency in MS Excel
  • Fluency in Nepali and English language both written and oral
  • Good planning, organising , coordination and communication skills
