Panchtara Yuwa Samrakshak Manch (PTYSM) Jajarkot is an NGO dedicated to upholding the rights of marginalized and excluded communities through its interventions on Disaster, empowerment, equality and social justice and agriculture, education, health, nutrition, and livestock services are working in the area of widespread municipals of the district, women, children, Dalit, Janajati and vulnerable communities. It works with a vision of a just and prosperous society with people having access to and ownership over resources and communities.

PTYSM has been implementing the integrated project SAHAYAYRA-II in partnership with Save the Children International to improve student’s basic education, to improve implementation of UNCRC by government and Civil Society, to create safe and protective environment for children in school, health facilities and other community settings in Chhedagad municipality of Jajarkot District. Thus, PTYSM invites applications from suitable Nepali candidates for the following full-time positions:

Position: MEAL Coordinator

Number of Position: One 1 (based in Chhedagad Municipality Jajarkot)

This position will provide necessary support to conduct baseline, evaluation and outcome monitoring processes in the assigned programme areas. This position is responsible to improve the quality of Programs and information management through improved monitoring and accountability system in the Program areas. This position will report to the Program director and MEAL focal person of the organization.

Major Responsibilities

  • Conduct monthly quality monitoring against quality benchmark, share monitoring reports in line with preset quality benchmark findings and prepare action plan jointly with program team.
  • Ensure that the complaint feedback & action plan tracker have been maintained in the excel database and has also been successfully updated in the OPMIS.
  • Conduct follow-up monitoring visits to materialize action agreed in action plan tracker and maintain ‘Monitoring – Action Plan Tracker’ at field level.
  • Conduct quarterly output monitoring (Variance analysis, source verification & Progress of outputs) and share its finding with concerned program team.
  • Conduct quarterly Data Quality Assurance (DQA) as per the guideline developed during the MEAL review meeting.
  • Review project tracking report (activities planned vs. achievements) along with the reason for its variance (Monthly).
  • Conduct joint monitoring in coordination with program and finance team and produce its report.
  • Take lead role in coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations and special researches/studies.
  • Support project teams to draw key learning, good practices and significant case stories from and share with senior management of organization as well as SCI Nepal.
  • Supervise the enumerators/volunteer during data collection and ensure data are collected with quality.
  • Ensure community sharing tools are used properly (pocket calendar with MEAL’s information, master flex print, radio jingles, toll free number and objectives of the activity/ project) with the beneficiaries.
  • Capacitate, mentor and supervise MEAL Assistant(s) in managing complaint and feedback mechanism (accountability concerns).
  • Ensure that the complaints/ feedback mechanism issues are addressed on time.
  • Ensure the complaints and feedbacks have been successfully and timely updated in the OPMIS.
  • Technically (comments on TOR and methodologies, finalize indicators, provide inputs in research questions, perform/ advise sampling tools and techniques, proof read draft reports) support program team and consultants while conducting situation analysis study, baseline, midterm evaluation and end-line evaluation.
  • Provide technical support in the field to program team while conducting CEMIS, QLF, IDELA, CREDI and child participation quality service delivery survey.
  • Provide technical support to program team, consultants and Operation Research Coordinators while conducting formative and operational research.
  • Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of PNGO as per prescribed feedback handling guidelines.
  • Support Program team in conducting the child consultation to ensure the voices of children in complaint feedback mechanism.
  • Provide monthly report on accountability including feedback and response status to Field MEAL department using prescribed format of SCI.
  • Document learning’s generated through MEAL approach.
  • Suggest program team to incorporate key learning’s (generated via the CFM & Action Plan
  • Tracker lodged in the OPMIS) in the upcoming plans and interventions.
  • Design and maintain innovative learning tools and approaches (via learning log) and ensure its use by the program team.
  • Comply with SCI child protection policies and practice with respect to child safeguarding, anti-fraud policy and other relevant policies and procedures.

Academic Qualification and Experience

  • Bachelor’s degree in social science or development studies in the field relevant to MEAL.
  • At least two years of experience working with I/NGO in the field of monitoring, evaluation accountability and learning.
  • Sound knowledge on qualitative and quantitative data collection methodologies and analysis.
  • Computer and Technology literacy; Good computer skills including Word, Excel, PowerPoint, Ability to work under pressure.
