Job Purpose
Under the general supervision of the ILRI Nepal Country Representative, this position will provide overall day-to-day finance and administrative support to the ILRI Nepal Office and team members including monitoring daily activity calendar, maintaining contact details of staff, keeping track of basic office supplies, monitoring vehicle use, making travel arrangements. Maintain filing system and prepare routine responses to regular queries and letters. Monitor budget and expenditure statements and upload the same to ILRI OCS.

This is a ILRI position hosted by IRRI and will be based at IRRI Office in Kathmandu, Nepal and may only be filled in by permanent citizens of Nepal.

Roles and Responsibilities

  • Prepare periodic cash projections and seek the approvals before submitting to Head office for payment.
  • Prepare monthly petty cash reconciliation and submit approved petty cash certificate to IRRI every month including supporting documentation per policy
  • Review & process travel advance request for country & project staff and in accordance with policy and ensuring that all expenses are supported by receipts and scanned copies attached in the financial system (OCS).
  • Timely processing of other payments claims payable, consultants, staff personal accounts withdrawals, supplier invoices and other payments.
  • File copies of the supporting documents and keep soft copy on file for all transactions.
  • Maintenance of staff accounts that reflect correct position with respect to staff transactions
  • Support in preparing annual budget for ILRI Nepal office and monitoring on monthly basis to ensure accurate postings and smooth operations
  • Review staff Travel Advance budgets, Travel Expenditure Report (TER’s) & Project/workshop expenditure reports
  • Assist with budget proposal preparations
  • Assist with implementing and maintaining internal financial controls and procedures
  • Assist financial and accounting aspects for projects running in the region as required.
  • Assist in annual institute auditing process and project specific audits
  • Coordination and liaise with bankers, vendors, staff, partners, ILRI/IRRI finance etc. consistently for all the financial and accounting related matters and timely settlements.
  • Manage office assets/ inventories and provide updates on regular basis
  • Coordinate with the Finance Manager at the headquarters to have consultant accounts created in the financial system (OCS)
  • Coordinate with HQ on any projects that may be ending to ensure all expenditure is captured prior to closure
  • Ensure that all payments are fully supported as per institution policies
  • Submit monthly field return to ILRI HQ, while attaching all the required supporting documents in the financial system (OCS).
  • Ensure that expenses are coded correctly and charged to the correct project code
  • Handle logistic organization of workshops/ conferences/ trainings/ field work
  • Arrange visas, flight tickets, accommodation and car rental for staff’s travels domestically and internationally
  • Assist staff/ short-term volunteers/students in locating suitable housing

Qualifications

  • Masters in Business Administration with specialization in Finance, Accounting, Management Commerce with minimum 3 years of relevant work experience or;
  • Bachelors in Business Administration with specialization in Finance, Accounting with minimum 5 years of relevant work experience

Skills Required
Mandatory

  • Proficiency in computer skills, including sound knowledge of Microsoft Office
  • Has good oral and written communication skills (English, Nepali), communicates status of work regularly and in a timely manner
  • Strong interpersonal and communication skills
  • Excellent multitasking skills, organized and flexible

  • Work experience in non-profit or international organizations
  • Knowledge of computerized accounting software required – preferably Agresso
