Job Description

The Insurance and Risk Finance Facility is a flagship initiative of UNDP’s Sustainable Finance Hub and part of the wider Global Policy Network. It is the heart of UNDP’s insurance and risk finance support to country offices, programme countries and partners in terms of policy and guidance, tools and methodologies, and networks and partnerships. It will act as a catalyst for the development and delivery of new insurance products, tools and services, while also investing in the long-term transformation of insurance markets, with the goal of strengthening country and community resilience to socio-economic, health, climate and other shocks. Beyond developing and delivering insurance solutions, the Facility will leverage the expertise and capacity of the insurance industry to reduce risks, by focusing on integrating this expertise into development frameworks and financing. UNDP will work to build insurance markets in developing countries through legislative and regulatory reform alongside institutional capacity development. This work will be supported by investment in advocacy, training and education, as well as collaboration with industry partners on the development of insurance products tailored to new markets and new clients. UNDP’s five focus areas are broken down into a set of interlinked workstreams – 1) Integrating Insurance into Development, 2) Inclusive Insurance, 3) Sovereign Risk Financing, 3) Natural Capital, 4) Insurance and Investment.

IRFF initiative is being implemented in 22 countries including Nepal. UNDP is planning to recruit a National Project Coordinator to implement IRFF initiative in Nepal.

Duties and Responsibilities

Under the overall guidance of UNDP Deputy Resident Representative and IRFF regional specialist, the National Project Coordinator will report to the Inclusive Economic Growth Policy Advisor.

  • Effective management and implementation of the insurance and risk finance development interventions of the Facility, including the collaboration with the Insurance Development Forum
  • Reporting, Communication and Monitoring and Evaluation
  • Gender and Social Inclusion work through project interventions
  • Policy advocacy and programme development

Effective management and implementation of the insurance and risk finance development intervention, including the collaboration with the Insurance Development Forum

  • Provide proper guidance to the project partners/counterparts for effective planning, management and implementation of projects to ensure timely implementation of activities and achievement of quality results; including facilitating the elaboration/revision of the work plan and budget and submitting the drafts in time for the bi-annual budget revision process (30 June and 31 December of every year)
  • Timely analyze issues and situations arising during the implementation of the programme/project, financial and substantive monitoring and evaluation of the project, identification of operational and financial risks, development of solutions
  • Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards;
  • Organise all relevant project workshops in a consultative manner, involving a wide variety of stakeholders, including the government, private sector, NGOs, donors and academia.
  • Support establishment of necessary coordination structure including national Steering Committee and share the reports.
  • Ensure a timely identification and communication of risks in implementation to the global IRFF team.
  • Oversee procurement processes, including of consultants, drafting terms of reference and specification for procurement of goods and/or services
  • Facilitate project audits, spot-checks, interim project evaluation and follow-up on the implementation of recommendations;
  • Ensure synergies and coherence with other interventions in the Country Office;

Reporting/Communication/M&E

  • Lead project monitoring, reporting and evaluation at national level, draft monthly and quarterly reports for review by the Regional Specialist and submission to the global IRFF team.
  • Prepare regular aggregate reports on activities, outputs and outcomes, including technical progress to donors as required;
  • Actively participate and contribute to the UN/ UNDP’s regular reports on outputs and outcomes as well as outcome evaluations, under the framework of the UN Cooperation Framework and Plan.
  • Ensure effective facilitation of knowledge building and management, guidance to all stakeholders on programme/project management, operational and technical matters focusing on the achievement of Country Programme(s) and Country Office’s performance.
  • Document lessons learned and best practices in Country Programme/project development, management, implementation and/or oversight.
  • Develop briefing notes, reports, case studies, press releases, web articles and other media and knowledge products as required.
  • Access global best practices and share them with local and international stakeholders, and ensure their incorporation into the thematic area of disaster risk insurance and risk financing and project design process.
  • Participate and contribute to communities of practice, codifying and sharing knowledge.

Ensure Gender and Social Inclusion work through project interventions

  • Provide policy and strategic inputs to strengthen gender & social inclusion in the project plan and implementation strategy;
  • Ensure that women and people from disadvantaged groups and persons with disabilities sufficiently benefits from the project initiate
  • Ensure that the concerns of women and disadvantaged group and persons with disabilities are included in the strategies, guidelines, operation manuals in the area of insurance and risk financing

Policy advocacy and programme development

  • Ensure effective provision of policy and technical support services focusing on the achievement of Country Programme results
  • Conduct background analysis and summary of policy and scientific research related to disaster risk insurance and risk financing
  • Work closely with UNDP technical advisors and specialists in Nepal and in Regional Bangkok Hub to identify opportunities for project development and mobilize resources and ensure linkage between programmes and projects in Nepal and these at regional and global levels;
  • Support to Design, develop and formulate initiatives/projects that are aligned with programme priorities in the Country Programme, strengthen existing partnerships and form new partnerships.
  • Assess programme interest and priorities of key donors and development partners, support to the development and/or update of CO Partnership and Resource Mobilization Strategy.
  • Establish and maintain close working relationships with stakeholders, advocate UNDP comparative advantages with corresponding programme, initiatives and projects; and ensure visibility.
  • Identify opportunities and areas of risk financing for UNDP support, and mobilize resources from the Governments (national, sub-national and local), bilateral or multilateral donors, development partners, financial institutions and private sector.

Required Skills and Experience

Education:

  • Master’s or Bachelor’s Degree in Finance, Development Management, Public Policy or related field, or another field combined with relevant work experience.

Experience:

  • Master’s with two years or Bachelor’s with four years of experience in managing and implementing projects
  • At least 2 years of experience, preferably in the implementation of projects relevant to insurance and risk finance, sustainable finance, or financial inclusion
  • Experience in collaborating with international and national experts and institutions.
  • Experience in institutional capacity development
  • Experience of developing and maintaining Partnerships and Resource Mobilization
  • Gender and Social inclusion priorities.
  • Sound understanding of key software packages (MS Office)
  • Prior work experience with UNDP.

Language requirement:

  • Excellent written and verbal English language skills with a proven record of report writing.
