This position is part of the Emergency Preparedness and Response (EPR) unit and reports to the Head of Supply Chain and EPR. The incumbent will closely coordinate with the EPR Project Manager. The job holders report to a more senior Logistics Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that logistics operations and project objectives are achieved in full. Job holders are heavily involved in day–to-day activities and analytical work, and are focused on the areas of logistics and inter-cluster coordination for emergency preparedness and response, high-level government and civil-military liaison, logistics information management and backup security officer to contribute to information collection and analysis of security threats and risks to WFP personnel and assets.


To provide daily logistics coordination, high-level government and civil-military liaison services plus related research and analysis to ensure the efficient and cost-effective operations to achieve the strategic objectives of the WFP Nepal country office in full.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall management of the WFP Nepal Country Director, in close coordination with the EPR Project Manager and the direct supervision of the Head of Supply Chain and EPR, the incumbent will be responsible for the following duties:
• Contribute towards the development of logistics emergency preparedness and response contingency plans, Conops, EPRP and processes ensuring compliance with wider logistics policies and WFP and national government standards.
• Liaise and coordinate at high-level with relevant Government of Nepal partners, ministries and Government Security Forces (Nepali Army, Nepal Police, Armed Police Force), with UN agencies, donors, I/NGO’s, professional organizations and Academic Institutions on behalf of WFP and in support of UN RCO for the logistics cluster, inter-cluster and civil-military coordination subjects.
• Support the Country Director and CO units/services with protocol issues, negotiating MoU’s and official CO project agreements & documents with relevant ministries.
• Support or manage as substitute security officer, collecting safety and security information and analysing security threats and risks to WFP personnel and assets.
• Support or manage as substitute EPR project manager, the National Logistics Cluster or operational activities following standard processes and contributing, directly or indirectly to the effective implementation of Activity 6 and delivery of humanitarian assistance to beneficiaries.


• Collect and analyse data through research and networking with colleagues to recommend actions to senior staff to improve performance of national and local emergency logistics preparedness and response operations, strategies and policies.
• Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds.
• Contribute to consolidation and preparation of humanitarian relief pipeline planning, and to manage and optimize operational aspects of the humanitarian supply chain (procurement, shipping, dry-/port operation), including customs clearance processes, loading and discharging, contracting of applicable transport, warehousing and any relevant logistics services for WFP and members of the national logistics cluster.
• Contribute to the supply chain by providing technical support and guidance to other CO units/services, divisions, particularly for emergency preparedness & response.
• Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
• Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistent information presented to stakeholders.


• Support capacity building of WFP staff and partners for efficient and effective delivery of logistics services and food assistance to beneficiaries (e.g. through the design and review of EPR, supply chain and logistics training materials).
• Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
• Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessments (LCA), to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
• Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
• Act in an assigned emergency response capacity as required to meet logistics cluster coordination and emergency food assistance needs.
• Perform other duties as and when required.

Education: Advanced University degree in Political/Humanity and Social Science, Supply Chain, Logistics, Business Management or related field, or First University degree with additional years of directly related work experience
Language: Fluency (Level C) in both written and spoken English and Nepali language.



• Having 7 years of experience in logistics coordination, high-level government and civil-military liaison services plus related research and analysis.
• Coordinating national logistics cluster or inter-agency coordination, managing logistics services, information management for preparedness and disaster management.
• Liaison with Federal Government ministries and civil-military coordination (having served in the Nepal Army is desirable).
• With emergency training & simulation design & facilitation.
• With Safety and Security Management.
• Project planning, development and resource management.
• In warehouse and management of humanitarian relief items.
• Supporting Disaster Risk Reduction (DRR) and emergency policy and strategy development for Government partners.


Knowledge and Skills:

• Instructor/Trainer for Emergency/Disaster Risk Management.
• Safety and Security / Conflict and Crisis Management.
• Facilitator of Disaster/Emergency Management simulation exercises.
• Knowledge of Humanitarian Emergency Logistics and experience on logistics response operations.
• Actively establishes and maintains networks, leads coordination and the provision of technical assistance, while demonstrating the ability to represent WFP to a broad spectrum of key stakeholders (e.g. providing services, and working with MoHA, NDRRMA, CAAN and others).
• Ability to build strong partnerships by understanding and appropriately responding to and/or escalate needs of external partners.
• Politically agile by portraying an informed and professional demeanour toward internal and external partners and stakeholders.
• Having outstanding communications, coordination and people skills
