The Consultancy will contribute to strengthening regional resources on civil registration, with particular attention to birth registration, in South Asia including dissemination of report on status of CRVS in South Asia, copy-editing and dissemination of paper on CRVS coordination mechanisms, paper on relationship between civil registration and civil identification, and paper on cross border collaboration between civil registrars

How can you make a difference?

The consultant will prepare a background note for a meeting of civil registrars in South Asia. This background note will prepare the ground work for a half day discussion on marriage registration. It will draw on desk research of the current civil registration systems in South Asia, marriage laws and practices in South Asia, as well as international directions on civil registration as emanating from the ‘Principles and Recommendations for a Vital Statistics System’. It will answer the following questions.
• How are different unions accommodated into one civil registry (e.g. monogamous, polygamous, heterosexual, same sex, etc.)? What are the challenges?
• Are different accommodations needed for different customary or religious marriages? Why? What are the challenges?
• Are different accommodations needed for different ethnic groups? Why? What are the challenges?
• What are the opportunities for marriage registration to prevent child marriage?
• What are the implications for the legal and policy framework in a country
• How is the validity of the marriage certificate achieved? What are the different uses for the marriage registration and marriage certificates?
The paper will be revised at the conclusion of the meeting, incorporating the findings from the meeting itself including key recommendations. It will also include examples of directions that are being tried in the region.

Key Assignments/Tasks:

• Prepare a 10-15 page paper on the marriage registration using the questions above as a non-exhaustive list of areas to be covered. The paper should be in formal style with appropriate references. A draft of the paper will be shared for comments 2 weeks before the meeting for comment and further amendment by the author.
• Presentation of the paper at the civil registration meeting in South Asia, scheduled for Nov 2019. This presentation should include visual aids. This may be in person or virtual.
• Document the discussion on the marriage registration held at the civil registration meeting in South Asia
• Finalise the paper of marriage registration incorporating the experiences, findings and conclusions of the discussion on the topic held at the South Asia civil registration meeting

• To qualify as an advocate for every child you will have:

• Master’s or advanced university degree in social sciences, statistics or related field, or significant experience in the civil registration arena
• At least 10 year’s experience working with civil registrars
• Experience researching and writing background papers and reports of publishable quality (including desk research and key informant interviews)
• Ability to work with minimal supervision
• Ability to absorb, analyse and synthesis data
• Excellent presentation skills
• Familiar with ICT applications – Word, Excel, Skype, Zoom
• Language Proficiency:
• Excellent written and spoken English required
