Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Introduction

The ILO is one of the implementing partners of the EU funded UN Joint Programme (UNJP) Empowered Women, Prosperous Nepal (2023-2026).
The UNJP entitled, Shashakta Mahila, Sambriddha Nepal (Empowered Women, Prosperous Nepal), a partnership of the ILO, UNFPA, UNICEF and UNWOMEN, financed by the European Union in Nepal, represents a strategic contribution to the achievement of gender equality as an integral element to the realization of the national vision of a prosperous and developed Nepal. The UNJP seeks to address key drivers of gender inequality in Nepal through an integrated gender transformative approach with a focus on (1) ensuring that women, girls and other vulnerable groups are protected from exclusion, discrimination and violence in their homes and communities (2) strengthening women and girls access to decent work and economic opportunities and social protection and (3) addressing implementation and accountability gaps in policy and legal frameworks to uphold the principle of substantive equality.
The ILO is the leading agency for the programme’s component on economic empowerment and decent work for women and other vulnerable groups, particularly in the agriculture and forestry sectors, while contributing to advance gender equality and women empowerment in the broad employment and growth policy and legal frameworks. The programme’s interventions are based on a holistic perspective, and include actions on the care economy, labour rights, labour administration, social protection, solidary economy, enterprise development and formalization of employment and economic units. The programme will be implemented in close collaboration with the EU Delegation in Kathmandu and the UN partner agencies.
Within the policy and procedural requirements established by the ILO and the UNJP, the Technical Expert will be responsible for the day-to-day management of the programme implementation and provide technical advisory services towards the development and execution of any future programmes to be developed in the programmes sector. He/she will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the Programmes’ financial and operating procedures. The incumbent will promote ILO policies in the project related technical areas.
The position is based in the Country Office for Kathmandu (CO-Kathmandu) based in Kathmandu, Nepal

Reporting lines

The Technical Expert will work under the supervision of the Director of CO-Kathmandu, with technical backstopping by specialists of the Decent Work Technical Team for South Asia (DWT/CO-New Delhi), particularly the Specialist on Local Strategies for Decent Work, Senior Social Protection Specialist, Specialist on Social Dialogue and Labour Administration, and Gender Specialist, and WORKQUALITY in ILO headquarters. Further technical guidance, support, and collaboration with other relevant technical specialists at DWT-New Delhi and HQ.

The incumbent will also oversee the work of national officers, admin staff and other support staff, and any international and local consultant hired during the programmes.

The incumbent will report to the Director ILO Office or the Chief Technical Advisor responsible for the project implementation, and will receive technical guidance from the concerned technical department and will work closely with Technical Specialists in the HQ or the DWT.

Description of Duties

  • Ensure effective implementation of the programmes through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring, and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures in consultation with the responsible field office if applicable.
  • Responsible for the effective management of funds/budget assigned to the programme.
  • Manage efficiently the human resources of the programme including recruitment, performance, and talent management aspects.
  • Provide technical support to relevant government agencies and other key institutions, in undertaking their advisory responsibilities under the programme in close collaboration with the Country Director and CO technical team.
  • Review and analyse country specific development plans and priorities, socio-economic data, reports, and other relevant information to inform strategic engagement with Government and other key institutions.
  • Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers’ and workers’ organizations, non-governmental organizations, the target groups, and the donors, in the planning and implementation of activities under the programmes.
  • Liaise with other UN agencies and counterparts to promote ILO’s values, increase the project’s visibility, and facilitate the scaling-up of the programmes’ interventions.
  • Promote ILO principles, standards, and policies in the related technical areas of the programmes, other fundamental rights at work and the relevant International Labour Standards in collaboration with other technical/labour standards specialists.
  • Maintain working contacts and collaboration with multi-lateral and bilateral donor community for the development of future activities linked to the programmes in coordination with the Country Office and PARDEV.
  • Write and disseminate information materials on programmes in close collaboration with other relevant technical specialists at the HQ.
  • Monitor and expedite programme implementation through discussions with technical, substantive and project staff, field visits, analysis of progress reports, and participation in reviews and evaluations. Prepare reports based on the information obtained as an input to corrective decision making and revisions and establish coordination with concerned ILO departments and programmes.
  • Identify training needs and organize capacity building activities for the tripartite partners, other agencies, target groups and staff as appropriate to reinforce the professional capabilities.
  • Manage the design and implementation of research and knowledge creation activities. Leverage technical expertise in the in the related technical areas to support, national regional and cross-country knowledge development and knowledge sharing opportunities.
  • Any other duties requested by the Country Director.

Required qualifications

Education

Advanced university degree (Master’s or equivalent) in a relevant field with relevant experience in public policy, economics, management, social science, or a related field.

First level university degree (Bachelor’s or equivalent) in a relevant field with nine years of relevant experience may be accepted in lieu of an advanced university degree.

Experience

Seven years’ experience in the management of development cooperation activities, including at the international level, which includes field experience in leadership role in the implementation of projects, preferably in the fields of social protection, economic inclusion, local development, and decent work.

Key focus areas include experience with developing economies, extension of social security to the informal sector, decentralization and localization of policies and programmes, transition to the formal economy, gender equality and women empowerment, as well as capacity building.

Knowledge of Nepali context, and experience working with officials of ministries of labour, gender affairs, and finance would be an advantage.

Languages

Excellent command of English. Working knowledge of a language of the duty station would be an advantage.

  • Ability to formulate new concepts and methodologies, and to synthesise research and reach empirically based conclusions on related subjects by understanding both the qualitative and quantitative approaches in social science research.
  • Ability to develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings.
  • Ability to promote knowledge sharing and learning culture in the office, and to focus and guide others to meet objectives at individual and group level.
  • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
  • Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals.
  • Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services.
  • Good knowledge of the role and operations of UN system activities for development.
  • Ability to plan and support the development of individual’s skills and abilities for a more effective fulfilment of current or future job/role responsibilities.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
