Purpose of consultancy

The purpose of this consultancy is to provide:

  • Technical Assistance to WHO Country Office for Nepal to strengthen strategic partnerships building and high-level health policy advocacy on Covid -19 vaccination program & routine immunization
  • WHO is currently responding to the COVID-19 emergency outbreak, including Covid -19 vaccination as per Nepal goverments NDVP. The proposal is to recruit an International Consultant to support MoHP/DoHS Nepal on strengthening communication messages regarding COVID-19 vaccination, specifically improving messages on pediatric vaccination, booster doses and regarding importance of continuing routine immunization and partner Coordination

Background

Nepal is implementation COVID-19 vaccination and till date has reached over 65% fully vaccination in total population, however in the past few months the update of vaccination has been slow due to limited community awareness and weak messaging on importance of COVID vaccines specifically on boosters.

Now MoH is planning to introduce COVID-19 vaccination for children 5 years to <12 years, this will need careful messaging and advocacy with relevant stakeholder (including schools, parents, teachers) and other key officials like parliamentarians, newly elected mayors etc. Also, we need to revitalize messaging and increase communication regarding importance of routine immunization which had declined due to COVID pandemic. IPD unit does not have a communication staff, and hence it’s important that we hire a consultant to support MOH and partners in this key area of work

Under the direct supervision of WR and in close coordination with the Team Lead, WHO IPD unit the incumbent would perform the following functions:

  • To Provide technical Support in preparation of high-level advocacy messaging in support for COVID-19 vaccination specially with Mayor, Parliamentarians & other stakeholders
  • To provide strategic advice and facilitation support for high-level, multi-sectoral engagement in support for COVID-19 vaccination
  • To provide technical support in preparing high level advocacy messaging in revitalization of routine immunization
  • To prepare a draft of advocacy messages on COVID-19 children vaccination, boosters for strategic communication on prioritized agenda and present to stakeholders
  • Perform any other tasks requested by the WHO Representative, WHO CO Nepal

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in social sciences, international relations or related from a recognized university.

Experience

Essential: 7 years of experience including in communications, partnership building or related area.

Desirable: Of these 7years, working at least 1-2 years in a developing country setting is preferred.

Skills/Knowledge:

  • High level multisectoral technical knowledge in effective communication and advocacy activities.
  • Excellent communication and presentation skills with the ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.
  • Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

Languages and level required:

Excellent knowledge of both written and spoken English

Location

On site: UN House, Kathmandu, Nepal

Travel

The Consultant is expected to travel in any of the 7 provinces of Nepal.

Remuneration and budget (travel costs are excluded):

  • Remuneration: USD 7000 monthly
  • Living expenses: USD 140 per day (ASD Rate)
  • Expected duration of contract: For 6 months
