Job Description

Job purpose:

Creating an enabling environment for greater engagement of citizens in local governance to enhance good governance and the rule of law;
Leading and ensuring efficient and effective planning, implementation, monitoring and reporting of project activities, and managing the project fund and human resources;
Contributing to building the capacities of local governments, elected women representatives and civil society organizations on human rights and democratisation.

Major Duties and Responsibilities

Compliance to policies, rules/regulations and guidelines

Adhere to organizational policies, procedures, regulations and guidelines of Helvetas (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.);

Ensure Constitution Sensitive Programme Management at all levels.

Project management and administration

Assume responsibility of overall project management to achieve desired outcomes and outputs as stipulated in the project document as well as in close coordination with the co-applicants;

Take lead to prepare project annual plan (YPO) in line with project document and in close coordination with the co-applicants;

Prepare assignment-based ToR for local consultants/facilitators and support to sign contract agreements;

Identify appropriate external consultants/experts and enter into agreement with them to organize required trainings;

Conduct periodic monitoring and provide feedbacks on project activities performed by local consultants/facilitators;

Liaise with the Palika stakeholders, manage resource allocated for the project (i.e. budget, human and office assets).

Capacity development of the Palikas and the partners

Facilitate to identify gap and design plan to address the gap in implementation of their periodic plan;

Support to design curricula and conduct training on planning, leadership and decision-making process for Elected Women Representatives (EWRs) members, the Palika officials and planning facilitators;

Design and facilitate GESIP focused capacity development package for the Palikas;

Support to prepare Palika Periodic Development Plan (PPDP) of 8 selected Palikas.

Support to develop and utilize accountability mechanisms

Design and apply monitoring mechanism and feedback provision;

Support to promote transparency in the Palikas through fulfilling their obligations of complying with the RTI Act for proactive disclosure of information;

Conduct training and apply different social accountability tools.

Knowledge management

Support to develop guidelines, manuals and other IEC materials as and when required;

Collect and compile good practices of the Palika;

Assist to document semi-annual and annual, training and workshop report;

Report the status of the project to the line manager by preparing quarterly report and annual report.
Measure project performance using appropriate tools and techniques.

Team Coordination

Take full ownership of the project from planning to delivery of the project;

Maintain good team spirit within the project team;

Manage the rapport and relationship with the Palikas and other stakeholders.

Be easily approachable and flexible in work.

C. Required Education, Experience and Competencies:

Required Education & Experience

Master’s degree in social science, rural development, public administration, public policy, or another relevant field.
At least 5 years of working experience in governance and accountability related project/ programme.

Required Skills and Competencies

Proven skill in designing, facilitating and evaluating research, training and capacity building on the mechanism and tools of governance, transparency, citizen-state engagement and accountability

A deep understanding of government, civil society and civic movement in Nepal

Ability to develop and maintain high level contacts with government agencies, donor organizations, civil society, local governments

Excellent communication, presentation and interpersonal skills

Advance skill in using computer and IT

Ability to transfer technical knowledge into project designs, project reports and policy papers

Fluency in written and spoken English and Nepali required

Knowledge of other local language is an advantage

Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members

Commitment towards gender equality, social inclusion and poverty reduction

Willingness to work in remote area and travel to field frequently
