Job Description:

World Vision International Nepal seeks an Infrastructure Coordinator (Civil Engineer) for the proposed Ministry of Foreign Affairs (MoFA) – Japan funded multi-year Community Based Disaster Risk Reduction Project, Nepal.

The Infrastructure Coordinator (Engineer) will be responsible to provide technical leadership across all project’s Disaster Risk Reduction programming, and to lead the implementation of infrastructure related activities, and ensure the project’s annual KPIs and targets related to infrastructure are achieved. Infrastructure Coordinator’s main responsibility will be assessment, design, develop estimate costing and to provide overall quality oversight of the physical infrastructure. This position will have regular coordination among team, with PNGOs and all relevant stakeholders.

The Infrastructure Coordinator (Engineer) should have extensive experience in designing and implementing disaster resilient infrastructures (community safe shelter, LEOC building, small scale mitigation measures). IC will also support Project Specialist for assisting CBDRR related activities in both projects implemented districts in close coordination with WVIN, PNGO staffs under the guidance of Project Manager.

This position will lead the technical input, field implementation, coordination with non-government organizations & government stakeholders, signing MoU with local government, budget management, and support for preparation of DRR technical documents. The key components of this project that need to be managed by IC are construction of multipurpose community safe shelter, local emergency operating centre (LEOC), small mitigation measures, etc. to minimize the risks of disaster in community level.

MAJOR RESPONSIBILITIES

  • Responsible for infrastructure construction component of the project (including planning, coordination and monitoring/evaluation of all infrastructure activities) in close co-operation with Project Specialist.
  • Supervision of the infrastructure construction works of project operations in order to ensure the project is implemented in line with planned activities and expected outcomes.
  • Facilitate need assessment, problem identification, stakeholder and situation analysis along with project team in PNGO.
  • Facilitate construction, operations, and maintenance activities at project sites.
  • Ensure reports from PNGO’s team regularly for tracking system, compile those reports and share in a team.
  • Integration/coordination with other sectors for ensuring Child Well-being Outcomes.
  • At least 95% accomplishment of work plan done according to project goal and approved budget.
  • Maintain regular communication with West Field Office; with National office in case of any assistance/support needed.
  • Maintain compliance with standard procedures and guidelines of World Vision International Nepal (e.g. procurement, financial guidelines etc.)
  • Facilitate implementing partners to adhere the WV guidelines and policies.
  • Monitor and ensure infrastructure construction/rehabilitation works meet minimum standards and achieve engineering certifications.
  • Conduct regular monitoring and evaluation of all infrastructure construction works within project areas.
  • Coordination with related line agencies at the project locations for smooth operation of construction works.
  • Ensure project on-time delivery, operation & maintenance plans, project quality, and adherence to safety protocols and ensure works are carried out to the appropriate National or International Building Standards.
  • Sign MoU with respective local government before implementation of the project activities especially for site selection for construction of safe shelter, LEOC building, small scale mitigation measures etc. and ensure ownership of the infrastructure works.
  • Establish strong relationship with line agencies of that locality, where infrastructure works are planned.
  • Ensure all the required documents in the construction process from site assessment to completion are prepared and compiled up for each construction schemes.
  •  Support to partners for sourcing process of construction works in coordination with Supply Chain Management team.
  • Represent World Vision International Nepal when liaising with government authorities, donors, local authorities and other organizations in the project area.
  • Strengthen relationship with project stakeholders such as Communities groups, Children, parents, GOs, NGOs through different ways.
  • The Stakeholders assisted for different program according to the project design.
  • Advocate Gender issues in local forums and collaborate with Govt. and like-minded non-Govt. organizations; wherever/whenever applicable.
  • Develop quality report & submit on time.
  • Prepare or present progress and completion reports.
  • Support to line manager to prepare Monthly, quarterly, semi-annual and annual report in accordance with compliance.
  • Support to team for preparation of case study and success story on a quarterly basis.
  • Review of the running bills and recommend for the payment process.
  • Preparation of certificate of completion for the completed scheme.
  • Support to enhance capacity of PNGO engineering team.
  • Increasing demonstration and understanding of commitment to World Vision’s core values in the approach to work and relationships.
  • Agree and review on performance and development plans with respective supervisor.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Must have knowledge and skills of building construction project implementation including CBDRR projects.
  • Have 5 years of extensive experience in building construction works.
  • Oral and written communication skills in English and Nepali.
  •  Ability to work in a team.
  • Technical Knowledge to do construction activities field survey, design, drawing & estimation.
  • Technical Knowledge to do and check vulnerability assessment of structures.
  • Through Understanding of construction works through contractor approach, handling of multiple contractors in NGOs/INGOs.
  •  Ability to ensure specification of construction materials/works & ensuring the quality of construction works.
  • Strong analytical problem solving and techniques.
  • Work under pressure and can take additional responsibilities.
  • Ability to drive motorbike with valid driving license.

Required Education, training, license, registration and certification

  • Bachelor’s Degree in Civil Engineering with 5 years’ experience or Diploma in civil Engineering with 10 years’ experience in building construction works and disaster resilient infrastructures.
  • Technical Knowledge of civil engineering, building construction and construction contract management in remote locations.
  • Ability to train non-technical users in the use of technical systems in a cross-cultural setting.

Preferred Knowledge and Qualifications

  • Experience in managing implementation of projects in institutional building construction.
  • Minimum 5 years of experience in community/public infrastructure works through NGO/INGOs.
  • Handling contractor and dealing with community experience of working in remote district of Nepal.

Travel and/or Work Environment

60% travel to project sites (local level) of Kailali and Achham

Language Requirements
Fluency in English and Nepali
