Purpose of the position:

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster for WHO Health Emergency Programme (WHE), Nepal. Successful candidates will be placed on the roster and subsequently may be selected for the assignments falling in this area of work or for similar requirements/tasks/deliverables. Inclusion in the Roster does not guarantee selection to a SSA contract. There is no commitment on either side.
In the context of the WHO Health Emergencies Programme, the incumbent will support the emergency team in the end-to-end development, modification, implementation, and management of information systems necessary for the collation, tracking and analysis of relevant intelligence and information related to health emergencies for enhanced health security and emergency risk management in the health sector.

Objective of the Programme:

The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Ministry of Health and Population (MoHP), Government of Nepal (GoN) in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. The Country Office collaborates with the Government of Nepal and relevant stakeholders in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy technical forums. WHO provides guidance and technical support in organizing the humanitarian health response following multi-hazard emergencies and in revitalizing the capacity of the health sector to recover and rebuild from emergencies in appropriate and sustainable ways. In the inter-emergency period the objectives are to increase the capacity and resilience of the Nepal Health System to reduce risk, prevent and prepare for disasters, to mitigate adverse health consequences, through supporting the Emergency Risk Management interventions prioritized in the national plan for the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030); and the health security interventions for enhancement of core capacities required to comply with the International Health Regulations (IHR) 2005 as prioritized in the National Action Plan on Health Security (NAPHS), National Action Plan on Anti-Microbial Resistance (NAP-AMR) and National Pandemic Preparedness and Response Plan (NPPRP).WHO strives to integrate and harmonize the actions undertaken for enhanced ERM and Health Security with the interventions implemented to achieve the health-related Sustainable Development Goals (SDGs) and health systems strengthening through appropriate capacity building and co-ordination mechanisms and partnerships. The WHO Health Emergencies Programme (WHE) supports the MoHP, GoN to direct and coordinate the rapid provision of life-saving emergency health interventions at scale in the aftermath of multi-hazard emergencies and disasters and subsequently assists in the rapid recovery of the health system in collaboration with national and international partners. Thereupon it provides technical support to the MoHP and partners to enhance health sector emergency risk management through prevention risk reduction or mitigation; preparedness and response readiness to build a health system that is resilient to multi-hazard disasters including public health emergencies.

Summary of assigned duties:

Under the overall guidance of the Team Leader – WHO Health Emergency Programme (WHE) and the direct supervision of the relevant WHE Technical Officer (TO) / National Professional Officer (NPO) with the joint day-to-day supervision of the assigned WHE Field Medical Officer (FMO) of the WHO Country Office for Nepal; and in close collaboration with the relevant health authorities at the duty station – the WHE Information Management Associate will perform the following duties:

  • To capture and follow-up on potential public health events detected through the Epidemic Intelligence Open Source (EIOS) online system configured to Nepal and equivalent off-line sources as needed and other event-based, indicator-based surveillance systems and mechanisms in Nepal
  • To support in strengthening and capacity-building of Indicator-based and event-based surveillance system at sub-national level.
  • To generate timely information report on public health events or PHE/ emergencies due to any hazards and report them to the WHE FMO and the supervising health authority
  • To communicate and coordinate with districts / local bodies/ health facilities and other stakeholder partners authorized to collect information:
  • on events with potential or actual public health consequences / emergencies (PHE) detected due to any hazard and their follow-up until satisfactory closure in the Event Management System (EMS).
  • for preparation of situation reports on PHE.
  • on health stakeholders involved in Emergency Risk Management (ERM), health security, Health Cluster, and update it regularly using tools such as the 3W/4W (who does what, where, and when) matrix.
  • To prepare the appropriate data visualization through infographics, summary and detailed informational / statistical / epidemiological content for periodic reports / bulletins for dissemination to relevant stakeholders as authorized.
  • To prepare digital maps with health facility / surveillance site locations, affected or displaced population locations, routes of access and dedicated and accessible free space for emergency operations and regularly update the same.
  • To collect and manage data and generate information for development of:
  • user friendly information portals / websites synchronizing all available information from relevant authentic websites and legacy databases / repositories such as Health management Information System (HMIS) / Logistics Management Information System (LMIS) etc;
  • periodic updates, reports, newsletters and web and social media information products / displays;
  • strategic / operations-related decision support systems and products.
  • To update the databases on human and other logistic and financial resources for health in close coordination with hub and satellite hospital networks and national/provincial/district/local health authorities for utilization during different phases of the health security emergency risk management cycle or the humanitarian program cycle as relevant.
  • To undertake / facilitate / support the development of relevant websites / platforms; web and mobile based application and other critical information and communication technology innovations needed for enhanced health security and emergency risk management in the health sector.
  •  To undertake / facilitate / support the development and implementation of traditional and innovative training and capacity-building tools and packages for enhanced health security and emergency risk management in the health sector.
  •  To undertake / facilitate the installation, regular maintenance and testing, inventory management and training of relevant stakeholders in the efficient use of all information and communication technology, data storage / back-up, uninterrupted power back-up software and hardware; and office productivity equipment; and office amenity related equipment for which accountability has been assigned to ensure effective, uninterrupted and fail-safe operations and flow of information and communication.
  • To coordinate with the Emergency Operation Centres of the Ministry of Home Affairs and other relevant line ministries to obtain information needed for health sector preparedness and response for multi-hazard emergencies through the HEOC and other health institutions.
  • To ensure inter-sectoral/cluster coordination for collective actions on preparedness and response to multi-hazard emergencies and health security enhancing interventions.
  • Support seamless and strong liaisons between the Epidemiology and Disease Control Division (EDCD); the HEOC Network; the National Public Health Laboratory network; the National Influenza surveillance network; the Anti- Microbial Resistance surveillance network; the network of Epidemic Rapid Response Teams (ERRT) and Emergency Medical Deployment Teams (EMDT); and the regional/ local chapters of the national and international NGO associations to ensure effective coordination of ERM and Heath Security activities, information and knowledge sharing and promoting partnerships.
  •  Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements

  • Expertise in software programming and application development would be an asset

Education Qualifications:

Essential: Completion of secondary level education
Desirable: University degree in computer science, information management, public health, management is an asset.

Experience:

Essential: Minimum 1 year of experience in information management or related area.
Desirable: Relevant working experience with WHO and UN agencies is an asset.

Use of language Skills: Excellent knowledge of written and spoken English and Nepali

Remuneration:

Monthly Salary: (Net of tax) NPR 97,279.00 at a single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performances and continuing need for the function.
Grade: Level 5
