UNICEF has been collaborating with different palikas (municipalities) to support data collection to identify most vulnerable households living within high disaster risks-prone areas and linking them with social protection system, so that these households can be supported in case of disaster/humanitarian situation and makes the social protection system Shock Responsive and inclusive. The information collected is also used by the palikas to inform their palika profile thus helping. As of end 2021, UNICEF with the support of local partners and the Local government (palikas) have collected vulnerable household information from 13 flood prone palikas, most vulnerable wards across three provinces namely Madhesh, Lumbini and Sudoorpashchim. In total approximately 50,000 vulnerable households’ information has been collected and documented from these palikas.
The main responsibility of this consultancy is to support harmonization of those data previously collected and help develop one standard dashboard/website where all these data can be made available for use by authorized person from UNICEF and respective palikas in case of any humanitarian situations. In addition, the consultant also needs to develop data collection software in Open Data Kit (ODK) such as KOBO, ONA etc, and train enumerator for data collection analyze collected data and update it in the dashboard.
How can you make a difference?
Compile, consolidate and harmonize Shock Responsive Social Protection (SRSP) data collected from various palikas over the past three years, namely:
Madhesh Province:
Dhanusha: Aurahi Rural Municipality, Mithila Municipality, Sahidnagar Municipality, Janak Nandini Gaunpalika
Rautahat: Ishnath Municipality and Rajpur Municipality
Saptari: Kanchanrup Municipality and Tilathi Koiladi Rural Municipality; Mahottari: Jaleshwor Municipality and
Mahottari Rural Municipality.
Lumbini Province:
Banke: Raptisonari Rural Municipality;
Bardiya: Barbardiya Municipality;
Sudoorpashchim Province:
Kailali: Bhajani Municipality)
Support data collection of vulnerable households for newly identified SRSP Palikas through development of questionnaire in ODK/KOBO/ONA with the implementing partner and analyse data and update the in the UNCEF Official dashboard/website.
Help design and develop dashboard in consultation with UNICEF Inform team to host SRSP data:
Support data collection of vulnerable households for newly identified SRSP Palikas through development of questionnaire in ODK/KOBO/ONA with the implementing partner and analyze data and update the in the UNCEF Official dashboard/website.
Train UNICEF/government/palika staff about updating and downloading data from the dashboard/website.
Deliverable:
Harmonized data of all 13 SRSP data is made available in a ready format to be uploaded in a Dashboard/website. (10 days)
Support data collection, data cleaning and analysis in 3 to 4 palikas for SRSP identified by FO’s (20 days)
Dashboard/website is ready and made available to upload the 13 palikas SRSP data. (10 days).
Support data collection, data cleaning and analysis in 2 to 3 palikas for SRSP identified by FO’s (15 days)
Train UNICEF/Palikas officials on updating, downloading, and analyzing data from the new SRSP Palikas where the data has been collected (5 days).
Duration of the contract:
The total duration of the consultancy is for 60 days between the period of 6 months tentatively starting from early July 2022.

Minimum Qualification Required:
Master’s degree in Information Technology, Business Administration, Social Science, Demography, or relevant field.
Work Experience:
- At least 5 years or more. This is a senior level position in the field of information/knowledge management, data processing and IT programming and website/dashboard development.
- Excellent skills in computer software such as windows, word, excel, power point, ODK/KOBO/ONA including innovative knowledge of programming languages.
- Experience in developing and managing real time M&E systems, interactive programming/dashboards with complex data and Power BI is advantage.
- Experience with UN or similar development agencies is an asset
- Excellent communication and writing skills in English and Nepali required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure health insurance required to perform the duties of the contract are valid for the entire period of the contract.
