JOB SUMMARY
USAID Adolescent Reproductive Health (ARH), is an adolescent co-led initiative to empower girls and boys, 10-19 years and including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the program is to support adolescents to reach their full potential by ensuring they receive correct and appropriate reproductive health (RH) information and guidance in decision-making skills, creating an environment conducive to making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.
With direct supervision of provincial coordinator and technical guidance of GESI and social norms coordinator, the GESI, SBC and Social Norms Specialist will be responsible for mainstreaming of the GESI and SBC activities at province level to carry out the different GESI and SBC related activities in coordination with the provincial team. S/he brings technical expertise on GESI and social norms approaches in ARH activities.
The employee shall fully comply with CARE policies and procedure and should be accountable for it.
KEY RESPONSIBILITIES AND TASKS:
Primary Roles and Responsibilities
- Support to identify the GESI and SBC issues around ARH activities develop specific program intervention to address the identified needs and gaps
- Support the program team at province for mainstreaming of the GESI and SBC issues in ARH program activities in coordination with GESI and social norms coordinator
- Support to organize policy dialogue and advocacy meeting at province for mainstreaming of GESI issues and provide technical support to province and local government for mainstreaming of the GESI and SBC issues in sectorial program
- Carry out monitoring and evaluation of program ARH activities from gender and social inclusion perspective including impact measurement at provincial level
- Works with provincial health directorate and identify gaps in SBC, support to develop IEC/ BCC materials in local context and make ensure about use of the materials at local level
- Engage with local youth /adolescent networks and mobilize SBC activities at local level
- Engage with private service providers and make sure that GESI issues are addressed accordingly in the service provision
- Develop and make use of GESI operational guidelines, tool kits and checklists designed for each specific thematic areas/Strategic Approaches of the ARH activities
- Work with project personnel, government, girls ‘groups/ allies, partners and community groups to sensitize and engage men and boys in promoting leadership of women and girls in the home and in the community
- Work in encouraging GESI sensitive community level policy changes thereby raising their concerns in policy discourse such as policy dialogues/advocacy events.
- Hold a series and numbers of group meetings, events, round table discussions and training sessions at times and locations in which women and vulnerable social groups of people will be able to attend to surface the problems and potential solutions to accessing the eco-services they need.
- Promote knowledge sharing and learning culture within ARH project with respect to various aspects of GESI and social behavior change
- Works as focal person of province team on PSHEA and make sure that all staff are trained and follow the policy accordingly
- Support partner for implementation of PSHEA policies

Working conditions:
Based in Provincial Office in Janakpur with 60% of field visit at the municipality level in Madhesh, Lumbini and Karnali provinces
Preferred Qualifications and Experience:
Master’s degree in public health/ health promotion / women & gender studies/ sociology / gender studies with five years of experiences in the similar field or bachelor degree in relevant field with 7 years of experiences in a similar field
Skills and knowledge:
- Strong practical knowledge working with province and local government in the areas of GESI and SBC
- Knowledge of working with private health sector actors and youth groups
- Expert knowledge on audit, review and verification techniques
- Report writing skill along with basic formatting skill required to prepare a report.
- Communication skills including strong verbal and written language skills in both English and Nepali.
- Interpersonal and facilitation skills.
- Strong coordination, networking and advocacy skills.
- Computer skills, including knowledge of relevant software e.g. Microsoft office and others
