Association of Youth Organizations Nepal (AYON), established in 2005, aims to bring youth organizations together to provide a common platform for collaboration, cooperation, joint actions and collective endeavors between youth organizations in Nepal. AYON is a national network of non-government, non-religious, not-for-profit youth organizations in Nepal. It acts as an umbrella organization of youth organizations. It calls for coordination, network, support and cooperation from the government, non-government, business institutions, civil society and young people for collaborative actions for youth programs and policies

USAID Adolescent Reproductive Health (ARH) is an adolescent co-led initiative to empower girls and boys, 10-19 years including the most marginalized, to attain their adolescent reproductive health (ARH) rights. The goal of the program is to support adolescents to reach their full potential by; ensuring they receive correct and appropriate reproductive health (RH) information and guidance to decision-making skills, creating an environment conductive in making healthy reproductive health decisions and facilitating translation of these decisions into healthy behaviors.

AYON announces vacancy for the following positions to be a part of USAID Adolescent Reproductive Health (ARH):

Position: Youth Mobilization Manager

Vacancy: 1
Project: USAID Adolescent Reproductive Health
Workstation: Central Office Kathmandu with frequent field visits to Lumbini Province, Karnali Province and Madhesh Province.
Principle Evaluator: Executive Director
Duration: up to 5 years depending on performance.

Roles and responsibilities

  • Provide technical and strategic support to project team in planning, implementation, monitoring, and reporting about the youth engagement program at ARH activities
  • Provide technical support relevant government agencies in planning and implementation of youth development activities
  • Work with different levels of government and stakeholder and organize youth conferences and policy dialogues for policy changes.

Minimum Academic Qualification

  • Masters’ Degree in public health, sociology, development studies, and 5 years of experience community development, youth mobilization and public health

Specific skills

  • Excellent knowledge and experience about health system of Nepal
  • Knowledge about health governance at local health system
  • Prior experiences with youth led organization for youth development activities
  • Excellent working knowledge and skills in training curriculum development and facilitation of training
  • Experience in providing strategic leadership and guidance to local youth clubs and groups
  • Experiences in organizational development
  • Strong skills and facilitation skills for organizing conference and policy dialogue at different levels for policy changes
  • Strong coordination and collaboration skills at federal and province level
  • Experience providing technical guidance to governments and/or private sector on promoting increased private sector engagement for ARH service
  • Experience in partnership development
  • Experience in knowledge management, including organizing events/webinars, drafting reports and developing knowledge products
  • Knowledge of financial and policy compliance; including budget planning and implementation.
  • Excellent knowledge and experience on project management and M&E tools.
  • Excellent documentation and report writing skills (English and Nepali)

Position: Admin and Finance Manager

Vacancy: 1
Project: USAID Adolescent Reproductive Health
Workstation: Central Office Kathmandu with periodic field visits to Lumbini Province, Karnali Province and Madhesh Province.
Principle Evaluator: Executive Director
Duration: up to 5 years depending on performance.

Roles and responsibilities

  • Managing financial and accounting aspect of project including day to day financial transactions.
  • Involved in daily accounting/administrative work; bookkeeping, budget planning, expenditure tracking, procurement, invoice checking, petty cash management, payroll, SSF, VAT Reporting and timely payment of tax.
  • Ensure all financial, administrative, HR, procurement and accounting systems are running up to date and as per requirement of donor compliance and organizational policies.
  • Setting up proper accounting procedures and systems and internal controls to ensure that proper monitoring mechanisms are in place; identifying weaknesses and addressing them immediately.
  • Tracking and overseeing budgets and expenditures, controlling cash and revenue expenses.
  • Liquidity planning –review forecast/ prepare program advance request and facilitate the transfer of advance to districts/staffs, supervise the advance payment and ensure timely settlement
  • Monthly Bank and cash reconciliation, prepare inventory record, physical verification of assets.
  • Prepare periodic high quality financial and VAT report and submit to Donors/Partners.
  • Produce statutory (legal) accounts and other legal returns for Nepal.
  • Prepare financial plan and implementation planning along with policies & procedures for the Finance Department.
  • Responsible of Office set up, administrative and logistics arrangement for the staff, including travel and accommodations, workshops venues etc.
  • Overseeing Accounts Payable, Accounts Receivable, Tax, Treasury, Payroll, Financial and Management Accounting functions.
  • Prepare annual procurement plan and vendor listing of organization.
  • Design Accounting software (FAMAS) according to project activities/budget and entry budget and other data in accounting system.
  • Provide capacity building training to project team related to compliances of project and supervise to HR/Admin finance staffs and assist to ED, PM on any financial business of project.
  • Conduct project audit and prepare documents for auditing process with management responses in audit observation.
  • Overseeing Human Resource unit to ensure that personal file, Staff TOR, leave record, time sheet, appointment, periodic staff review is timely conducted and up to date.
  • Ensure all legal documents are up to date timely; like insurance, vehicle renewal, project approval
  • Closely plan, monitor, support in burn rate of project and support to meet burn rate coordinating with project team and management.
  • Other secondary responsibilities as per requirement of project/donor/organization.

Minimum Academic Qualification

  • Master’s degree in relevant area with at least 5 years of working experience in USAID funded project along with superb financial, administrative, procurement, logistic and project management.
  • Experience working as senior position in nonprofit making organization in Budget preparation/revision experience including budget implementation, auditing, VAT reporting, understanding donor rules and regulations, internal control system.
  • Experience of computer based accounting system specially in FAMAS and Tally software.

Specific skills

  • Sound knowledge in financial planning, budget forecasting. implementation and analysis.
  • Knowledge about taxation, VAT reporting, online E-TDS, Auditing process, government policies and laws.
  • Excellent knowledge of budgeting principles (especially on contract management) and clear understanding of donor’s financial policies, guidelines, rules, regulations, and reporting requirement
  • Required knowledge on USAID audit requirement and compliance along with statutory auditing and management response.
  • Financial reporting knowledge with excellent excel, formula and formatting skills.
  • Communication skills including strong verbal and written language skills in both English and Nepali.
  • Interpersonal and facilitation skills including working in a team and strong coordination, supervision skills.
  • Computer skills, including knowledge of relevant software e.g. Microsoft office, FAMAS/Tally and other.

Principle Evaluator: Youth Mobilization Manager
Duration: up to 5 years depending on performance.

Roles and responsibilities

  • Support provincial project team in planning, implementation and monitoring of the ARH project activities
  • Support local implementing partner for formation new adolescent groups/ alliance and register at local government.

Minimum Academic Qualification:

  • Master’s degree in public health / sociology/ women studies with three years of experiences in public health, community mobilization or youth development activities

Specific skills

  • Strong knowledge and experience about health system of Nepal including health governance
  • Prior experiences with youth led organization for youth development activities
  • Strong facilitation skills for training, meeting and trainings
  • Experience in providing guidance to local youth clubs and groups at local level
  • Experiences in organizational development /business development

Project: USAID Adolescent Reproductive Health
Workstation: Provincial Offices in Surkhet and Dhanusha
Principle Evaluator: Youth Mobilization Manager, Youth Mobilization Specialist
Duration: up to 5 years depending on performance.

Roles and responsibilities

  • Works closely with local implementing partners and municipalities to coordinate for the youth engagement activities for ARH at districts and municipalities.
  • Responsible to provide technical oversight to Resource Persons for Adolescent Engagement based in the community.
  • Ensure youth engagement in any of the forums and align them with social behavior change (SBC)

Minimum Academic Qualification:

  • Bachelor degree in public health / sociology/ women studies with three years of experiences in public health, community mobilization or youth development activities

Specific skills

  • Strong knowledge and experience about health system of Nepal including health governance
  • Prior experiences with youth led organization for youth development activities
  • Strong facilitation skills for training, meeting and trainings
  • Experience in providing guidance to local youth clubs and groups at local level
  • Experiences in organizational development /business development
